Background

Family and Sexual Violence (FSV)/Gender Based Violence (GBV) remains a key development challenge in PNG, and has been prioritized in regional and national development plans, polices and strategies. Prevalence studies indicate that violence against women in the Pacific is amongst the highest in the world. Based on anecdotal reports, small-scale surveys and perceptions of violence (including from the HIES, 2010-11), violence against women in PNG is understood to be unacceptably high.
 
In the last few years, the Government of Papua New Guinea with support from the development partners including the UN Gender Task team have been supporting the design and implementation of initiatives addressing Gender Based Violence at various levels. These initiatives have been aligned to the National Policy for Gender Equality and Women’s Empowerment 2011-2015, which focuses on 3 main components; i)Women Equality and Representation; ii) Women Economic Empowerment; and; iii) Gender Based Violence and Vulnerability. Specific GBV interventions have been in the areas of capacity building for service providers, awareness raising, and engagement of key stakeholders including the Police and the Justice System in stepping up the delivery of services to survivors of Gender Based Violence.
A key achievement has been the passing of the Family Protection Bill (2013); its implementation will need to be secured through all existing and new interventions related to GBV/FSV.
 
Some of the challenges related to the work on FSV/GBV have been the scattered data on FSV and limited coordination; two important areas to secure measurable and sustainable change.
 
Through support from the United Nations and DFAT, the government of PNG, in cooperation with NGOs, FBO and the private sector, will be rolling out a national driven FSV initiative aimed at institutionalizing a strong coordination, implementation and monitoring system to achieve effective prevention of FSV. The initiative will facilitate a review of existing data, carry out a gap analysis, and secure additional data to provide a more comprehensive review of the nature and prevalence of FSV/GBV incidents. Updated mapping of the existing interventions and their effectiveness will also secure a better insight as to where and how to support interventions that can address the much needed transformational interventions across PNG. UNDP will support the relevant government agencies, NGOs and FBOs to identify and establish a high level mechanism that will secure coordinated and effective interventions by taking the lead in developing a comprehensive and inclusive national GBV/FSV strategic frame-work. The implementation component will be supported by a strong monitoring and evaluation framework, along a funding mechanism that will allow long-term support to service delivery across PNG. The work will also include an extensive national awareness and advocacy component. Existing communication strategies will be reviewed and new ones will be developed to reflect the impact of social media whilst also reviewing innovative approaches to reach more remote localities and persons with limited literacy capacities.
An enhanced holistic approach, following the establishment of a high level national coordination and monitoring entity should facilitate a unified approach with much far reaching impact.

Duties and Responsibilities

With the above overview, UNDP is looking for an international researcher and GBV Specialist that will support the following activities:
  • Design of a database that will capture information pertaining to the length, nature of interventions, targets, budgets, geographical coverage, training and advocacy material, GBV/FSV data reporting mechanism, and impact (successes/challenges) of GBV/FSV interventions. The data will be collected with the support of the provincial Family Sexual Violence Action Committees, the Family Support Centers, the Family Sexual Violence Units, relevant CSOs, CBOs and FBOs. The national research consultant and national research officers will provide ongoing assistance;
  • The Specialist will convene meetings in the provinces, with the assistant of the VSO-volunteers, to share initial data with the relevant provincial authorities as part of securing insight and ownership. This process should support the component that will review initial assessment and secure ownership by the provincial authorities;
  • The Specialist will conduct a 1-day training in visited sites (between 5 to 10) for relevant staff/volunteers on how to keep the database updated and share the framework for ongoing monitoring;
  • Wherever possible, the Specialist will collect existing advocacy, awareness and training material. The Specialist will analyse collected material in order to identify quality material that can be used by all relevant stakeholders, and provide guidelines on how to upgrade or develop future material in line with best global practices;
  • Wherever possible, the Specialist will also collect information on existing human resources in the field in the area of GBV/FSV who could be pulled in for further TOTs to support ongoing capacity building of relevant stakeholders;
  • Specialist will identify between 6 and 10 projects across provinces to conduct a more detailed assessment as to the impact of reported interventions. The case studies should provide a better insight in real success and challenges;
  • The specialist will lead a debrief upon completion of the assignment to inform government and partners about the initial findings;
  • The specialist will deliver the final report within 2 weeks after departing the country. 

Expected Deliverables:

  • Database established to enter and monitor service delivery by NGOs, FBOs, CBOs and private sector across the 22 provinces of PNG (2 weeks);
  • Develop database framework in cooperation with the National Research Consultant (NRC) and relevant technical working group.;
  • Pilot the database in two provinces and upgrade as required;
  • Develop manual to support data entry and monitoring by champions and relevant staff from the provincial FSVACs.

Roll out data collection  (4 weeks):

  • Secure information, with the assistance of the NRC and the National Research Officer (NRO), to populate the database;
  • Conduct a 1 week pilot faze and finalize data base framework;
  • Conduct regional trainings, with the assistance of VSOs, to strengthen capacities of relevant stakeholders at provincial level that will assist with data collection;
  • Roll out the database framework across the 22 provinces with the assistance of VSOs, national staff and volunteers;
  • Conduct field visits to support the review and mentor stakeholders collecting relevant data.

Secure at least 10 case studies (4 weeks):

  • Identify case studies for in the field follow-up to help further fine tune the monitoring framework to enhance quality service delivery;
  • Conduct 5x 2-days training to facilitate capacity transfer for the monitoring component at sub-national level;
  • Coordinate, together with the NRC, NRO, and international volunteers (VSO) the field visits to conduct in depth monitoring and evaluation of the selected organisations and their respective stakeholders and clients;
  • Conduct the analysis and prepare the report based on the field visit and the participatory analysis in the selected communities. 

Final report (2 weeks):

  • Conduct analysis of data collection tool, collected information and case studies;
  • Formulate recommendations based on the analysis;
  • Conduct presentation of initial findings for the Gender Task Team and the National Family Sexual Violence Action Committee;
  • Produce a fact sheet based on final report.

Required Skills and Experience

Education:
  • An advanced university degree in a development related area Social Science, Political Science, Gender, or Public Administration.
Experience:
  • At least 8 years of relevant experience with demonstrated track of research and GBV/FSV related work;
  • Expertise in capacity transfer;
  • Knowledge of global best practices on addressing sustainable and transformation interventions aimed at curbing FSV/GBV;
  • Expertise in research methodology; with experience of working closely with government department, social sectors and research institutions is desirable;
  • Experience in the usage of computers and office software packages;
  • Familiarity with research, assessment and survey methodology and tools including experience in field work and documentation; and
  • Experience in undertaking research in Papua New Guinea will be an asset.
Languages:
  • Fluency and proficiency in English.
