Background

In 2009, Malaysia announced to voluntarily reduce its emissions intensity of GDP by up to 40% based on 2005 levels by 2020, conditional upon transfer of technology and financial support from developed countries. Nationally appropriate mitigation actions (NAMAs) are expected to contribute to the overall national mitigation aspiration. On the other hand, clean development mechanism (CDM) activities in country, which has been implemented since 2005, is encountering obstacle in recent years due to issues surrounding continuity of Kyoto Protocol. The continuity of existing CDM projects and development of new projects are interfered because of the credit issue. With the emerging of NAMA, it is considered as a potential mean to support CDM activities.

The Low Emission Capacity Building (LECB) Project in Malaysia aims to assist the country in enhancing national GHG inventory system (Outcome 1), promoting the uptake of nationally appropriate mitigation actions (NAMA) (Outcome 2) as well as designing measurement, reporting, and verification (MRV) framework (Outcome 3) that ultimately serves national priorities for low emission development strategies. This consultancy services is part of Outcome 2.

Duties and Responsibilities

The consultancy services aims to assess and strategise CDM activities for adoption as NAMAs in order to ensure sustainability in delivering emission reduction. The tasks to be covered are as follows:

  • Take stock of CDM activities in Malaysia, including challenges and issues faced, and review potential barriers and necessary enabling environments for NAMA implementation;
  • Review approaches by other countries and international organisations for ensuring continuity of CDM activities, particularly through the use of NAMA;
  • Determine approaches and strategies for supporting CDM activities in Malaysia through NAMAs and other means;
  • Estimate costs of implementation and determine financial strategy for supporting CDM activities through NAMA;
  • Act as a resource person to the Ministry of Natural Resources and Environment in workshop to be held for stakeholder consultation;
  • Draft NAMA proposal(s) for domestic and/or international support.

Methodology:

The consultant will report to the National Project Director and Project Manager of the LECB Project based at the Environmental Management & Climate Change Division, Ministry of Natural Resources and Environment (NRE). The methodology includes data collection, desk research, interviews and meetings with relevant stakeholders, third party, consultants and discussions with NRE and UNDP Malaysia.

The consultant is expected to lead a stakeholder workshop, to be organised by NRE, to present the findings of the review. The consultant is also expected to solicit comments from the workshop participants and other organisations to further improve the output.

Expected Outputs:

  • Discussion and presentation materials and reports for meetings, workshop and consultations with stakeholders.

A report covering the following aspects:

  • Synthesis of information related challenges and issues faced by CDM activities in Malaysia; approaches by other countries and international organisations for ensuring continuity of CDM activities, particularly through the use of NAMA; potential barriers and necessary enabling environments for NAMA implementation in Malaysia;
  • Approaches and strategies for supporting CDM activities in Malaysia through NAMAs and other means;
  • Cost estimation and financial strategy for supporting CDM activities through NAMA;
  • Draft NAMA proposal(s) for domestic and/or international support.

Duration:

  • The consultancy will to take place from 1 September to 31 December 2014.

Deliverables and Timeline:

  • The Consultant shall be responsible for the delivery, content, technical quality and accuracy of the reports and proposal. All activities shall be reported and deliverables to be submitted to the LECB National Project Director, NRE.

Terms and payments:

Required Skills and Experience

Education:

  • Minimum Master’s degree, preferably in environmental science, engineering, climate change or a relevant subject;
  • Bachelor’s degree with more than 10 years of experience can be considered in lieu of the Master’s degree.

Experience:

  • Minimum 5 years of relevant professional experience in GHG emission reduction, climate change mitigation and/or CDM;
  • Demonstrated previous experience on GHG emission reduction and/or CDM in Malaysia is a must.

Language:

  • Proficient in English and Bahasa Malaysia.
