With support of UNDP, National Election Commission (NEC) adopted internal and external communications strategy as policy and regulation in 2013 and improved understanding of media handling and interviews according to training survey. Communications strategy was developed in consultation with a range of internal and external stakeholders. In order to better manage the public relations of the NEC with the media, political parties and civil society during the 2014 special senatorial election, UNDP is hiring a senior communication consultant to assist the NEC communication section in implementation of the recently adopted communication strategy and to:
  •  Strengthen NEC capacity to efficiently manage its communications in the lead up and including national elections in 2014;
  • Advise the NEC communications department and the commissioners on media management throughout this period.

Devoirs et responsabilités

The Consultant is expected to perform the following services:
 
Under the supervision of the acting Chief Technical Advisor (CTA) the incumbent will be responsible for:
  • Providing guidance and leadership in the planning and delivery of a communications strategy for the National Election Commission during the election period;
  • Advise and coach the department of communications and nominated spokespersons of the NEC on how to deal and speak directly with the media that will ensure consistent messages and relationships with the media sector;
  • Assist in the design and introduce a new framework for internal communication with employees at all levels of the NEC secretariat. A regular system for messaging and updating staff shall be introduced to ensure institutional knowledge of the activities of the NEC.
More specifically, the following are the deliverables which are linked to the payments as per below table;
 
  • Advise/assist set up clear channels for delivering NEC election period strategic communications. Provide coaching to the commissioners on media interviews – 10 days;
  • Advise/assist in drafting of high quality press and media releases and other media products – 12 days;
  • Advise/assist NEC on how to deal and speak directly with the media and submission of final report  - 13 days.

  • Demonstrates strong intellectual and operational capacity in providing and coordinating advisory services to stakeholders in electoral processes, specifically to EMBs and civil society organizations;

  • Good working knowledge of information and computer technology.

Qualifications et expériences requises

Education:
  • Masters degree or equivalent in Communications, Media Studies or Journalism.
Experience:
  • Minimum of 10 years of experience working with election and media issues and/or public relations;
  • Knowledge and experience of working with media stakeholders, civil society organizations and other stakeholders;
  • Extensive track record in communications including publication of knowledge products and communications strategies for electoral management bodies;
  • Experience in working in the region in the elections field;
  • Experience in management and or design of communications/policy;
  • Experience in working in Africa or the region in the elections field;
  • Experience of working with UNDP programming or similar international organizational context.
Language:
  • Excellent written and spoken English.
Criteria for Short listing:
  • Relevant qualification & education - 20 points;
  • Proposed work plan & approach - 50 points.
  • Relevant work experience - 30 points;

Individual consultants will be evaluated based on the following methodologies:

Cumulative analysis:

Award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria.

Only candidates obtaining a minimum of 70% of the total rating will be considered for the financial evaluation
