Background
The overarching goal of the project is to save energy and to reduce emissions of greenhouse gases by increasing energy efficiency of municipal lighting in the cities of Armenia via implementation of municipal investment programs and nationalpolicies.
Collectively, the Project’s components seek to put in place cornerstone policy instruments at both the municipal and national level, supported by technical, policy-related, educational, and financial measures to raise capacity, reduce investor risk, and help assure successful implementation.
To ensure proper preparation, smooth implementation and sustainable replication of pilot demonstration projects via viable financial and institutional mechanisms, the Project needs international expertise applied and respective best practices enrooted.
Duties and Responsibilities
The recruited international expert is expected to work together with the Project team by sharing information on the international experience and best practice and technologies in improving energy efficiency and achieving energy saving in urban lighting sector.
Under the overall guidance of the Environmental Governance Portfolio Analyst and direct supervision of Climate Change Program Coordinator and in close cooperation with the Project Expert Team, the incumbent (acting in his/her individual capacity) will be tasked with the following duties and responsibilities:
- Provide consultancy to the project team for design, organization and implementation of the pilot demonstration projects in Yerevan and other communities. Consultancy shall mainly cover issues related to selection of lighting technologies and solutions, procurement, installation and operation of the new energy efficient street lighting equipment as well as overall monitoring of the implementation of pilots;
- Provide consultancy to the project team for development of terms of reference for an international consultant to conduct comprehensive energy audit of the municipal lighting system and development of a program for large-scale upgrade of public lighting system of Yerevan;
- Provide assistance to the project team in organization and supervision of the work of a contracted audit company to ensure proper execution of activities and evaluation of the obtained results;
- Provide consultancy to the project team for identification, design and implementation of financial and institutional mechanisms for sustainable replication of municipal energy efficient lighting measures and programs;
- Support the project team in development of relevant legislation, standards and regulations to promote energy efficiency in municipal lighting sector and transformation of market of lighting equipment;
- Provide consultancy on overall implementation of project as per request of the project team.

Required Skills and Experience
Education:
- Academic qualification (at least Master’s degree or equivalent) in the field of energy and/or engineering. The availability of Scientific Degree is an advantage.
Experience:
- At least seven (7) years of working experience as a specialist in the field of energy efficiency and energy saving and three (3) years of working experience in urban lighting sector;
- Proven experience in consultancy for application of modern energy efficient technologies in lighting sector based on international best;
- Working experience in CIS countries in the area of energy efficient lighting is an asset.
Languages:
- Proficiency in English; proficiency in Russian is an asset.
