The mandate of the Royal Commission at Yanbu is to implement the physical and social infrastructure required for the development of Yanbu area as a state of the art industrial city. Basic downstream and light industries were encouraged to operate in Yanbu, and utilize the Kingdom’s natural resources to produce products for local use and export. The Royal Commission needed to plan, develop, construct, operate and maintain the various infrastructure and services needed for the above industries. Therefore, an accommodation was made to the people working in these industries, and includes encouraging and enhancing the skills and talents of the Saudi Citizens in the above activities. 
 
Activities are carried with an effort to maintain a balance between industrial and environmental sustainability that is compatible with developmental best practices. Sustainability is one of the important factors in environmental footprint evaluation. The Royal Commission was ahead of its time when it started back in 1975, principally in the formation of a new city and its wide range of attractive sustainable features compatible with today’s standards.
 
This accomplishment is reflected in the positive socio-economic ecological and environmental aspects. Sustainable practices in Madinat Yanbu Al Sinaiyah (MYAS) have been initiated as part of the Royal Commission’s original master plan back that dates back to 1977.
 
The Royal Commission at Yanbu (RCY) has preserved its natural resources based on its sustainable development initiatives. Focusing on solid infrastructure components in both industrial and community zones represents the concept of “built to last” Sustainability concepts applied right from early planning during the design phases down to construction and operations which has led to a finely tuned harmony between industry and environment that protects valuable resources and environmentally sensitive areas.
 
RCY has asked UNDP for assistance in evaluating the sustainability measures taken by the Commission, providing recommendations with the aim of meeting internationally recognized environmental standards.
 
The purpose of this TOR is to select a qualified Sustainability expert able to provide a detailed evaluation of the situation on the ground, assessment and analysis as well as provision of relevant recommendations for sustainability. 

Devoirs et responsabilités

The objective of this Initiative is to provide an international consultant in the field of environmental sustainability for a period of three (3) weeks (15 working days).
 
The objective of such a mission will be to:
  • Provide a desk review (report) of Best Practices in sustainability of international scope;
  • Assess current sustainability practices in Madinat Yanbu Al Sinaiyah (MYAS);
  • Assist the Royal Commission at Yanbu to identify promising areas for improvement of sustainability with time bound targets;
  • Present initial findings to the Royal Commission at Yanbu;
  • Produce a detailed report that shows the findings, requirements and suggestions on how to apply for awards on best practices;
  • Prepare Term of Reference (TORs) for team to carry on Carbon footprint calculations and advise on organization to address;
  • Review and comments on RC Energy Efficiency Policy Madinat Yanbu Al Sinaiyah (MYAS);
  • Review and comments on minimum Energy Efficiency standards for existing and new facilities at Yanbu.
The Expert will remain in close contact with UNDP and report directly to the project manager at the RCY.  The expert should feel free to discuss any relevant matters with the RCY in relation to the assignment; however, he/she is not authorized to make any commitment on behalf of UNDP or the RCY.

Qualifications et expériences requises

Education:
  • Advanced degree in environmental engineering, ecological engineering or related fields;
  • Experienced in environmental safety, construction and infrastructure, biological waste analysis, also design and operation;
  • Previous projects or research related to the field of environmental sustainability.
Experience:
  • At least 8-10 years of working experience, and considerable knowledge of material analyses and the ability to communicate results of research findings
Language 
  • Fluency in speaking and writing English
