The Bureau of External Relations and Advocacy (BERA) is responsible for UNDP’s external relations and advocacy functions. The Bureau leads and supports the organization in cultivating, building and nurturing strategic relationships and alliances that are essential for advancing and successfully achieving the mission of UNDP. The UN System Affairs Group (UNSAG) within BERA leads and manages UNDP’s engagement with and/or support to: the UN and its inter-governmental bodies including the General Assembly and Economic and Social Council; other intergovernmental and multi-stakeholder bodies, including the Global Partnership for Effective Development Cooperation; and UN interagency fora including the UN Development Group.

Together with UNDP’s Bureau for Policy and Programme Support (BPPS), UNSAG provides support to the Global Partnership for Effective Development Cooperation (GPEDC) as part of a UNDP-OECD Joint Support Team. The GPEDC brings governments, private companies, civil society and others together to ensure funding, time and expertise produce maximum impact for development. The Global Partnership is led by three high-level co-chairs, and provides a space for political dialogue around the implementation of commitments on effective development cooperation and deepening broader engagement of wider development cooperation actors in their efforts to maximize their impact.

Under the overall guidance of the Team Manager, UN and Intergovernmental Affairs, and the direct supervision of the Intergovernmental Engagement Analysts, the Consultant will work with colleagues in BERA and BPPS to support the functioning of the GPEDC, including in the areas of: organizing events and communications initiatives to support political efforts and outreach aimed at strengthening linkages with post-2015 and other global processes; secretariat and advisory services to the Steering Committee and Co-Chairs; support preparations for the next High Level Meeting of the Global Partnership; and producing and disseminating evidence-based analytical work to informal political dialogue and mutual learning. The consultant will also support monitoring and analyses of relevant UN intergovernmental discussions relating to development cooperation and support communication with other UN development system entities.

The consultancy assignment will take place in New York for an initial period of four (4) months with possible extesnion.

Duties and Responsibilities

Summary of Key Functions:

  • Provide logistical and substantive support for events relating to the Global Partnership, including substantive side events at UN meetings and other outreach events;
  • Provide secretariat and advisory services to the Steering Committee and Co-Chairs of the Global Partnership, including managing correspondence; preparing background documents; preparing summary notes of internal meetings and external events; tracking work of initiatives related to the Global Partnership.
  • Liaise with related multistakeholder initiatives that advance effective development cooperation in specific areas – to stay up to date on their activities and contribution to the broader objectives of the GPEDC.
  • Support communications and analytical products relating to the GPEDC agenda.
  • Monitor and provide summaries and analysis of relevant discussions in UN intergovernmental bodies, including the General Assembly, the Economic and Social Council, the High Level Political Forum, the Financing for Development process, and other post-2015 fora;
  • Support liaising with the UN Development Operations Coordination Office (DOCO) with a focus on issues relating to effectiveness of development cooperation;
  • Provide additional support to UNDP’s UN System Affairs Group and the UNDP-OECD Joint Support Team as needed.

Expected Outputs and Deliverables

  • Professional and engaging public events relating to the work of the GPEDC;
  • Smooth functioning of preparations for GPEDC Steering Committee meetings and correspondence between the UNDP-OECD Support Team, the Co-Chairs, and the Steering Committee;
  • Improved communication and feedback from related multistakeholder initiatives;
  • Well-researched and prepared analytical work on development cooperation issues;
  • Timely and relevant summaries of key UN intergovernmental discussions relevant to development cooperation;
  • Timely and consistent communication with partners in other UN development agencies on issues relating to the GPEDC.

Performance indicators and recourse: Indicators of performance will be the timely completion of the deliverables above as reviewed in the end-of-contract Performance Evaluation completed by UNDP. Failure to provide above deliverables may result in non-payment or fees.

Required Skills and Experience

Education:

  • Advanced university degree in international development, political science or related field.

Experience:

  • At least 2 years of progressively responsible experience in development-related areas, particularly multi-stakeholder engagement, international or multilateral organizations, or UN operational activities for development;
  • Experience with event planning and coordination and/or managing networks of practitioners or policymakers;
  • Knowledge of development cooperation and development effectiveness issues preferred;
  • Knowledge of UN inter-agency and intergovernmental work preferred.

Language Requirements:

  • Excellent command of, and drafting skills in, English is required;
  • Knowledge of a second UN language an advantage.

Application Evaluation Process:

Individual consultants will be evaluated based on the Cumulative Analysis methodology [weighted scoring method], where the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of technical and financial criteria specific to the solicitation.

    Technical Criteria weight; [70%].
    Financial Criteria weight; [30%].

Only Individual Consultants obtaining a minimum of 70% of the obtainable 100 points in technical evaluation would be considered for the Financial Evaluation.

Technical Evaluation Criteria:

  • Experience in areas related to development cooperation; development policy; and multilateral and multistakeholder processes (Max. points: 40); 
  • Drafting and communications skills  (Max. points: 30); 
  • Technical skills – including event coordination support and managing networks (Max. points: 30).
