Background

Under the direct supervision of the OCHA Head of Humanitarian Assistance Team (HAT) in Antananarivo with overall direction of the Head of Information Management Unit (IMU) in Johannesburg and working as an integral part of the organization’s Team, the incumbent will be ensuring maximum professionalism and adding capacity in supporting the OCHA ROSA objectives.

Duties and Responsibilities

  • Provide GIS support, including the collection of baseline data, and the coordination of products at central level and in partnership with partners in Madagascar;
  • Develop maps and infographics using GIS (ArcGIS) and infographic software (Adobe illustrator)  to support the work of OCHA and humanitarian partners in Madagascar;
  • Provide information management support for the coordination of  multi-sectoral assessments;
  • Chair an Assessment and  Information Management Working Group to ensure the coordination of humanitarian assessments and information management activities in Madagascar;
  • Support the development of strategies and mechanisms for data and information flow to keep critical baseline  data current, through liaison with all relevant partners in Madagascar;
  • Promote data standards develop standardised data collection and dissemination tools and processes, and support other information-sharing protocols;
  • Compile and link databases for analysis and extraction of specific queries;
  • Integrate spatial and non-spatial datasets produced by partners to build up a common spatial infrastructure;
  • Assist in the preparation of reports, briefing notes and Standard Operating Procedures s for effective information management;
  • Provide technical support to the humanitarian actors in data coordination, spatial data and information management;
  • Ensure that the data and information acquired is valid for the inter-agency decision-making process;
  • Keep the Madagascar section of the humanitarian response website up to date with current and relevant information.
Impact of Result:

Provide technical support to OCHA Madagascar dealing with data capture, promotion of data standards, and data integration. Ensure geographic data collection and coordination at all levels and support of global initiatives. Support the inter agency decision-making processes through stronger data coordination. A client-oriented and efficient approach impact on the image of OCHA ROSA in the region and country.

Required Skills and Experience

Education:
  • Master level degree/diploma in GIS or related discipline and strong technical knowledge and experience in mapping and database development.

Experience:

  • Practical knowledge of standard software packages (MS FrontPage, Access, PowerPoint
  • Strong practical background in GIS and cartography and the use of ArcGIS ESRI software
  • Practical knowledge of Remote Sensing and raster – vector data manipulation.
  • Practical experience in infographics is an added advantage.
Language:
  • Fluency in French oral and written proficiency is required;
  • English is desirable.
