The Local Governance Support Programme/Phase-2 (LGSP-2), a joint project of UNDP and the Cabinet of Ministers of Uzbekistan , aims to promote more effective, accountable, and inclusive local governance in Uzbekistan by enhancing local governments' performance, increasing citizen participation in local governance, and encouraging increased accountability and transparency. Building on achievements from the first Local Governance Support Project implemented from 2010 to 2013, LGSP-2 will support the government’s efforts to increase the capacity of regional and district level authorities to manage the implementation of increased decentralisation/ deconcentration of administrative and fiscal authority.

The programme will work at three levels of capacity development: systemic, organisational and individual, as well as provide integrated approach to local development. It will also contribute to the reform of policy, legislative and fiscal frameworks for decentralisation, stronger participatory planning, management and monitoring capacities for service delivery, testing and replication of options for equitable access to services based on principles of sustainability and non-discrimination and new models of citizen engagement and voice. Accountability of local government will be strengthened by building on new Law ‘On Transparency of the State Authorities and Agencies’ and empowering CSOs, private sector and citizens to engage in discussion with local governments. Local Development Strategies will be a key instrument to engage citizens, with focus on equal participation of women and young persons, in discussion about needs and wishes for the future, as well as an instrument to hold local government accountable for its promises. Pilot regions will include Djizak, Namangan, and Tashkent regions.

To ensure individual capacity development of civil servants it is very important to combine conventional and innovative educational and learning tools, including online education for civil servants, in close cooperation and participation of national institutes responsible for training of civil servants.

In April 2012 the Academy of State and Social Construction was reorganized in accordance with President’s decision No.PF-4436 as of 10.04.2012 as Academy of Public Administration (APA) with a mandate to run 2 two-year Master degree programmes on Public Administration and Public Sector Management and 4-months training courses for civil servants, including local governors. UNDP assisted to introduce Distance Education Portal (max.dba.uz) to build the capacity of APA to perform new functions and tasks, in particular to organize and implement online education through elaboration of online courses on ICT skills, and result-based management. In addition, all students and lecturers of APA were provided with access to JSTOR and trained on use of international database system. UNDP contributed also to the library of APA with modern books on public administration and governance in English and Russian. UNDP has signed a Memorandum of understanding with Academy of Public Administration to develop its capacity as both a leading civil service training institution and think-tank on public administration reform in Uzbekistan.

According to the MoU between UNDP and APA, it is envisaged to assist APA in curriculum development with a view to introduce more innovative courses to develop soft skills of civil servants, especially those at junior level and mid-level positions in civil service.

Given the experience of UK civil service training system, UNDP is partnering with UK Embassy in Uzbekistan to involve an International expert to visit Uzbekistan for conducting training needs assessment and proposes new curriculum for civil servants and Master students in APA.

Considering the abovementioned, the LGSP-2 intends to recruit International Expert on Curriculum Development for Civil Servants in Uzbekistan.

Under the direct supervision of the Head of Good Governance Unit and in close cooperation with LGSP-2 Project Manager, the International Expert on Curriculum Development for Civil Servants in Uzbekistan will be responsible for the completion of the following tasks and duties:

Duties and Responsibilities

Key tasks and responsibilities:
  • Prepare workplan and methodology of conducting training needs assessment of APA and select samples of curriculum from UK institutions on civil service training (home-based);
  • Conduct trainings needs assessment in APA Uzbekistan, Tashkent, to identify key issues and trends in the specific content areas and design proposals on curriculum development (6 days in Tashkent);
  • Analyze the existing curriculum in APA and propose recommendations to improve it; (home-based);
  • Propose 2-3 new courses (goals and objectives, structure of curricula, content and design of modules, assessment system, resources etc) for civil servants/Master students; (home-based);
  • Develop detailed Concept for each proposed courses/study programme agreed with APA and assist in developing these courses; (home-based and in close cooperation with APA online);
  • Provide mentorship (home-based, online) and guidance to local consultants in Uzbekistan by producing Course Development Manual/Guide reflecting the standard international procedures in new courses' deveopment and implementation; (home-based) ;
  • Identify learning handouts and resource materials to assist with study program implementation; (home-based);
  • Provide guidance and expert advisory services to APA on curriculum development (home based, online).
Duration of assignment:

Total working days: 20 days during August and October 2014.
  • Desk review – 4 days (home-based);
  • Field trip to Uzbekistan – 6 days in Tashkent;
  • Mentoring advice – 7 days (home-based);
  • Preparation of final report – 3 days (home-based).
Deliverables:

Output No. 1. Workplan and methodology of conducting training needs assessment of APA, samples of curriculum from UK institutions on civil servants’ training. Due date: August 15, 2014.

Output No. 2. Report including results of training needs assessment of APA and proposals on curriculum development and recommendations on existing curriculum in APA; Due date: August 30, 2014.

Output No. 3. Final report, including detailed Concept for each proposed course/study programme, consulted with APA and Course Development Manual/Guide. Due date: September 20, 2014.

Remuneration scheme:

All payment procedures will be processed after the acceptance and successful evaluation of deliverables by Project Manager.

The International Expert on Curriculum Development for Civil Servants in Uzbekistan will be paid on a lump-sum basis in three installments (travel expenses, including roundtrip economy class airfare, DSA, visa, medical insurance are included) based on the produced outputs as follows after timely submission to and successful evaluation of the deliverables by Project Manager:
  • First installment of 25% will be paid after the successful submission and successful evaluation of the Output No.1: August 15, 2014;
  • The second installment 40% will be paid after the successful submission and successful evaluation of the Output No.2: August 30, 2014;
  • The final instalment of 35% will be paid after the submission and successful evaluation of the Output No. 3: September 20, 2014.

Required Skills and Experience

Education:
  • Master Degree in law, public administration, public policy, economics, humanitarian and social sciences and other areas relevant for the assignment is required;
Experience:
  • At least 7 years of practical experience in curriculum development and/or teaching for UK civil servants in UK training institutions/universities;
  • Expertise in curricula design on public administration, public policy, NGO management, legal topics and civil service trainings is an asset;
Language Requirements:
  • Fluent English; Good knowledge of Russian is an asset.

Financial Proposal

Lump sum contracts
  • This is a lump sum contract. The financial proposal shall specify a total lump sum amount. ). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
  • The payment will be made in three installments to be issued upon completion and submission of Performance Evaluation Form (PEF) on the works performed as indicated in the terms of reference.
Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation

The individual consultants will be evaluated based on the Cumulative analysis methodology.
The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable
  • Having received the highest score out of the set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight – 70%; 
  • Financial Criteria weight – 30%
Only candidates obtaining a minimum of 49 points for the Technical Criteria will be considered for the Financial Evaluation.
