Background
The Building Sector Energy Efficiency Project (BSEEP) has for its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.This work is part of component 3 of BSEEP. This component will address lack of and poor accessibility financing for investments in energy efficiency in buildings. This training is aimed in building capacity of the local ESCOs, financial institutions and civil servants that are currently engaged in EPC-type building system projects.

Duties and Responsibilities
Scope of Work:The primary job scope is to prepare and conduct an Energy Performance Contracting (EPC) and Energy Efficiency financing training course.
The consultant will be required to:
Preparation of EPC training materials: Prepare and disseminate EPC training materials. The training materials at a minimum shall deal with the following subjects and shall account for the requirements in Malaysia where possible:
- EPC business models;
- EPC contracts (financial issues, measurement and verification issues, etc.);
- EPC tendering process for public and private sectors;
- Accounting, taxes, insurances and legal issues in EPC;
- EPC policies and programs.
The training materials at a minimum shall deal with the following subjects and shall account for the requirements in Malaysia where possible:
- Global EE financing structures and EE financing products;
- Financial barriers to EE and their solutions;
- ESCO operation model;
- Issues involved in EE project financing;
- Financing Energy Performance Contracting (EPC) projects;
- Competencies required to identify risks associated with EE project financing.
- Based on the training materials above, lead and conduct the EE Financing training session through one (1) workshop.
- Based on the training materials above, lead and conduct the EPC training session through one (1) workshop;
- Evaluate the impact and effectiveness of each workshop. The consultant is expected to carry out a post workshop evaluation survey to determine the impact of the learning objectives to the participant’s work as well as to gauge if the objectives of the training was imparted to the participants.
- The consultant will report to the National Project Manager and will work closely with the BSEEP project team based at the Environment and Energy division of the Public Works Department.
The consultant is expected to produce:
- An editable soft copy (in Microsoft Word and/or Powerpoint) of the EPC and Energy Efficiency financing training materials;
- A report to inform BSEEP of the necessary logistical arrangements for the training and examination;
- A report to evaluate the impact and effectiveness of the workshop.
- The duration of the training session is based on the time required by the training provider to deliver the course curriculum. The date of the training session shall be mutually agreed by the training provider and BSEEP and no sooner than October 2014.
- Relevant Government staff of Malaysia;
- ESCO employees who are currently involved in energy efficiency projects;
- Employees of local banks and financial institutions.
- The fee is payable upon satisfactory completion and acceptance of the deliverables by Project Management Unit and UNDP Malaysia. Breakdown of deliverables and percentage is in Annex I.
Interested parties must submit the following documents/information to demonstrate their qualifications:
- Proposal on how your company’s qualifications and experience can lead towards the successful deliverable of the training and provide a brief methodology on how you will approach and conduct the training;

Required Skills and Experience
- Bachelor’s degree with minimum 2 years of relevant professional experience in energy efficiency financing, international experience will be an advantage.
- Accredited trainer(s) with a minimum of at least 2 EPC trainings under the consultant’s belt;
- Reference of similar training and facilitation provided to other organizations or companies will be an advantage.
- Must be proficient in English as training and training materials must be in English.
