Background
The United Nations Development Programme (UNDP) Myanmar has embarked on a new Country Programme Action Plan (CPAP, 2013-105) in partnership with the Government of Myanmar, and under the United Nations Assistance Framework (UNSF, 2012-2015). The CPAP comprises 3 pillars, namely: Pillar 1 – Local Governance; Pillar 2 – Climate Change, Environment, Energy and Disaster Risk Reduction; and Pillar 3 – Democratic Governance and Development Effectiveness. The Local Governance pillar comprises 5 outputs, namely: output 1 – strengthened institutional capacity of local government; output 2 – strengthened institutional capacity of civil society organizations; output 3 – strengthened capacity of local media institutions; output 4 – strengthened institutional capacity of micro-finance service-providers; and output 5 – improved livelihoods and social cohesion. Output 5 will support livelihood recovery and development activities in 7 states of the country, and will also support opportunities for social cohesion and peacebuilding, at national, regional and local levels.Under the overall supervision of the Specialist, Social Cohesion and Governance, and the direct supervision of the Programme Analyst, Livelihoods and Social Cohesion, the Livelihoods and Social Cohesion Officer, supports implementation of Output 5 activities in the relevant state.
Duties and Responsibilities
Summary of Key Functions:- Support the preparation of the strategies and work-plans;
- Support implementation and monitoring;

- Collecting, analyzing, and presenting information for programme formulation;
- Facilitating consultations with stakeholders to gather information and data feeing into the preparation of livelihood and social cohesion strategies and work-plans;
- Identifying new opportunities, needs and entry-points, designing new interventions;
- Providing inputs to drafting new concepts and proposal;
- Supporting the development of relevant planning instruments and products.
- Leading the planning, implementation, monitoring and reporting of activities;
- Leading the formulation of area workplans;
- Conducting and/or supporting local planning and assessment exercises;
- Leading the collection of data, analyzing data, and reporting against relevant indicators, baselines and targets;
- Leading the identification of Implementing Partners (IPs);
- Facilitating and supporting relevant visiting missions and consultants, including by organizing mission programmes and supporting logistical arrangements.
- Complying with relevant monitoring and reporting requirements and submitting reports and/or providing inputs into reports, as required;
- Ensuring UNDP operational and financial procedures are followed in project implementation;
- Ensuring the necessary documentation and filing at the area level.
- Developing and strengthening partnerships with stakeholders in government, civil society organizations and development agencies;
- Representing Output 5 in meetings and workshops at area level.
- Leading the organization and/or facilitation of discussions relevant to livelihood and social cohesion at the area level;
- Organizing and facilitating capacity-development and training at the area level for fellow UNDP personnel, IPs and partners on relevant topic;
- Developing case-studies and communication stories.
The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience
Education:- Bachelor’s Degree in Social Sciences or relevant field;
- Specialized training (diploma, course, etc) in development, social cohesion, peacebuilding or relevant field would be an advantage.
- 2 years of progressively responsible programme or project experience in livelihoods, social cohesion, community development or relevant field;
- Experience building and maintaining partnerships with Government, other development partners and the private sector would be an advantage;
- Experience in the usage of computers (MS Word, Excel, etc.);
- Prior experience with UN or UNDP is an asset.
- Written and oral fluency in Myanmar and English;
- Knowledge of 1 or more local languages of the duty-station would be an advantage.
