Background
The Building Sector Energy Efficiency Project (BSEEP) has for its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.An active design technical guideline on EE building design has been prepared. The active design guideline is targeted for building designers, architects, engineers and building developers. The active design guideline will serve both as a teaching/training aid and as a detailed, practical up to date reference for designers on all aspects of designing and constructing new EE buildings or retro-fitting existing buildings that are upgraded. The project intends to add a building automation energy efficiency chapter into the already completed active design technical guideline.

Duties and Responsibilities
Scope of work:The primary jobscope is to review, provide comments and improve the building automation energy efficiency technical guideline.
The consultant will be required to:
- Review the existing building automation energy efficiency chapter: Review and provide comments on the on the strengths, weaknesses and suitability for publication of the existing building automation energy efficiency chapter produced by BSEEP. A copy of the draft document is available at: https://dl.dropboxusercontent.com/u/40344193/Building%20Automation%20and%20Control%20Systems%20IC.docx. The comments should address: (a) Scientific and data soundness; (b) Originality; (c) Degree to which conclusions are supported; (d) Importance and interest to readers;
- Formulate improvements to the guidelines: Based on the review, rewrite and reformulate the existing building automation energy efficiency chapter based on the weaknesses found;
- Formulate new guidelines: Formulate new guidelines to be added to the draft which have been omitted and left out in the draft.
The consultant will report to the National Project Manager and will work closely with the BSEEP project team based at the Environment and Energy division of the Public Works Department (JKR). The methodology includes data collection, desk research, interviews and meetings with relevant stakeholders, third party, consultants and discussions with UNDP Malaysia.
The consultant will be expected to lead a stakeholder workshop which will be paid for by BSEEP at a hotel to present the findings of the review as well as present the improvements that has been made to the guideline. The consultant is expected to solicit comments from the workshop participants and professional organizations to further improve the guideline if any. Comments on the guideline can be obtained from the workshop and through series of meetings with relevant professional organizations
Expected Outputs:
A report on building automation energy efficiency chapter suitable for addition into the active design technical guidelines produced by BSEEP is expected. The report must address all aspects required in workscope 1 and 2 above.
Duration:
The consultancy is expected to take place from 1 July 2014 to 30 September 2014.
Deliverables and Timeline:
The consultant will be responsible for the delivery, content, technical quality and accuracy of the report. All deliverables shall be submitted to UNDP Malaysia and BSEEP Project Management Unit at Environment and Energy division of the Public Works Department.
Terms of Payment and Scoring Criteria:

- Proposal on how your qualifications and experience can lead towards the successful deliverable of this assignment within the required timeframe, and provide a brief methodology on how you will approach and conduct the assignment;

Required Skills and Experience
Education::- Bachelor's degree in Engineering. Masters degree will have an added advantage.
- Minimum 3 years of relevant professional experience in the building automation industry;
- Experience in drafting or developing technical guidelines will be an advantage;
- Knowledgeable in active design practices in tropical climates will be an advantage.
- Proficient in English;
- Proficiency in Bahasa Malaysia will be an added advantage.
