Background

The Energy and Environment Unit (EEU) supports the Government of India in meeting their commitments under the Country Programme Action Plan (CPAP). The programmes in the Unit are organized around the thematic areas of Climate Change, Biodiversity Conservation, Land Degradation, Ozone Depleting Substances and Persistent Organic Pollutants. Projects in the respective thematic areas are implemented through UNDP’s core funds, bilateral and Government co financing and financing from Trust Funds like the Global Environment Facility (GEF) and Montreal Protocol.
 
UNDP is implementing a project titled “Upscaling energy efficient production in small scale steel industry in India” supported by UNDP, AusAid and Ministry of Steel (Government of India). The objective of this project, which was launched in July 2013, is to scale-up adoption of energy efficient technologies in small scale steel industry in India. UNDP seeks to facilitate the diffusion of energy efficient technologies in the Steel Re-rolling Mill (SRRM) sector and other subsector such as induction furnace, to reduce specific energy consumption, improve.
productivity, cost competitiveness, to reduce associated emissions of greenhouse gases (GHG) and related pollutant levels. The project aims to replicate energy efficiency measures in 300 small scale steel industries in a very short time span of 12 months.
 
A Project Management Unit is set up under the project to implement the project which includes, generation of expression of interest from small scale steel industries, providing technical assistance to the units to adopt energy efficiency measures. Technical assistance includes, baseline measurements, providing customized solutions and handholding the steel units in implementing energy efficiency measures and conducting post commissioning measurements. The project aims to ensure energy saving of at least 5% over the baseline values. In addition, PMU will outsource many of the tasks to consulting firms, however, will be responsible for overall management of the tasks.
 
Project Associate (Technical) is required to assist the Project Manager/s (Technical) in implementing project activities as per AWP of the above project and responsible for the key results as outlined below.

Duties and Responsibilities

The Project Associate (Technical) will perform the following functions:

  • Coordinate awareness meetings/workshops, training and capacity building;
  • Support/lead organizing workshops/meetings;
  • Coordinate training programmes on behalf of PMU;
  • Assist in preparing resource material in the form of manual, reports, case studies, presentations;
  • Coordinate with consultancy firms, consultants and the steel units;
  • Coordinate with consulting firms, consultants and ensure the assignments are carried out as per their terms of reference;
  • Monitor the assignments of these firms/consultants on field;
  • Coordinate with them on timely report submission; carry out review, coordinate at PMU on feedback, follow up for finalization;
  • Provide field support in project implementation;
  • Follow up on generating expression of interest, affidavits from steel units;
  • Monitor baseline audits, post commissioning measurements;
  • Support in providing handholding support to the steel units to implement energy efficiency;
  • Carry out desk review of report, analyzing the data, preparing documentation for approvals and closure;
  • Maintenance of data in the Project ensuring consistency across the various databases (on a continuous basis);
  • Support preparing internal reports;
  • Any other duties as assigned by Project Manager (Technical)/Programme Analyst, UNDP.

Required Skills and Experience

Education: 

Essential:
  • B.E. / B.Tech in Mechanical / Electrical / Metallurgical engineering.
Desirable:
  • Certified Energy Manager / Auditor from Bureau of Energy Efficiency.

Experience:

Essential:
  • 2 years of post-qualification experience in Steel/Energy Efficiency sector.
  • Masters experience is also considered in accounting for total years of experience;
  • Proficiency in written and spoken English, spoken Hindi, Computer skills, knowledge of MS word, Excel, internet required.

Desirable:

  • Experience in Government Organisation/UN organization/Steel Re-rolling Mill Sector preferred. If the experience involves both sectors steel and energy efficiency, it is most preferred. 
Language:
  • Proficiency in English;
  • Good command over Hindi.

Remuneration package is Rs. 55,975/- per month (taxable).
