Background

India has pursued a strong domestic agenda to counter climate change. India recognizes that a strategy for addressing climate change has to be based on the strategy of sustainable development. Keeping this in view, at the national level, India has come up with national Action Plan on Climate Change (NAPCC). While the Central Government remains the key actor in shaping the climate change policy and creating the necessary institutional mechanisms for its implementation, involvement of state governments in tackling climate change is crucial. With the formulation of a national policy on climate change, it has become imperative to achieve coherence between the strategies and actions at national and state levels.


Indian government is committed to contribute to the global efforts for addressing climate change in line with its development strategy. The approach to address climate change is framed by the obligations under the UNFCCC, and the objectives under the NAPCC and the SAPCCs. The challenge is the effective preparation, implementation and coordination of the planned actions – including designing and implementing relevant programs, as well as their monitoring, review and evaluation. In this regard, the ongoing MoEF-UNDP partnership contributes to this overall aim of the Government of India (GOI) by supporting concrete initiatives towards policy support, capacity building and technical assistance on climate change.

Duties and Responsibilities

The Individual Consultant hired under the MoEF-UNDP partnership will be based at MoEF, New Delhi and shall work under the direct supervision of the Joint Secretary, MoEF and Climate Change Adviser, Energy & Environment Unit, UNDP, New Delhi.

The Individual Consultant will help MoEF and UNDP to analyse policies (domestic/international) related to climate change, prepare policy papers, manage and update information, lead capacity building initiatives and engage with key stakeholders.

Broad functions to be performed by the incumbent include:

  • Develop knowledge bank on the political, economic and social drivers behind Indian domestic and international climate change and energy policy;
  • Track national/global climate change developments to keep standing briefs up to date for MoEF and UNDP, and feed into climate and environmental analysis;
  • Provide and coordinate technical inputs on issues related to climate change including good practices in international policies to promote low emissions climate resilient growth taking into account the applicability of policies and measures in Indian context;
  • Compile, review and research background material, working papers and statistical data on climate change related issues for briefing sessions; prepare presentations. Research and respond in a timely manner to requests for information;
  • Develop network of contacts among the key Government and non-Government actors in climate change policy-making;
  • Help organize stakeholder consultations for discussions as required and advised by the MoEF on relevant issues related to climate change policy;
  • Understand, interpret, and report significant domestic/international developments on climate change policies and implications on India;
  • Coordinate activities planned at national/sub national level under the project;
  • Prepare and submit required reports of project progress, monitoring and evaluation to the supervisor in a timely manner.

Key deliverables

Performing the functions outlined above, the consultant has to support MoEF and UNDP to analyze policies (domestic/international) related to climate change, prepare policy papers, manage and update information, lead capacity building initiatives, engage with key stakeholders and any other task assigned by the Supervisor. The consultant will submit monthly reports to UNDP duly approved by the Supervisor.

  • Deliverable 1: submission of monthly report for the month of September duly approved by supervisor;
  • Deliverable 2: submission of monthly report for the month of October duly approved by supervisor;
  • Deliverable 3: submission of monthly report for the month of November duly approved by supervisor;
  • Deliverable 4: submission of monthly report for the month of December duly approved by supervisor.

Competencies

Functional Competencies

  • Familiarity with the working environment and professional standards of international organizations and national and State Governments. In-depth knowledge of environmental and climate change related concepts, theories, policies and practices;
  • Sound understanding of current issues related to climate change and environment at the national/international level;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems is essential;
  • Proven ability in organising and leading capacity building activities.

Required Skills and Experience

Educational Qualification:

  • Master Degree in Environment/Development Studies.

Professional Experience:

  • At least 5 years of relevant post Masters Experience at the national level on climate change and related programmes;
  • Experience of working with Central and/or State Governments/ NGOs/ Civil Society on similar assignments will be preferred.

Language Requirement:

  • An excellent command of English is required.

Submission of proposal:

Financial Proposal

  • Consultant shall specify his/her per day consultancy rate;
  • Any travel with prior UNDP approval will be handled separately as per rules.

CV

  • Consultant should submit his/her updated CV with three references.

Payment Schedule:

  • 25% on submission of deliverable 1;
  • 25% on submission of deliverable 2;
  • 25% on submission of deliverable 3;
  • 25% on submission of deliverable 4.

Evaluation Criteria:

Cumulative analysis

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  •  Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%;
Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
