The Post Disaster Needs Assessment (PDNA) is an important tool to identify the impact of a disaster to ensure the effective and timely early recovery efforts of the Government. Governments are increasingly using a locally adapted version of the WB/UN/EU post disaster needs assessment tool as a means of accessing both loss and damage and reconstruction costs in the wake of disaster events globally. Use of this tool has also improved the speed and quality of dialogue between donors and Governments in assessing the need for additional funds to support recovery and reconstruction in disaster. Thanks to this tool, a consolidated, government-owned report in a format that can be globally understood both by technical experts and external partners and donors is possible.

After large scale disasters in 2008, 2009 and 2011, including back-to-back tropical typhoons in 2011, caused extensive flooding throughout Lao PDR, the Government of Laos and the UN system realized the need to improve the way to conduct assessments by using a comprehensive methodology to frame recovery and reconstruction needs. With this in mind, the Ministry of Planning and Investment together with other line ministries led a process for development of such methodology for post disaster needs assessment. With financial support from the World Bank’s Global Facility for Disaster Risk Reduction, a draft guidance note with a focus on estimating damages and losses (the DALA approach) has been developed, however the guidance note focuses only on the economic recovery aspects and does not include the human impacts of disasters. This is a critical gap that the UN system recognized and has resulted in its proposal to support the National Government to integrate the Human Recovery Needs Assessment (or HRNA) into the handbook. The UN Office of the Resident Coordinator (RCO) was requested to coordinate the process. In 2013, with the technical support from the Bureau for Crisis Prevention and Recovery (BCPR) and UNDP Indonesia team, housing, education and health sectors reflecting the HRNA have been initially inserted to the PDNA tool.

The PDNA Assessment Expert will support the Government of Lao PDR and the UN Country Team, under the supervision of the RCO, to finalize a comprehensive PDNA methodology with the following specific objectives: 

  •  Finalize the tool for the housing, education and health sectors to reflect the HRNA;
  • Revise the tool for the remaining sectors to reflect the HRNA; and
  • Train the Government and Development Partners on the tool.

The assignment requires frequent and high level of consultation with Development Partners and Government Line Ministries and will also require the final approval of these parties on the tool.

The National Consultant will work under the supervision of the Head of RCO. Based on the above objectives the consultant is expected to review existing literature at national, regional and global level on Post Disaster Needs Assessment and deliver the work as follows: 

 Integration of HRNA elements in the overall assessment framework and sector guidance notes

  • Provide the conceptual framework for Human Recovery Needs Assessment to complement the DALA approach and how the two perspectives combine to provide a comprehensive picture of the recovery and reconstruction needs;
  • Review all 14 sector guidance notes and integrate HRNA elements into the guidance notes. For each guidance note, propose the set of data required for assessing effects on communities, families and individuals and data source and data collection methods. Provide a methodology for estimating the human effects and templates for the presentation of HRNA findings which are harmonized with and complement the DALA templates.
  • Provide guidance on how cross cutting issues and effects of the vulnerable population will be captured in each sector and in the overall assessment;
  • Present recovery strategies and recovery options and process for estimating recovery needs for each sector;
  •  In consultation with the National Government, UN agencies and Development Partners consider the addition of sectors that may be required in the context of Laos, particularly those that have implications for communities such as community infrastructure, protection, nutrition, disaster risk reduction and environment.

Provision of training to the Government and DPs on the PDNA tool

  • Instruct the Government and DPs on the tool to increase familiarity with the tool;
  • Ensure the Government officials understand the tool well enough to confidently use the tool themselves;
  • Ensure the DPs understand the tool to be able to provide support as needed;
  • Address any concerns expressed by the Government and DPs on the tool to encourage their support for its use.

The National Consultant will work closely with the UNDP Indonesia Team and other UN agencies. S/he will be in a series of consultations with the Government officials from line Ministries such as MPI, MONRE, MOLSW, MoPWT, as well as with the Development Partners.

The final product for this assignment is a comprehensive PDNA methodology for Lao PDR to support the post disaster recovery and reconstruction planning.

Qualifications et expériences requises

Academic Qualification:

  • Recognized degree (preferably BA or Master level) in disaster management, environment , social science and relevant degree.

Experience: 

  • At least 10 years of relevant experience with assessment work;
  • Proven ability to facilitate multi-stakeholder consultations with a positive outcome;
  • Proven experience and familiarity with assessment tools relevant to the consultancy, including the PDNA 
  • Data management and data collection system experience;
  • Familiarity with the work of the UN in emergency contexts, including the roles and responsibilities of various actors
  • Good understanding of how the United Nations system works;
  • Previous working experience in the Lao PDR an advantage;
  • Excellent computer skills (Word, Excel, Internet).

Languages:

  • Excellent command of written and spoken English;
  • Knowledge of Lao language (spoken and/or written) an advantage.

Cumulative analysis:

The award of the contract will be made to a consultant who offer has been evaluated and determined as:

Responsive/compliant/acceptable; and
Having received the highest score out of a pre-determined set of weighted technical and financial criteria:
* Technical Criteria weight; [0.7]
* Financial Criteria weight; [0.3]

Only a consultant obtaining a minimum of 49 points in the technical rating would be considered for the financial evaluation.
