Background

UNDP Nepal is working with Supreme Court of Nepal, Government Agencies, National Human Rights Institutions (NHRIs), and civil society organizations to implement a Strengthening the Rule of Law and Human Rights Protection System in Nepal’ Programme (the Programme). The Programme aims to ensure that women and other vulnerable groups are able to benefit from a protective legal framework and many recent improvements in the field of administration of justice and will do so through a ‘three pronged’ approach.  First, the Programme will develop the capacity of women and other vulnerable groups to access justice and rule of law/human rights institutions and to thereby assert and enjoy their rights and entitlements. Second, the Programme will support rule of law institutions to be more responsive to increased demands for justice service delivery, including in a fluctuating political context. Third, the Programme will support civil society as well as human rights actors, institutions, and media to work together to ensure accountability for justice service delivery in Nepal. 
 
To strengthen the administration of justice, the Programme will support the development of a justice sector reform process, through which rule of law institutions will define their own priorities and identify measures to effectively address them. 
The Programme will also support the revision of laws and development of the human resource capacities needed to implement penal legislation and laws related to anti-gender based violence, caste based discrimination, and corruption; an ‘affirmative action’ law degree scholarship and internship scheme through which vulnerable groups currently not well represented in the legal profession can obtain a law degree and practical work experience.
 
In addition to the justice sector coordination and human rights components, legal aid is one of the major components of the Programme. The Programme will support the Ministry of Law and Justice, Constituent Assembly and Parliamentary Affairs (MoLJCAPA) to lead the national process of legal aid reform. The intended outcome of the reform process is a national legal aid scheme which coordinates, regulates and supports high quality and relevant legal aid services through the development of a relevant, accessible and integrated socio-legal aid scheme, which will increase access to justice for vulnerable groups and enable them to assert and enjoy their rights in civil and criminal cases, including poverty-reducing entitlements such as inheritance, pensions, education allowances, health and legal services.
 
The Programme Assistant will report directly to the Field Project Coordinator and he/she will be responsible for providing finance, administrative and programmatic support to ensure timely end effective implementation of the programme activities.

Duties and Responsibilities

Ensures implementation of operational strategies focusing on achievement of the following results:
  • Ensure the compliance of all the provisions of NEX guidelines regarding personnel management, procurement, subcontract and financial management;
  • Work in close collaboration with the Field Project Coordinator, program and projects’ staff to ensure consistent service delivery and work at the project level;
  • Keep records of project assets and assist to conduct physical verification at least once a year and prepare report on annual physical verifications of the assets;
  • Assist Field Project Coordinator to prepare periodic Financial Reports (Quarterly Reports);
  • Assist and facilitate the audit, and  assist to take follow up measures on audit findings;
  • Make necessary arrangement to procure equipment, furniture and other supplies for the field offices.
Ensures support to management of the programme and administration of budgets focusing and monitoring and communication on achievement of the following results:
  • Assists in preparation, review and monitoring of office budget;
  • Assist to provide information for the audit of programmes/projects, implementation of audit recommendations;
  • In coordination with Regional coordinator and M&E officer, perform routine data collection, data quality audit and onsite data verification;
  • Responsible for systematically maintain field visit plan, reports and logs (field visit, issue, risk etc.); 
  • Contribute in data collection and maintenance and data backup, storage of database on relevant tools and references on the harmonization of M&E instruments;
  • Management and maintain Information Systems (MIS);
  • Assist on monitoring (pre/on-going and post training) of training, workshop etc. at district level with coordination with Regional coordinator and M&E officer;
  • Assist Regional Coordinate and participate in joint M&E programming exercises/ activities with Government partners, major stakeholders and UN agencies. Assist Regional coordinator in preparing quarterly and annual project progress reports of regional office;
  • Support Regional coordinator  to generate periodic quarterly progress reports;
  • Assist Regional coordinator and Communication to collect data for producing of brochure, leaflets, lessons learnt and other documents;
  • Assist the regional coordinator to conduct district, regional workshop;
  • Contribute to regional coordinator  in documenting the learning and of best practices;
  • Under the direct supervision of Regional coordinator and coordination with Communication Officer field programme assistant is responsible for handling the Radio and video tools and dissemination of publication material to wide range of stakeholders in programme implementing district.
Provides accounting, administrative and programme support focusing on achievement of the following results:
  • Assist the field Office coordinator to prepare fund request and financial reports of all expenses incurred in the field;
  • Ensure timely submission of monthly expense report to RoLHR Kathmandu Office for advance settlement in time;
  • Maintain complete sets of books of account according to the principles of accounting and update it on a daily basis;
  • Manage all correspondence related to administration and finance;
  • Ensure the maintenance of a filing system and all reports on documentation on the project;
  • Keep complete personnel files and records such as leave record, attendance record, service contract etc. related to the project;
  • Maintain vehicle log book, inventory of office supplies and put in place proper internal control system;
  • Assist to prepare minutes of the meetings whenever required;
  • Support organizing workshops, meetings etc.;
  • Support in documentation of programme documents.
Supports knowledge building and knowledge sharing in the district offices focusing on achievement of the following results:
  • Participation in the trainings and workshops on project related activities;
  • Contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education: 
  • At least Intermediate or  preferred  Bachelor Degree in business studies, management, accountancy or relevant fields;
  • Any specialized certification in finance and administration will be an asset.
Experience: 
  • Five year of relevant work experience of I/NGO or related development agency.
Computer Skills: 
  • Excellent command of MS Word and MS Excel, MS power points and proficient in use of emails and Internet.
  • Ability to type in Nepali will be an added advantage.
Language: 
  • Good command of spoken and written Nepali & English.
