Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors. 

The Inter-Governmental Support and Strategic Partnership Bureau is responsible for proactively driving the strategic positioning of UN Women so that the size, sources and predictability of its resources help the organization achieve its strategic goals.

A service center to UN Women HQ and Field Offices, the Bureau's Division of Strategic Partnerships, is organized into three functional clusters:

  • Resource Mobilization;
  • Civil Society;
  • Communications and Advocacy.

Given the scope and interrelationships of the Division's functional responsibilities, the work of the Bureau is highly synergistic, involving constant and direct interaction and information-sharing among team members, to provide high-quality advice, services and support to UN Women.

The strategic focus of the UN Women Resource Mobilization team, within the Strategic Partnerships, Advocacy, Civil Society, Communications, and Resource Mobilization Division at UN Women HQ in New York, is on resource mobilization and partnership development in the area of policy advice and political advocacy with partner countries on issues pertaining to UN Women’s mandate to advance gender equality and women’s empowerment and rights.

Duties and Responsibilities

Under the guidance of the Deputy Head for Resource Mobilization, the Resource Mobilization Specialist will support implementation of UN Women’s Resource Mobilization Strategy and the widening and deepening of the Organization’s resource base. He/she will support UN Women’s donor relations with Member States as assigned and works closely with UN Women’s HQ and field offices to increase the financial support of Member States and ensure their continued support.

Description of Key Functions:

Implements UN Women’s corporate resource mobilization strategy, initiatives and campaigns with Member States:

  • Supports development and implementation of differentiated, donor fund-raising strategies, aligned and coordinated with partnership initiatives and outreach activities;
  • In meetings with Missions, supports presentation of UN Women’s mandate and emerging priorities for accelerated progress toward gender equality and women's empowerment which is linked to the need for increased political/financial support for UN Women;
Provides support to enhance funding to UN Women’s resource base:
  • Acts as donor focal point for countries, as assigned, to increase UN Women’s core and non-core resources;
  • Advises and supports UN Women HQ and field offices on resource mobilization procedures and guidelines as well as funding modalities;
  • Undertakes ad-hoc donor studies (donor policies, sectoral and geographic preferences, economic and political background, development assistance strategies etc.), research and other activities to identify funding opportunities;
  • Identifies opportunities to secure additional non-core resources from Member States and other partners  and,  where appropriate, liaises with relevant UN Women HQ Sections and Field Offices for action, including recommendation on positioning with potential donors; timely follow-up and support;
  • Assists in developing messaging and arguments to support and strengthen the investment case for UN Women and gender equality;
  • In liaison with the UN Women programme and policy divisions when relevant, supports preparation of brief funding proposals.

Builds and maintains effective corporate relationships with Member States:

  • Provides support to the Executive Director and other senior managers for missions, meetings and other consultations with Member States, including writing and  preparation of notes, briefs and other materials;
  • Maintains effective corporate relationships with Member States, supports the building of networks both in capitals and Permanent Missions;
  • Periodically updates donor profiles and databases.

Provides advice and support to strengthen internal resource mobilization capacity:

  • Advises on the creation of UN Women products, packaged and positioned to attract and secure increased resources from Member states;
  • Shares knowledge and enhances organizational learning among UN Women units through the development and use of on-line tools, training modules, templates, tips, mechanisms and guidelines to support resource mobilization initiatives and campaigns and enhance donor relations;
  • Develops knowledge products and high quality advisory services, enhanced business practices and processes.

Required Skills and Experience

Education: 
  • Master’s degree or equivalent in social sciences, public administration, international relations, communications, women's studies, or a related field.
Experience: 
  • 5 years of experience in working in the field of gender equality and women's empowerment, including experience with civil society organizations, donor relations/resource mobilization with member states. Preferably the experience is from the UN system.

Language:: 

  • Fluency in English (written and oral);
  • Knowledge of other UN working languages is highly desirable.

Note:

In July 2010, the United nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
