Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The UN Women Tanzania Country Programme is part of United Nations Delivering as One and included as part of the UN Development Assistance Programme 2014-2016.
In the UNDAP, UN Women is appointed the Lead agency on Gender and  implements activities within the UNDAP Economic Programme Working Group.

Under the guidance and direct supervision of the  Team Leader - Women’s Economic Empowerment Unit, the Programme Analyst for Women's Economic Empowerment is responsible for supporting the management of the UN Women programme within the thematic area of Women’s Economic Empowerment. He/she supports formulation, management and evaluation of programme activities and provides programme support services.
The Programme Analyst supports the coordination and effective implementation of activities of the various project staff under the thematic area of Women’s Economic Empowerment in support of the Team Leader in effective participation in the One UN Economic Programme Working Group. He/she works in close collaboration with the team members of the Programme Support Unit, including the M&E and Knowledge Management Analyst and Communications and Advocacy Officer. He/She also liaises effectively with the Operations Team. He/she also works closely with other technical staff of UN agencies under Delivering as One (DaO).

Deberes y responsabilidades

Summary of Key Functions:
  • Support the implementation of programme strategies;
  • Support to management of the projects under thematic area of Women’s Economic Empowerment, as part of the UN Economic Programme Working Group;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy;
  • Provision of quality programme support services and facilitation of knowledge building and management.
Support the implementation of programme strategies focusing on achievement of the following results:
  • Thorough analysis and research of the economic and social situation in the country ;
  • Preparation of substantive inputs to the programmes and partnerships under Women’s Economic Empowerment thematic area, and other relevant documents and processes;
  • Identification of areas for support and interventions within the thematic area;
  • Any other related assignment on the request of the Country Representative.
Support to management of the projects under thematic area of Women’s Economic Empowerment as part of the UN Economic Programme Working Group achieving the following results:
  • Effective application of Results Based Management (RBM) tools and monitoring achievement of results;
  • Support to the design and formulation of country office programme within the area of responsibility, translating UN Women’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones;
  • Initiation of a project, presentation of the project to PAC, entering project into Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of implementing partners and projects;
  • Follow up on audit recommendations and all exceptions are timely reported;
  • Aggregate reports are regularly prepared on activities, outputs and outcomes including preparation of results based high quality donor reports for approval by Senior Management.
Creation of strategic partnerships and implementation of the resource mobilization strategy in relation to Women’s Economic Empowerment related work, focusing on achievement of the following results:
  • Development of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic area based on strategic goals of the UNDAP Economic PWG and UN Women, country needs and donors’ priorities;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
Provision of quality programme/project support services and facilitation of knowledge building and management focusing on achievement of the following results:
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme policy goals;
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Sound contributions to knowledge networks and communities of practice/knowledge gateways;
  • Support the organization of trainings or study tours for projects staff and implementing partners;
  • Any other tasks within the mandate of the organization as requested by the Country Representative.
Impact of Results

The key results have an impact on the success of the country programme within the area of women’s economic empowerment. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Habilidades y experiencia requeridas

Education:    
  • Master’s Degree or equivalent in Development Studies, Development Economics, Economics, Business Administration, Public Administration or related field.
Experience:    
  • At least 2 years of relevant experience at the national or international level in development programming or policy research, preferably in the area of women’s economic empowerment
  • Experience in design, budgeting, monitoring and evaluation of development projects.
  • Familiarity with global, regional and national economic development frameworks, institutions and strategies
  • Documented work experience in the area of gender equality and the empowerment of women.
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.
  • Previous experience with the UN system an added advantage
Language:    
  • Written and oral proficiency in English is required;
  • Knowledge another UN official languages is desirable.
