Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Under the guidance and supervision of the Operations and Finance Manager, the Finance Assistant provides financial services to the Country Office Operations and the Women’s Leadership and Political Participation Programme and the Democratic Empowerment Project on elections in particular, ensuring high quality and accuracy of work. The Finance Assistant promotes a client, quality and results-oriented approach.
 
The Finance Assistant works in close collaboration with the rest of the Operations Unit staff and supports the work of the Management and the Programme unit and liaises effectively with the Coordination and Programme Support Unit to ensure consistent high quality service delivery.

Deberes y responsabilidades

Summary of Key Functions: 
  • Support implementation of operational strategies;
  • Accounting and financial monitoring services;
  • Support to knowledge building and knowledge sharing.
Support implementation of operational strategies:
  • Support full compliance of financial processes with UN Women rules, regulations, policies and strategies;
  • Provision of inputs to the CO business processes mapping and implementation of the internal standard operating procedures (SOPs);
  • Provision of basic inputs to the preparation and implementation of administrative team results-oriented work plans as well as the UNDAP results management system;
  • Assistance in the preparation of budget, and provision of information for audit;
  • Follow up on deadlines, commitments made and actions taken.
Accounting and financial monitoring services:
  • Preparation of vouchers and PO vouchers for management and development projects;
  • Proper control of travel claims and other entitlements in a timely fashion and with accuracy;
  • Maintenance of internal expenditure control system which ensures that vouchers processed are matched and completed, and transaction are correctly recorded and posted in Atlas;
  • Timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, and unapproved vouchers;
  • Maintenance of the Accounts receivables for UN Women WLPP and DEP projects (and others) and recording of deposits in Atlas;
  • Assistance in budget entry and revisions exercise in Atlas;
  • Verify accuracy and relevance of the supporting documents for payments and financial reports;
  • Generation of regular management reports on the status of the projects financial resources;
  • Maintenance of a proper filing system for finance records and documents.
  • Alternate for CO management of Cash Receipts and Petty Cash for the CO and for performance of cashier functions;
  • Review expenditures under all advances/imprest accounts issued to projects, follow up and arrange for their timely replenishments.
Support to knowledge building and knowledge sharing:
  • Participation in the training for the operations/projects staff on Finance;
  • Sound contributions to knowledge networks and communities of practice.
Impact of Results

The key results have an impact on the CO financial services management in terms of quality and accuracy of work. Accurate data entry and presentation of financial information and a client oriented approach enhances the Office capability to effectively and efficiency manages financial resources.

Habilidades y experiencia requeridas

Education:    
  • Completion of Secondary education;   
  • Undergraduate degree in Finance, Accounting or Business Administration or related fields is desirable;
  • Certification in Accounting/Finance an added advantage.
Experience:    
  • 5 years of relevant experience in Finance and Accounting;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.);
  • Experience with ERP systems an advantage;
  • Previous experience working within the international development field, including multilateral or bilateral organisations or NGOs an advantage.
Language Requirements:    
  • Fluency in English;
  • Fluency in any other UN language is an added advantage.
