Antecedentes
In March 2014 OHCHR Uganda undertook a Human Rights and Vulnerability assessment of the Ik community in Karamoja. The Ik community is an indigenous person in Uganda that are distinct both in language, livelihood and cultural practices from other ‘Karamajongs’. They live predominately as agriculturalists, although originally hunter gatherers, in the area near Kideppo national park in Kaabong district. During the insecurities in the Karamoja region the Ik community has been negatively affected although not active parties to the conflict. The insecurities as well as their distant and remote location has made it difficult for them to access services and rights on an equal basis.The aim of the documentary is to shed light on some of the specific challenges facing the Ik community in Karamoja from a human rights perspective.
Plan of Work:
The assessment carried out by OHCHR will be the starting point for the documentary and guide the consultant in his/her work.
- The work is expected to be carried out over a period of 14 working days including;
- Planning with OHCHR staff in Kampala and Karamoja drafting inception report;
- Drafting the script, planning mission and other preparatory work;
- Shooting (pre-production) in Karamoja;
- Editing and Production, including review;
- Final Review and Submission.
The consultant is expected to carry out the task with professionalism, respect and sensitivity towards the people taking part in the documentary.
The documentary is expected to be of high quality production, include a narrator and any other item as discussed and agreed with OHCHR.
Results and Deliverables:
A high quality documentary on the Human Rights of the Ik indigenous community in Karamoja.
Hard copies as well as soft copies, including all raw material used should be delivered to OHCHR upon completions of the contract.

- Preparatory work in Kampala, planning with OHCHR, mission planning and script, 3 working days;
- Filming in Karamoja, 5 working days;
- Production of documentary and Review, 4 working days;
- Submission and Review, 2 working days.

Habilidades y experiencia requeridas
Education:
- Bachelor’s Degree in Communications, journalism, Social work, Media or other related field.
Experience:
- At least 3 years’ experience designing and developing documentaries, TV [programs] and/or productions for on-line media;
- Ability to produce timely, informative and educative programs;
- Experience in developing documentaries on human rights and/or development related topics and experience working with UN agencies or other reputable international organizations
Language:
- Excellent spoken and written English language;
- Understanding of Ik, Karamajong or Swahili desirable.
Duration:
- The consultancy is expected to last for a period of maximum 14 working days.
Price Proposal and Schedule of Payments:
Payment shall be by the lump sum modality in the following 2 Installments. These shall be all inclusive and the contract price is fixed regardless of changes in the cost components:
- Upon signature of contract by both parties and submission and acceptance of inception report and script (30%)
- Submission and acceptance of finalized documentary (70%)
Evaluation Method and Criteria:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable; and
- Having received the highest score out of a pre- determined set of weighted technical and financial criteria specific to the solicitation.
Technical Criteria weight; - 70%
Financial Criteria weight; - 30%
Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

- Education (Advanced degree): 5;
- Writing skills: 5;
- Experience from developing documentaries, especially on human rights and/or development related topics: 10;
- Relevant experience in conducting similar assignments: 20;
- Description of approach/methodology to assignment: 30.
Documents to be included when submitting the proposals
Interested individual consultants must submit the following documents/information to demonstrate their qualifications in one single PDF document:
- Duly accomplished Letter of Confirmation of Interest and financial proposal using the template provided by UNDP (Annex II);
- Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
Technical proposal:
- Brief description of why the individual considers him/herself as the most suitable for the assignment;
- A methodology, on how they will approach and complete the assignment;
- Financial proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (Annex II);
