Background
As part of the CO’s communication strategy and in order to enhance institutional communication and advocacy, Yemen UNDP Country Office (CO) requires the services of an international Visual Designer with strong experience in crisis and post-crisis countries to develop a comprehensive visual package of publications as well as web-based tools. The international expert will work in close relationship with Program Team Leaders, assisting the various UNDP units in the design, layout, development and edition/publication of communication products and tools. The mission will be carried out mostly under a home-based modality with some adhoc missions to the field.
Duties and Responsibilities
Head of Communications Sections, in close coordination with Program Team Leaders.
UNDP has to deliver various reports and publications on regular basis either for visibility purposes or for annual reporting. Besides reporting results, UNDP YEMEN has to maintain a minimum of quality standards of its publications in terms of visual design to ensure efficiency and to fit into the global requirements. In addition, UNDP YEMEN needs to display the results in eye-catching manners in some of the international development events. Therefore, UNDP YEMEN needs to recruit a well-versed visual designer on Long Term Agreement in which it avoids the delays caused by the individual contract modality.
Payment term:The candidate shall quote his/her services on a per diem amount basis, and this quotation shall include all travel costs needed to the attendance of the tentative missions listed below. Missions not foreseen shall be paid to the consultant as per IC Rules and Principles.
A Best value for Money approach will be used in the evaluation of the applicants, and will lead to a combined score for technical capabilities and the financial offer.
The short listed candidates, based on their technical capabilities, will receive the standard format that they must fill out to submit their financial offer.
The contract will enter into effect upon signature by both parties for one year, expected to extend for 1 (one) year. UNDP reserves the right to rescind this agreement due to unsatisfactory performance by the contractor.
Deliverable:
The designer will be responsible to meet all the requests from UNDP’s program to serve the objectives of the interventions. UNDP YEMEN has four main units of programming: Democratic Governance, Pro-Poor Growth and Sustainable Livelihoods, Crisis Prevention and Recovery and Environment and Energy. The designer is expected to design books, annual reports, quarterly reports, leaflets, flyers, fundraising sheets, brochures, media overview, posters, roll up banners, power point presentations ,make final corrections to electronic file, create PDF from final electronic file for UNDP Web posting and create a CD containing electronic version of design in its original format. .
The main deliverable expected, but not exclusive, are:
- Design, develop and supervise the production of the UNDP 2012 Biannual Report.
Target days: 20 days for each report (40 days).
- Supervise from a Visual Designer perspective, the issuing of the “Yemenia” –quarterly newsletter.
- Develop the UNDP communication kit (brochures, posters, etc.).
Target days: 40 days: 30 days.
- Graphics to present the Area Based Livelihoods Approach.
- Graphics and formatting of the Resilience paper.
- Graphic of Social Cohesion and Conflict Transformation.
- Formatting and graphics of fact sheets and advocacy materials.
- Provide design, layout and graphics inputs on the Phase I of Support to Elections During the Transition Period Project and the Independent Elections evaluation;
- Advise on branding and visual marketing, as requested.
- Support development of 3x6 global toolkit which contains: Draft graphic design of UNDP 3x6 toolkit, Final graphic design of UNDP 3x6 toolkit, Info graphics 3x6, Online version of UNDP 3x6 toolkit, and Online CoP 3x6.
- Provide design, layout, and graphic inputs on the Phase II of the Youth economic; empowerment project (YEEP) for all type of publications as they occur which include: brochures, reports, flyers, media annexes, leaflets, posters, rollup banners content, fundraising sheets and logos.
- Power point presentations, as requested for the country office.
- Assist the Country Office in the development of any other communication items.
Competencies
- The Designer must comply with UNDP Graphic Design Standards;
- The designer must be in a position to guarantee timely delivery of layout proposals;
- Good knowledge in modern graphic technology;
- Attention to detail;
- Excellent interpersonal and oral and written communication skills a must.
- Demonstrate integrity by modeling UN values and ethical standards;
- Promote the vision, mission, and strategic in goals of UNDP;
- Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
- Treats all people fairly without favoritism.
Required Skills and Experience
- Minimum Bachelor Degree in any relevant field;
- An advanced training in relevant discipline is desirable and will be considered an asset.
- Minimum of five years of relevant experience;
- Previous working experience with the United Nations is highly appreciated;
- Contractor must have experience in designing multiple language versions;
- Contractor should have prior experience of working with the following software packages: Adobe CS, Microsoft Office, and other relevant graphics software;
- Previous experience in Yemen and/or the Arab Region is a must.
- Proficiency in English.
Evaluation Criteria:
Technical Capabilities (70%):A Best value for Money approach will be used in the evaluation of the applicants, and will lead to a combined score for technical capabilities.
Financial Proposal (30%): The short listed candidates, based on their technical capabilities, will receive the standard format that they must fill out to submit their financial offer.
PS: Candidates with punctuation of 70 points or less will be disqualified.
Final Score: The final score of the candidate will be calculated by the sum of the score under the Educational and Professional Background and the financial Proposal
Final Score = (Technical Capabilities) + (Financial Proposal).
