Background
UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women, operational since January 1 2011, works towards accelerating the United Nations’ goals on gender equality and the empowerment of women. UN Women supports innovative and catalytic programmes, advocacy, and technical assistance related to women’s human rights in countries throughout the world as part of the overall UN development cooperation system.
The purpose of these terms of reference is to recruit a young professional consultant to lead on youth advocacy for UN Women in Egypt, providing technical support to national and local youth movements and youth organizations, ensuring youth leadership and engagement in UN Women programmes and providing capacity development and establishing coalitions for existing youth groups and initiatives. The consultant is also expected to conduct a mapping exercise of existing youth organizations, movements and initiatives working on women rights in Egypt and provide linkage between UN Women youth activities in Egypt with global UN agenda on youth.
The consultant will be working in close partnership with UN agencies, relevant government stakeholders, civil society organizations, youth movements and youth organizations, volunteers, media, social media activists, political parties and other relevant partners. The Consultant, will work closely with all UN Women units and programmes under the supervision of the Country Programme Manager.
Duties and Responsibilities
- Conduct mapping exercise of existing youth organizations, youth-led movements and entities in Egypt and assess their relevance to UN Women progarmmes in Egypt;
- Establish solid partnerships with university movements and student led entities in schools; universities; public spaces; civil society platforms and online platforms in Egypt and develop joint-projects on youth leadership under UN Women;
- Provide technical support, capacity development workshops and close mentoring to existing youth groups and UN Women youth partners enabling them to increase outreach to youth nationally;
- Design and lead on-campus university led campaigns and advocacy programmes focusing on young women leadership, women political empowerment, women economic empowerment and gender based violence in Egypt;
- Ensure implementation and localization of UN Women global campaigns on women empowerment and UN level strategic youth programmes;
- Support UN Women Egypt units in ensuring effective participation of youth as crosscutting partners in designated projects and their engagement at the grassroots level;
- Produce visibility, informative and communications material reflecting UN Women work on youth participation and leadership;
- Lead on joint UN level programmes on youth activities; support in event-planning and national advocacy projects;
- Support in volunteer selection, recruitment and management at UN Women Egypt.
The youth advocacy and leadership consultant will be responsible to deliver the following:
- An updated national mapping exercise of existing and effective youth organizations and movements in Egypt is developed for UN Women;
- Partnership established with (6) university movements and student led entities in schools; (3) national youth movements and civil society platforms and at least (2) online platforms in Egypt;
- Three (3) joint-projects with youth partners and stakeholders are developed on: youth leadership to ensure political participation of women; enhancement of young women volunteerism; youth advocacy to combat gender-based violence;
- Six (6) capacity development and project design workshops are conducted to university-led youth entities with specific focus on young women empowerment through civil society, universities and UN partnerships in Greater Cairo, Upper Egypt, Delta, Sinai and Suez;;
- 15 volunteering opportunities for young men and women are provided in UN Women projects in Egypt;
- Coordination established with UN agencies in Egypt to implement (2) national UN level celebrations of international youth day and international volunteerism day;
- At least three (3) visibility and youth-information material are designed and printed reflecting UN Women youth programmes and current youth stakeholders;
- Six (6) youth-led campaigns are designed and implemented through national and local youth partners in the context of 16 days of activism and other relevant UN Women days;
- Three (3) social media campaigns are created and launched addressing youth leadership to combat GBV and increase women political and economic leadership in Egypt;
- Support in organizing UN Women events and ensuring effective representation and participation of youth as partners, success stories and target audience.

Required Skills and Experience
Education:- A university degree in political sciences, gender studies, development, education or relevant fields.
- A minimum of 3 years of professional experience in the field of women rights, human rights, youth, volunteerism, event-organizing;
- Previous experience in youth-led projects, volunteerism and gender required.
- Fluency (written and verbal) in English and Arabic required.
Individual consultants will be evaluated based on the following methodology:
Cumulative analysis:
When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable; and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation.
- Criteria: At least three years of relevant experience in process documentation (Weight: 30%. Maximum obtainable Points: 30);
- Criteria: Relevant education in social science, including gender, law, political science etc. (Weight 5%; maximum obtainable points 5);
- Criteria: Excellent written and spoken English and Arabic. (Weight 5%; maximum obtainable points 5);
Financial: Lowest financial proposal: 30%.
Contract will be awarded to the technically qualified consultant who obtains the highest combines score (financial and technical). The points for the Financial Proposal will be allocated as per the following formula:
(Lowest Bid Offered*)/(Bid of the Consultant) x 30
*"Lowest Bid Offered" refers to the lowest price offered by Offer or scoring at least 49 points in technical evaluation.
