Background

European Commission and UNDP have been jointly organizing the “Kapuscinski development lectures” series since 2009. The project includes a series of high-level lectures on development delivered by international experts and policy-makers at universities across the European Union. In 2009-2014 the European Commission, UNDP and partner universities organised 52 Kapuscinski Development Lectures gathering over 10,000 participants. The Lectures contributed to raising awareness on development and debate development policy. Speakers of the Kapuscinski lectures include internationally recognized experts, high-level representatives of international organisations, current and previous high-level policy makers, including presidents, prime ministers, ministers.

EC and UNDP are expanding the project of Kapuscinski development lectures and will organize 28 lectures in September 2014 – December 2015 period in all member states of the European Union as part of the official events of the European Year for Development 2015. For supporting implementation of the project UNDP looks for a Project consultant who’s core responsibility will be management of cooperation with universities and hosts of the lectures.

Duties and Responsibilities

The consultant will:
  • Be the focal point for cooperation with the universities and hosts of the lectures;
  • Monitor implementation of agreements with universities and hosts of the lectures, supervise preparations to the lectures;
  • Ensure implementation by host institutions the guidelines of the project;
  • Ensure submission of all post-event documentation by the host institutions;
  • Prepare post-event content from the lectures, including summaries, quotes;
  • Prepare narrative reports from the events;
  • Research potential university partners within European Union;
  • Support Project Manager in liaising with potential and confirmed speakers of the lectures;
  • Travel to approximately 10 lectures within the European Union in order to supervise implementation, particularly video live streaming set-up, moderate the events if necessary, organise video interviews with speakers, deliver introductions at the events on behalf of UNDP (in English);
  • Prepare briefs and talking points;
  • Support host universities substantially in choosing and setting the development topic of the lecture, moderating consultations on the substance of the event between the speaker and the university;
  • Work closely with the Project Manager.
Expected outputs/Deliverables:
The tasks implemented each month will be completed upon submission of the following deliverables:
  • Topics and detailed programmes with speakers proposed by the host university and the project manager of each of the 28 events finalised with all stakeholders;
  • Sound preparations and organisation of the 28 events by host institutions / universities;
  • Post-event content prepared for all 28 events, including the summary of the lecture and discussion as well as key quotes from the keynote speech;
  • Post-event reports prepared from all 28 events, including information on number of participants, names of high-level participants, information about side-events with the speaker, summary of logistical and communications organisation and conclusions for future events;
  • Monthly report from implementation of the tasks.
Specific tasks for each month will be agreed with the supervisor and payments will be released based on the monthly report approved by supervisor. Payments will be performed in 19 equal installments (the total amount will be divided into 19 installments) in relation to the progress achieved toward the completion of the deliverables upon submission of monthly reports.

Required Skills and Experience

Education:
  • Minimum master’s degree, preferably in development, social sciences or communications-oriented fields.
Experience:
  • At least 5 years of strong experience in organising public events as event producer or the lead coordinator (Criteria A);
  • Experience in organising public events with or for universities, including experience in organising educational events addressed at students as the primary target. Experience in organising events on development would be an asset. (Criteria B);
  • Knowledge of and experience in procedures of universities’ operations (Criteria C);
  • At least 5 years of experience in working in development area and a proven network of development stakeholders (for instance experts, universities, think-tanks, NGOs, policy-makers) (Criteria D);
  • Experience in project management, including planning, management of sub-contractors, cooperating with partners, public relations and visibility, monitoring and evaluation, preparing reports. Experience in international organisation, non-profit and government sector would be an asset (Criteria E);
  • Experience in Audio-Video and IT set-ups of events.
Language:
  • Excellent writing, editing, and oral communication skills in English.
Evaluation of Applicants

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
  • a) Responsive/compliant/acceptable; and
  • b) Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation.
Only those individual consultants who obtained at least 70% of points in each of the steps of the process will be considered for financial proposal evaluation.

Technical Criteria - 70% of total evaluation – max. 35 points:
  • Criteria A – max points: 5;
  • Criteria B – max points: 10;
  • Criteria C – max points: 5;
  • Criteria D – max points: 5;
  • Criteria E – max points: 5;
  • Criteria F - interviews (interpersonal and communications skills,and creativity) – max points: 5.
Financial Criteria - 30% of total evaluation – max. 15points

The financial proposal shall include a breakdown of this lump sum amount (number of anticipated working days and any other possible costs) with the exception of travel expenses related to missions. Travel costs will be covered separately according to UNDP rules and regulations. Mission and travel costs are subject to UNDP pre-approval.  Only travel from Europe is reimbursable;

Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services...).
Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner on monthly basis.
