Antecedentes

Under the guidance and direct supervision of the UN Resident Coordinator (RC), the UN Coordination Specialist/Head of RCO manages the Resident Coordinator’s Office (RCO). The UN Coordination Specialist supervises and leads RCO staff ensuring key activities are undertaken and completed in a timely manner. In addition to working closely with RCO staff, the UN Coordination Specialist/Head of RCO works in close collaboration with UN Country Team (UNCT) members, programme and operations teams of the agencies, DOCO staff and Government officials, advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful and transparent coordination and implementation of UNCT activities.

The UN Coordination Specialist/Head of RCO reinforces the capacity of the UNCT to implement UN reforms at country-level and enhances its capacity to link up with Government and Development Partners’ initiatives in promoting aid effectiveness under the Paris Declaration, Accra Agenda for Action and other relevant documents.

More specifically, the UN Coordination Specialist/Head of RCO supports the RC and the UNCT with:
  • i) the country programming process including development and preparation of the Common Country Assessment (CCA) leading to a high quality, focused and strategic United Nations Development Assistance Framework (UNDAF);
  • ii) response to emergencies, crisis and post-crisis contexts;
  • iii) support to national strategies setting;
  • iv) development and implementation of collaborative and joint programmes, monitoring progress towards the achievement of the Millennium Development Goals (MDGs) and Global Conferences, v) establishment information systems to facilitate non-resident agencies’ (agencies without field representation) access to national systems and processes and national counterparts’ access to the expertise of non-resident agencies.
The incumbent will lead the coordination of activities emanating from the RC Office, setting priorities, and ensuring follow-up and feedback; and identifying and recommending proposals and actions for enhancing inter-agency coordination in line with UN reform objectives, the simplification and harmonization procedures and, as appropriate, initiating actions for implementation.

Deberes y responsabilidades

Provides policy guidance and support to RC based on analysis of development and political trends and their possible impact on UN work, focusing on the achievement of the following results:
  • Through analysis and research of political, social and economic situation in country, advise RC on developments having consequences for UN agencies’ work and priorities;
  • Overall coordination of the process of continuously identifying, analyzing and prioritizing needs in Bangladesh in order to facilitate an appropriate, coherent programmatic response by UNCT, reflecting RC Work Plan, UNDAF priorities and MDGs;
  • Facilitation of assessments and other analytical work to help determine UNCT strategy and priorities, reflecting the overall framework of UNDAF and MDGs;
  • Advise on adjusting strategies and implementation modalities, cost-effective and efficient implementation of joint UN programmes, common services and other UN functions;
  • Advise and facilitate the RC in defining the UN’s role, priorities and strategies and the various coordination mechanisms, including support to lead agencies of Theme Groups and Inter-Agency Task Forces;
  • Monitor relevant developments in the General Assembly, Security Council, and within the peace and security departments of the United Nations HQ.
Ensures effective support to UNCT in preparation and implementation of country programming processes and products, including CCA, UNDAF and UN programme coordination focusing on achievement of the following results:
  • Overall coordination and support to the development and preparation of CCA and UNDAF;
  • Coordination on behalf of the UN RC of the CCA Thematic Group activities and draft CCA preparation;
  • Provision of secretariat support to the UNDAF Working Groups ensuring full participation UN agencies, Government, civil society, multilateral and bilateral institutions and coordination of the draft UNDAF preparation;
  • Establishment of effective mechanisms for monitoring UNDAF implementation based on the UNDAF Results Matrix and the UNDAF Monitoring and Evaluation Plan in consultation with UN agencies, Government, civil society, multilateral and bilateral institutions; monitoring activities of the UN Theme Groups;
  • Coordination, planning and participation in UN joint annual review of development results;
  • Identification of strengths and weaknesses in UN agencies’ programmes in the context of UNDAF, UN Reform and the MDGs. Provision of advice on adjusting strategies and implementation modalities, cost-effective and efficient implementation of joint UN programmes, common services and other UN functions;
  • Development of strategies, policies and programmes in close consultation with UN agencies aimed at achieving the MDGs and establishment of a system for monitoring the progress towards the MDGs.
Ensures effective management of RCO and its staff focusing on the achievement of the following results:
  • Oversee, manage and guide the work of the UN Coordination Office, a team of staff members working in inter-agency coordination, donor coordination, joint programming under the overall guidance of the Resident Coordinator and the United Nations Development Operations Coordination Office (UNDOCO) and based on the RC Annual Work Plan, UNDAF and the Paris Declaration on Aid Effectiveness;
  • Advise and guide staff on the theory, practice and implementation of UN and donor coordination activities, including but not limited to CCA/UNDAF processes, UNDAF annual and midterm reviews, UNDAF M&E, joint programming and programmes (including the MDG Spanish Fund), aid coordination principles as spelled out in the Paris and Accra Declarations; 
  • Guide staff in partnership building and strategic interaction with national partners, donor aid agencies, civil society and the private sector, adhering to UN principles and values; 
  • Coordination of RCO workflow, providing substantive/technical guidance to RC Office staff as necessary;
  • Serve as supervisor to RC Office staff, providing feedback and inputs to staff Results and Competency Assessments (RCAs) as required;
  • Oversight and management of human resource and recruitment processes for RCO. Oversees and manages the work of UN Coordination Office staff.
Ensures preparation and implementation of the RC Work Plan focusing on the achievement of the following results:
  • Oversight and management of RC Work Plan to ensure key activities and tasks are undertaken and completed;
  • Preparation of reports and proposals for funding;
  • Preparation and planning for UNCT meetings, including coordination and compiling of substantive inputs and preparation of background documents and meeting materials;
  • Preparations and planning for annual UNCT retreat including planning, support to agenda setting and preparation of retreat materials;
  • Preparation of annual UN Reform Strategy reports;
  • Preparation of RC Annual Reports;
  • Monitoring of coordination support funding comprised of Support to the Resident Coordinator (SRC) and Country Coordination Funding (CCF) funds and other funds allocated to UNCT activities; approval of expenditures reports.
Ensures effective advocacy of UN activities in close consultation with UNIC and the information / communication focal points of the UN system focusing on the achievement of the following results:
  • Maintenance of systematic information on RC system activities;
  • Implementation of outreach strategy for partners of the UN system;
  • Management of the UNCT’s media and communication strategies, in close consultation with UNIC;
  • Preparation of speakers notes, talking points and speeches for major advocacy events of the Resident Coordinator system, in close consultation with the UNCT and partners. Oversees formulation and implementation of UN Country Team (UNCT) communications strategy and plan;
  • Focus on crafting proper branding and messaging, demonstrating the concrete, measurable contributions of the UN family in addressing Bangladesh’s development priorities and in achieving tangible results that translate into positive impact in people’s lives;
  • Ensure (i) tracking of latest developments and issues on UN reform in the media, UN system and other partners that require attention and on which UN system should respond; (ii) drafting of speeches for the RC on inter-agency initiatives, (iii) improving the internal and external websites (iv) development and production of a UNCT Newsletter.
Ensures creation of strategic partnerships and implementation of the resource mobilization   strategy for UNDAF implementation focusing on achievement of the following results:
  • Development of partnerships with International IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society;
  • Participation in the LCG Plenary sessions including discussions concerning LCG reforms. Compilation of donor information including substantive briefs on donor strategies and national development strategies, provision of advice to RC on ensuring synchronicity, alignment and complementarities between the strategies and UN activities;
  • Coordination of UN system response to the Joint Cooperation Strategy (JCS) and its linkage to UN Reforms and UNDAF;
  • Monitoring and support to UNCT preparations for emergencies, crisis and post-crisis issues, CGs, roundtables and other key events in close consultation with appropriate counterparts in government, bilateral and multilateral partners.
Ensures facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification of reliable sources of information related to coordination. Identification and synthesis of best practices and lessons learnt directly linked to country policy goals;
  • Identification of national policies and institutions that require strengthening to ensure effective UNDAF implementation and provision of advice in close consultation with UNCT;
  • Establishment of information systems to facilitate non-resident agencies’ (agencies without field representation) access to national systems and processes and national counterparts’ access to the expertise of non-resident agencies;
  • Inputs and contributions to knowledge networks and communities of practice;
  • Organization of trainings to UN staff on UN reform and coordination issues.
Ensures effective analysis and advise on social, economic, and political matters as they relate to the mandate and activities of the UN system in Bangladesh focusing on the achievement of the following results:
  • Preparation of social, economic, and political analyses;
  • Provision of written and oral briefings of the RC on social, economic, and political matters;
  • Preparation of updates for the UN Secretariat and other UN entities, as and when required by the RC;
  • Provision of advice on social, economic, and political matters, as and when required by the RC.
Oversees planning strategic engagement with non-resident UN agencies, focusing on achievement of the following results:
  • Based on country assessment and needs, pinpoint areas and gaps where non-resident UN agencies (NRAs) could play a role;
  • Establish links to non-resident agencies in technical areas not covered by the UNCT and facilitate inputs from NRAs to joint planning, and ensure that NRAs are informed and participating to UNCT initiatives.
Impact of Results

The key results have an impact on the success of the UN Country Team activities, strengthening of overall coordination capacity, implementation of the UN System reform. In particular, the key results have an impact on the design and operation of UN activities, creation of strategic partnerships for UNCT Programming including UNDAF implementation and support of national strategies and priorities.

Habilidades y experiencia requeridas

Education:
  • Master’s Degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field.
Experience:
  • At least 7 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects, and social, economic, and political analysis and advisory services;
  • Professional, with at least seven years work experience in development and/or humanitarian operations, including at the country level;
  • Good knowledge of UN system, procedures and operational activities for development. Previous experience in management and UNDAF development/planning will be considered a plus;
  • Knowledge about the UN and RC systems would be an advantage;
  • International work experience in developing countries, preferably in Asia  will be an added advantage;
  • Work experience with UN/UNDP/other development partners will be preferable;
  •  Excellent writing skills, as well as strong analytical aptitude, communication and presentation skills is required;
  • Experience in the usage of computers and office software packages.
