Antecedentes
The Youth Economic Empowerment project aims to support the Government and the people of Yemen during the unprecedented transition, addressing youth unemployment as one of the root causes of conflict. The project will build on capacities and lessons learnt from the pilot phase. Strategic partnerships will be further strengthened to support institutionalization of the 3x6 approach, and prepare for scaling up of the piloted innovative tools to achieve catalytic impact while at the same time actively engaging the Government, the private sector, micro-finance institutions and donors to work together with a common goal, building the resilience of Yemeni youth for economic revitalization and paving the path for inclusive and sustainable development.UNDP and the Netherlands tested the 3x6 approach in Arhab area in 2012, linking water management to youth employment creation. The approached focused on addressing community water issues, while contributing to restoration of livelihoods of youth in conflict-affected areas of Arhab . At initial stages youth were engaged in immediate income-generation (meaningful WASH related community work/cash-for-work) to build up seed-capital, and were enrolled in saving schemes while at the same time receiving vocational and capacity building training focusing on WASH technical education, and personal and business skills. Youth who presented feasible WASH business ideas graduated to the next stage and are being eventually supported to start up their own micro WASH businesses either individually or in joint ventures. Mentoring and business advisory services are also being provided to facilitate their access to additional finance and markets.
The project activities in Hajjah will build on the Arhab experience aims to improve water management and services in Hajjah, while at the same time contribute to improvement of community livelihoods and restoration of the local economy.
A joint project “Livelihood and Economic Recovery: strengthening social cohesion and community resilience” with 6 UN agencies as partners and funded by the Peace Building Fund, will be implemented in three governorates including Hajjah. The project has been developed by the Working Group for Sustainable Livelihoods and Employment Generation (SL-EG) established within the Joint UN framework to support the transition in Yemen with active participation of five (5) government Ministries and seven (7) UN Agencies, reflecting the commitment of the government and United Nations System (UNS) to address critical issues of unemployment, poverty and displacement. The project will build the resilience at the community level by enhancing social cohesion and providing long and short term employment opportunities for vulnerable men and women.
Deberes y responsabilidades
The Field Coordinator will work under the guidance and supervision of the CTA of the Youth Economic Empowerment Project in close collaboration with the international project coordinator as well as the CPR project coordinator based in Hajjah , project team members, and implementation partners.Specific responsibilities include the following:
- Support the implementation of the project, “Youth Economic Empowerment Project" in Hajjah , focusing on the achievement of the results;
- Cooperate with central/local institutions to manage/implement the project and bring results expected;
- Build a strong relationship with local partners and youth target groups;
- Prepare meetings for the project with all involved parties (government, UN system, technical partners, civil society, private sectors, youth organizations, etc;
- Follow-up on the necessary materials and administration needed to set up all activities;
- Monitor the implementation and progress of project in the field;
- Coordination of youth activities at central and decentralized levels and represents the project before the partners when required;
- Support the creation of themes, the organization and evaluation of the training sessions proposed for the project;
- Initiate consultations with SFD to establish the partnership to implement 3x6 in Hajjah;
- Liaise with the other UN-agencies engaged under Peacebuilding Fund (PBF) in 3x6;
- Coordinate and work closely with the international project coordinator as well as the CPR project coordinator based in Hajjah;
- Represent the project before the partners when required;
- Facilitate the monitoring and evaluation missions;
- Document and disseminate information on best practices, lesson learned and success stories;
- Analyzes data and prepares minutes of meetings and progress reports as needed;
- Perform any other tasks as required.

Habilidades y experiencia requeridas
Education:- Hold a bachelor degree in business management or any other relevant field.
- Minimum of 2 years of Proven and solid experience of administration and archiving;
- Proven and solid experience of WASH programs;
- Solid experience of youth employment; knowledge of economic actors in Hajjah and WASH in particular;
- Professional experience with UN agencies or other international organizations would be an asset.
- Usage of English and Arabic is required.
