Background

UNDP in Pakistan is developing the capacity of key democratic governance institutions including local, provincial, and federal government, Parliament, and the Election Commission of Pakistan (ECP). The Electoral Cycle Support Project supports credible electoral processes through increased operational and administrative capacity of the ECP. The project also facilitates dialogue and builds consensus among multiple stakeholders around key electoral reforms; works to deepen democratic culture by engaging citizens, particularly women and youth, in civic and voter education activities; and aims to increase long-term public confidence in the administration and conduct of elections.

UNDP and the ECP are implementing the BRIDGE methodology to develop the capacity of officers on the front lines of the electoral processes - through a series of customized BRIDGE module workshops (core modules) closely aligned to the jobs and interests of the ECP officials, as well as a systematic plan for facilitator development and accreditation.

In early 2013, ECP BRIDGE facilitators and UNDP’s Expert BRIDGE facilitator customized the first of three core modules in context of ECP’s laws, systems, procedures and approaches. This module will now be piloted and rolled out across the country. By supporting and mentoring ECP facilitators through the curriculum development and workshop implementation process, we aim to ensure that international assistance will no longer be needed for the ECP to use BRIDGE for its own capacity development.

UNDP will engage an Accrediting or Expert grade BRIDGE facilitator to assist in the mentoring and support to the ECP officers. The consultant will accompany the ECP facilitators through the process of implementation of the BRIDGE core modules for ECP officers and support their accreditation. The workshops will take place at the Federal Election Academy as well as provincial capitals.

Duties and Responsibilities

UNDP will engage an Accrediting grade BRIDGE facilitator to assist in the mentoring and support to the ECP officers. The consultant will accompany the ECP facilitators through the process of implementation of the BRIDGE core modules for ECP officers and support their accreditation. The workshops will take place at the Federal Election Academy as well as provincial capitals.

The consultancy will be for 40 days within a period from August to November.

The consultant will work under the direct supervision of the Capacity Development Specialist working closely with the Election Commission of Pakistan and UNDP team members.

Job Description

  • Lead implementation of core-module workshops (anticipated 5 workshops, but exact number will depend on operational environment);
  • Conduct monitoring and evaluation of workshops;
  • Maintain and update each facilitator’s progress file and provide feedback to her/him;
  • Accredit facilitators when appropriate as per BRIDGE partnership rules.

The mission may be broken into several trips according to the operational environment and other activities. The consultant is expected to spend a maximum of 8 weeks in country. The mission will be completed between August and December 2014.

The Accrediting Facilitator will have up to one working week for familiarizing her/himself with the context and the module (the module will have already been customized and piloted).

  • Workshops delivered; and
  • Workshop reports and M&E data.

Required Skills and Experience

Education:
  • University Degree in Political Science, Public Administration, or related discipline (Master’s degree is desirable).
Experience:
  • Minimum  5 years of relevant experience;
  • Bridge accreditation at the level of Accrediting or Expert Facilitator;
  • Experience in electoral administration;
  • Experience working in international cooperation and assistance;
  • Experience in South Asia or Muslim World (desirable).
Language:
  • Proficiency in English.
