The XII Five Year Plan of the government highlights that one of the primary reasons regarding the relative lack of success of Plan programmes is that these are designed in a top down manner and do not effectively articulate the needs and aspirations of the local people, especially the most vulnerable. It recognizes that since 2004, there has been massive transfer of funds to the PRIs. However, institutionally, the PRIs remain weak and they do not have the capacity to plan or implement programmes effectively. In order to overcome the challenges, the Twelfth Plan has proposed about ten-fold increase in funding allocation for strengthening of PRIs through a new scheme called the Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA).
 
The Ministry of Panchayati Raj and UNDP project “Strengthening Capacities of Panchayati Raj Institutions” (2013-2017) aims at strengthening the implementation of RGPSA. It also focusses on providing institutional mechanism for strengthening the capacities for conducting effective gram sabhas, particularly in PESA areas.
 
This is being done through  through strengthening the National Project Monitoring Unit of RGPSA with Services of technical experts on key thematic areas identified by the Ministry of Panchayati Raj. A network of national resource institutions is being developed to  provide advisory services and institutional development support to MoPR on themes identified. This network will also support strengthening of State level Panchayat Resource Centres, the District Resource Centres and Mobilisers.
 
UNDP is now looking for a Project Assistant to assist the Project Manager and the Project Teams of the project. S/he will work under the direct supervision of Project Manager and Programme Analyst, UNDP while having strong coordination role with the MoPR and UNDP.
 
These Terms of Reference relate to the tasks of the Project Assistants whose roles and responsibilities are described below.
 
Summary of Key Functions: 
  • The Project Assistant will be responsible for providing implementation support to MoPR;
  • This post will be located in the Ministry of Panchayati Raj. The Project Assistant will work under the direct supervision and guidance of the Project Manager  and Programme Analyst, UNDP.

Devoirs et responsabilités

The Project Assistant will provide administrative assistance as follows:

  • Assisting in organization of workshops, seminars, Project Steering Committee meetings and other events as would be required through project implementation;
  • Processing payments of vendors;
  • Making administrative and travel arrangements for project staff and other personnel for project visits and participation in national/international events as required;
  • Processing travel claims of staff and other personnel as necessary;
  • Assisting in preparation of legal documents for award of contracts for different project assignments as necessary;
  • Assisting in procurement of office materials;
  • Maintaining project assets/inventory and preparing reports as required;
  • Managing routine office and administration functions such as maintenance of project files, documents, correspondence and communications including compliance with Ministry of Panchayati Raj systems and protocols.

Support financial management of the project which includes:

  • Operating the UNDP Financial Accounting System (ATLAS) for preparation of vouchers for the project (including the processing of vendor creation and settling of travel claims), maintenance of the internal expenditure control system, creation of requisitions in the system, making budget checks in the system;
  • Prepare monthly expenditure statement;
  • Prepare quarterly and annual expenditure reports and other financial reports for submission to the MoPR and UNDP;
  • Maintaining the internal expenditures control system;
  • Creating requisitions in the system and make budget checks in the system;
  • Conducting financial monitoring of contracts and bringing to notice of the Project Manager issues needing attention;
  • Collecting and collating relevant financial information from partners and preparing FACE forms (Fund Authorization and Certificate of Expenditures) for due approvals;
  • Preparing and presenting project information for project audits;
  • Facilitating the audit process in States;
  • Support the Project Manager in following up with project partners on financial and progress reports.
  • Liaise with UNDP Operations on project issues;
  • Prepare the CDR on quarterly basis and submit it for approval of MoPR;
  • Perform any other tasks assigned from time to time by the National Project Director or the Project Manager.

Qualifications et expériences requises

Education: 

  • Bachelor’s Degree in any field.
  • Any additional certification in Accounting and Finance is an asset.

Experience:

  • At least 3 relevant years of progressively responsible administrative or project experience is required at the national level;
  • Preferably in international organizations and/or Government institutions;
  • Experience in handling of web based management systems.

Language:

  • Proficiency in English;
  • Good command over Hindi.
Remuneration package is Rs. 50,748/ per month (taxable).
