Antecedentes

A data center is a facility used to house computer systems and associated components, such as telecommunications and storage systems. It generally includes redundant or backup power supplies, redundant data communications connections, environmental controls and security devices. Azerbaijan intends to establish the Data Center with the purpose to turn Azerbaijan into a world class Information Hub.

Establishment of the Data Centre is a component of the joint project between the Ministry of Communications and High Technologies and UNDP. It is expected that establishment of the Data Centre will have an impact on economic growth turning Azerbaijan into a transit junction (hub) of information exchange between Europe and Asia as well as guarantee information security of telecommunication operators, businesses and IT companies by meeting ISO/IEC-27001 Standard regarding the information security.

The establishment of the first Data Center in Azerbaijan will be deploying an IP based ISS as a demarcation point for International incoming and outgoing voice traffic at first, and then for using this infrastructure to give telecommunication services to the residential and business customer segment. The ISS is planned to replace the whole S12 platform and to be located in a new, international standards based (TIA942) data center building. For the purposes of establishment of the Data Centre, UNDP has hired two private contractors (vendors) who are responsible for provision of necessary goods as well as services.

Deberes y responsabilidades

The Consultant should perform the following functions:

Assess the relevance, effectiveness, and efficiency of interventions as well as the sustainability of the results;
Identify major external factors that influence or impact the implementation of the project and assess their implication on future interventions;
Monitor that the Contractors shall not sub-contract all or any part of the contract without first obtaining the UNDP's approval in writing of the sub-contracting and the sub-contractor;
Monitor that all inspected or tested goods/works conform to the specifications and the Contractors maintains all necessary insurance coverage to the extent both in time and amount to take care of all his liabilities either direct or indirect, in pursuance of the Contract and statutory requirements applicable in Azerbaijan;
Report duly if any of the inspected or tested goods/works fail to conform to the specifications;
Monitor and report regularly on the implementation of the contract in terms of milestones/deliverables and agreed dates;
Critically monitor the implementation of the Risk Management plan, the Sustainability plan and identify and raise issues for resolution timely to the Project Manager;
Monitor that the Contractors observes all applicable regulations regarding safety on the implementation site;
Be physically present a the finalization of each of the milestones/deliverables and issue quality certificates;
Certify that the milestones/deliverables have been achieved according to the contracts and the payments can be processed;
Undertake any other duties incidental to the above as may be assigned by management.

Habilidades y experiencia requeridas

Education:

University degree in IT or relevant area.

Experience:

Must have proven experience in preparing, organizing, servicing and managing Data Centers developing and establishing procedures;
Familiarity with the United Nations system, administrative and management work is an asset.

Language:

Excellent writing, editing and communication skills in the English language;
Russian is an added value.
