A systems development cell is setup in Belgrade to support and strengthen the capacity for information management in UNDSS. The Security Information Management Systems support the crisis management coordination efforts in UNDSS.

Main duties:
Under the supervision of the Team Leader/ Development Cell Belgrade the incumbent's main responsibilities will be:
- Undertake analysis of well-defined modules within the security information management system, develop enhancements and new features to existing systems;
- Establish template formats and logical structures for web pages and modules, as appropriate;
- Prepare, update and maintain system’s documentation and related technical/procedural manuals;
- Design interactive authoring language forms to support on-line information exchange;
- Write and develop programs to interface with existing systems;
- Oversee the testing and troubleshooting of systems and undertake rigorous testing and proving of applications software;
- Evaluate, recommend, and administer software development tools and programs.
Outputs and indicators:
Web Developer is to develop the application systems based on Microsoft ASP.NET with the data entry, processing, database structure and date extract/reporting which will lead to provide:
- ISECT’s upgrade to version 2.0 using the portal technology currently employed;
- ISECT's integration with the UNDSS Travel Advisory and Directory;
- system for tracking staff during emergencies;
- executive dashboard;
Specific output will include inter-alia web forms/user controls, source code, scripts, SQL server database objects (tables, views, store procedures), data flows and process diagrams
At the end of each month web developer is to provide a summarized record of progress made, and any technical or other difficulties or issues to the Team Leader to address.
Metrics on progress made can include number of functionalities/scripts/web pages/lines of code designed, developed, tested or corrected.
Compétences
Technology – knowledge of and experience in web portal design and development.
Knowledge of principles, procedures, and standards of integrated web site structuring and design. Familiar with current alternatives in available web site software and hardware;
current authoring languages (C# and/or VB), editing and authoring tools, and related website technologies;
Internet functionality, and a wide range of internet programming and design tools.
Knowledge of Internet, ftp, telnet etc. and the proven ability to develop website documents. Knowledge of html, dhtml, css, JavaScript, PHP, DotNetNuke, web page creation, and web site maintenance.
Ability to operate and develop a web presence independently of technical support.
Professionalism – Good analytical and problem solving skills and ability to handle a range of systems-related issues;
Ability to adapt and be innovative as new communications challenges arise.
Outstanding knowledge of established programming procedures and programming languages.
Communications – Good communication (spoken and written) skills, including the ability to explain and present technical information, effectively train/advise users on systems related issues, applications, etc., and prepare written documentation in a clear, concise style.
Planning & Organizing – Ability to plan own work and manage conflicting priorities
Client Orientation – Ability to identify and analyze clients’ needs and develop appropriate technology to meet business requirement.
Judgment - Demonstrated ability to apply good judgment in the context of assignments given.
Leadership – Ability to supervise and train international and national staff, including organizing, prioritizing, and scheduling work assignments.
Teamwork – Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
Qualifications et expériences requises
Education:Completion of secondary education; supplemental trainings to keep abreast of changes in information technology and/or university studies in computer science/information technology are considered an asset.
Work Experience
- At least two years of technical experience in systems analysis and programming, software development, technical writing or related area;
- Experience with Visual Studio .Net 2005, .Net 2.0, VB.Net, Javascript and SQL Server 2000 being highly desirable;
- Knowledge of the Object Oriented Design and/or DotNetNuke would be an asset.
