Background

UN Women was established through the merging of four gender-based entities in the UN system, namely DAW, OSAGI, INSTRAW and UNIFEM and to undertake three main functions: a) to support UN Member States’ deliberations at the global levels, in intergovernmental bodies such as the Commission on the Status of Women (CSW), where international policies, standards and norms are negotiated and agreed upon; b) to lead and coordinate efforts at the UN system to achieve gender equality; and c) to help countries in translating international standards into practices, to achieve real changes in women’s lives. UN Women has identified five (5) priority areas of intervention, namely:
  • Increasing women’s leadership and participation;
  • Enhancing Women’s Economic Empowerment;
  • Ending Violence Against Women and Girls;
  • Engaging Women in peace and Security Responses;
  • Making plans and Budgets Gender-Responsive.
In the Philippines, and under the leadership of its Regional Office for Asia and the Pacific (ROAP), UN Women is implementing the country component of regional programmes on “Improving Women’s Human Rights in East and Southeast Asia” (CEDAW SEAP Phase II) and “Empowering Women Migrant Workers in Asia” (Phase III) and working with partners to strengthen capacities for the implementation of UNSCR 1325 on “Women, Peace and Security.”

Under the overall guidance of the National Coordinator, the Programme and Finance Assistant provides administrative support to the country team in the management of finances and implementation of operational strategies to ensure accurate, timely and properly documented delivery of country programme and project outputs.

Duties and Responsibilities

Summary of Key Functions:
  • Provides administrative support to the country team;
  • Provides support to country team in management of finance and operations;
  • Provides support to partnership building, project monitoring and knowledge sharing.
Tasks and Responsibilities

 Provides effective support to the country team in the management of financial resources focusing on achievement of the following results:
  • Programme and project budgets are carefully planned, recorded, disbursed, monitored, analyzed and reported;
  • Financial reports (FACE) are properly and timely prepared by partners according to UN Women policies and procedures;
  • Financial reports (FACE) are reviewed and verified thru proper sampling checks of receipts and other supporting documents;
  • Advances to partners are closely monitored to ensure timely liquidation and long outstanding advance, if any, being effectively followed-up for clearance;
  • Requests for payments are properly and timely prepared with required supporting documents and submitted to the regional office for payments to be made timely and accurately;
  • Month-end and year-end financial closing checklists are completed and submitted timely according to HQ requirements;
  • Financial documents and files are systematically recorded and stored to ensure access as well as safety and confidentiality;
  • Programme and project funds are managed in keeping with UN Women’s policies, procedures and standards;
  • Financial transactions and procurement are well-planned, documented and executed according to UN Women’s policies, procedures and standards;
Provides support in developing, implementing and monitoring strategies to ensure the smooth day-to-day operations of the country office focusing on the achievement of the following results
  • Country team is supported in ensuring smooth, prompt and effective communication and coordination with partners and with UN Women ROAP and other UN offices, and routine correspondence are promptly prepared and/or attended to;
  • Country team is provided logistical and administrative support in accessing and utilizing basic information technology;
  • Office premises, equipment and other assets are well-maintained;
  • Programme, project and institutional documents are properly filed and updated.
Provides administrative and logistical support in the implementation of programmes and activities to ensure the following:
  • Travel arrangements for country team and of relevant partners (as the need arises), are efficiently facilitated, organized and coordinated;
  • Programme and activity outputs are delivered with properly documented quality results;
  • Logistical arrangements (such as location and venue of meetings, other conference facilities) are well prepared and contribute to the achievement of the activity’s goals;
  • Being a petty cash custodian of the office to facilitate small-valued payments with full compliance to UN Women rules and regulations;
  • Other administrative tasks including VAT (Value-Added tax) claims for project expenses if applicable.
Provides support to the country team in knowledge building and sharing, especially by ensuring that knowledge products are shared and accessed in an organized manner.

Participates in staff meetings of the country team and other such meetings to give updates on operational concerns, and undertakes other tasks as the need arises and as required by the National Coordinator.

Required Skills and Experience

Education
  • Secondary Education preferably with specialized certification in Business or Public Administration, Accounting, Development, Women’s Studies or any related field.
Experience
  • Minimum 5 years of relevant experience in finance and administration at national level;
  • Experience in the use of IT and basic office software packages (MS word, Excel, etc);
  • Knowledge of UN Women's programmes is a plus;
  • Familiarity with the use of ATLAS is an advantage.
Language
  • Fluency (written and oral) in English and Filipino is required.
