Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

The UN Women Tanzania Country Programme is part of United Nations Development Assistance Programme (UNDAP) 2014-2016 for Tanzania, under UN Delivering as One.
In the UNDAP, UN Women is appointed the Lead agency on Gender. UN Women also leads and holds the Secretariat for the Development Partner Group on Gender and co-chairs the high level Macro Policy Working Group on Gender together with the Ministry of Community Development Gender and Children. UN Women implements activities as part of the UN Programme Working Groups on Governance, Economic Growth, Environment and HIV&AIDS.

Under the overall guidance of the Deputy Representative and the direct supervision of the Team Leader -Democratic Governance, the Programme  Analyst for VAW/Human Rights/HIV&AIDS is responsible for management of UN Women programmes/projects within Human Rights, Violence against Women and Girls and HIV & AIDS. He/she is also responsible for providing technical inputs into the coordination of the UNiTE to End Violence Against Women Campaign, the Zero Tolerance Campaign and other communication and advocacy initiatives led by the Government of Tanzania and in particular Ministry of Community Development Gender and Children and the Ministry of Empowerment, Social Welfare, Youth, Women and Children Development in Zanzibar.
He/she leads formulation, management and evaluation of programme activities within his/her portfolio, and provides policy advisory services.
The Programme Analyst for VAW/Human Rights/HIV&AIDS works in close collaboration with the UN Women Tanzania Democratic Governance Team members, the Programme Support Unit, Operations Team as well as the Regional Office and HQ team, cooperates closely and represents UN Women in the UN Programme Working Group on Human Rights and HIV&AIDS.  He/she will cooperate closely with relevant stakeholders in government, civil society/NGOs as well as development partners and private sector in ensuring successful UN Women country programme implementation in these areas.

Duties and Responsibilities

Summary of Key Functions:
  • Implementation of country programme strategies in relation to Human Rights, Violence against Women and Girls and HIV & AIDS;
  • Management of the partnerships and projects on Human Rights, Violence against Women and Girls and HIV & AIDS;
  • Creation of strategic partnerships and implementation of the resource mobilization strategy in relation to these areas;
  • Provision of quality programme/project advisory support services and facilitation of knowledge building and management in these areas.
Ensures the implementation of UN Women country programme strategies in relation to Human Rights, Violence against Women and Girls and HIV & AIDS focusing on:
  • Analysis and documentation of the political, social and economic situation in the country and preparation of substantive inputs to the UNDAP Programme Working Groups (PWG) on Governance; Human Rights and HIV & AIDS, and to the annual work plans and other relevant documents;
  • Identification of areas for support and interventions within the thematic areas of Human Rights, Violence against Women and Girls and HIV & AIDS.
Ensures effective management of the Tanzania office programme partnerships and projects on Human Rights, Violence against Women and Girls and HIV & AIDS focusing on quality control from formulation to implementation focusing on:
  • Effective application of Results Based Management (RBM) tools and monitoring achievement of results;
  • Design and formulation of country office programme within the area of responsibility, translating UN Women’s priorities into local interventions. Coordination of programme implementation with the implementing partners.;
  • Initiation of a project, presentation of the project to PAC, entering project into Atlas, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review;
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of implementing partners and projects and follow up on audit recommendations;
  • Regular and timely reporting on activities, outputs and outcomes including preparation of results based high quality donor reports for approval by Senior Management.
Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
  • Development of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic area based on strategic goals of UN Women, country needs and donors’ priorities. Specifically participate in and contribute to the Programme Working Groups on Human Rights and HIV& AIDS and support the UN Women focal point for PWG on Governance;
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
Ensures provision of quality programme/project advisory support services and facilitation of knowledge building and management in the areas of Human Rights, Violence against Women and Girls, and HIV&AIDS focusing on achievement of the following results:
  • Identification of sources of information related to policy-driven issues and the international normative frameworks:
  • Identification and synthesis of best practices and lessons learnt directly linked to programme policy goals. Sharing of best practices with UN Women Regional Office for East and Southern Africa and UN Women HQ, also through virtual fora and project fairs;
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners;
  • Coordinate UN Women’s input to the UN support to United Republic of Tanzania’s reporting requirements as per international human rights commitments and follow up on the implementation;
  • Facilitate UN Women’s inputs in the coordination of the UNiTE Campaign, the Zero Tolerance Campaign and other communication and advocacy initiatives led by the Government of Tanzania;
  • Sound contributions to knowledge networks and communities of practice/knowledge gateways;
  • Organization of trainings for the PWGs members and staff on thematic issues;
  • Support the organization of trainings, study tours or regional/international conferences for projects staff and implementing partners.
Impact of Results

The key results have an impact on the success of the country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:   
  • Master’s Degree or equivalent in Law, Political Science, Development Studies, Social Sciences or related field.
Experience:  
  • At least 2 years of relevant experience at the national or international level in gender equality programming, policy research and VAWG, Human Rights or Gender and HIV&AIDS.
  • Experience in design, budgeting, monitoring and evaluation of development projects.
  • Familiarity with the international and regional normative frameworks on Human Rights and Gender Equality.
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language:    
  • Written and oral proficiency in English. Any other UN language will be an asset.
