Background
The UNDP Independent Evaluation Office (IEO) is conducting an impact evaluation on UNDP support to countries on Mine Action. The objective of this evaluation is to determine the results and impacts of UNDP support to countries in the area of Mine Action, within the UNDP strategic framework for conflict prevention and recovery. The evaluation is global in scope, analysing all UNDP global, regional and country-based mine action programmes and projects.
The evaluation is designed to address both accountability and learning aspects.
It will:
- Gather evidence of results and impact of UNDP support in the area of mine action at various levels of analysis;
- Identify lessons and promote learning, feedback and knowledge sharing; and
- Provide recommendations that are relevant for current implementation and that can inform future activities.
As a component of this evaluation, the IEO is seeking an impact evaluation expert. This consultancy is expected to commence in late-July, and the length of the assignment will depend on the scope of the work. The consultant will work in close coordination with the Independent Evaluation Office.
Duties and Responsibilities
The IEO seeks to hire an international consultant who will help design and develop a methodological approach to the impact evaluation on UNDP support to mine action. The consultant will have substantive and longstanding mine action and/or post-crisis impact evaluation experience. The assignment involves both working form the consultants’ home base and limited traveling. Duties and deliverables will be developed in close collaboration with the Independent Evaluation Office.

Competencies
- Knowledge and expertise of impact evaluation methods and techniques, required;
- Knowledge of multiple methods approaches to impact evaluation, including strong understanding of qualitative an quantitative data collection and analysis techniques;
- Proven oral communication and drafting skills in English with excellent analysis and synthesis skills.
Required Skills and Experience
Education:
- A Master’s degree in social science or related field, required;
- A PhD would be an asset.
Experience:
- Experience carrying out impact evaluations;
- Expertise in mine action and/or post-crisis programme context, required;
- Experience in developing evaluation frameworks and methodologies
- At least 15 years of international development experience;
- Significant experience in conducting impact evaluations in post-crisis contexts;
- Evaluation experience in the UN context desirable;
- Previous experience of assessing UNDP, UN system highly desirable.
Language:
- Fluency in English.
