Background

Under the general guidance of the National Project Director (PREPARE Project) and Senior Program Specialist / UNDP, the International Consultant will be responsible for providing technical support to the team of national consultants in carrying out the tasks relating to analysis and assignment of functions of Government of Nepal at both sectoral and organizational levels for federalization of civil service and relevant areas of public administration in line with the conceptual frame and methodological plan as designed in preceding phase of  their assignment. This will also include required support to the OPMCM and MoGA / PREPARE Project and UNDP which are coordinating this undertaking.

Duties and Responsibilities

The overall objective of the assignment is to support the OPMCM and MoGA / PREPARE Project by offering necessary technical inputs and advices to the team of national consultants and those concerned with technical committees in the government organizations in carrying out the tasks relating to analysis and assignment of functions of Government of Nepal at both sectoral and organizational levels for federalization of civil service and relevant areas of public administration with appropriate methods and conceptual frame as developed earlier by the team of national and international consultants.

Major tasks and general scope of the assignment will be as follows:

  • Study the roadmap containing methodology and approach to carry out functional analysis and assignment of public sector;
  • Analyze  the draft provisions of the reports of CA Committees as they relate to assignments of roles and responsibilities to governments at different levels, focusing on specified sectors/sub-sectors ;
  • Review past relevant reports, including the report of the ARC, draft functional analysis and assignment reports prepared by the concerned ministries ;
  • Provide inputs and backstopping inputs to the national team to make sure the sectoral works follow harmonized methodology  and approach as outlined by the roadmap, both by sectors and collectively;
  • Provide inputs and support to the team to delimit the work by sectors, as needed, and customize the work by sectors within the broad methodology of the roadmap;
  • Conduct consultations / interactions with the team of national consultants and those government officials engaged in functional analyses and other senior officials of government (including OPMCM and MoGA), PREPARE Project and UNDP on the work undertaken and way forward.

Provide technical inputs and feedbacks to the members and the team leader of national consulting team by sectors throughout the process of functional analysis The consultant will work closely with the team leader of national consultants while offering inputs.

Required Skills and Experience

Education

  • At least a Master’s Degree in public administration, economics, political science, public policy, management or any other related areas.

Experience:

  • At least 12 years of experience in decentralization, including fiscal decentralization, public sector reform  and other related areas, with relevant knowledge of functional analysis and assignment/allocation and public administration in both federal and non-federal countries.
  • Previous experience of working in Nepal in relevant field will be an added advantage. 

Language:

  • Proficiency in spoken and written English is required.
