Background

Following a national request for assistance from the Solomon Islands Government, the UNDP Strengthening the Electoral Cycle in the Solomon Islands Project (SECSIP) project was developed and will be implemented from 2013-2015. A principle focus is to assist and coordinate with other development partners and electoral stakeholders in the development of a sustainable, cost effective and inclusive voter registration system to ensure the integrity of the 2014 vote. Strengthening the institutional and management capacity of the SIEC, through the improvement of the electoral administration as a whole, is also a key priority. The project also aims to develop synergies and partnership with a range of national partners to ensure that the broader enabling environment is also supported in having elections contribute to broader democratic development.

Duties and Responsibilities

Scope of work/Expected Output:

The Election Expert will support the SIEC to deliver a credible and transparent election process through the following tasks:

  • Provide support and technical advice to the SIEC operations department for the implementation of candidates nomination;
  • Provide support and technical advice to the SIEC operations department for the implementation of a new results management system;
  • Assist in the drafting of the elections operational plan;
  • Produce a lessons learned report.
Deliverables:
  • Elections operations plan finalized and approved;
  • Candidates Nomination procedures finalized and approved;
  • Polling/Counting and results management procedures finalized and approved;
  • Lessons learned and recommendations report delivered.

Reporting Requirements:
  • The incumbent will report to the CTA, Government of Solomon Islands implementing partner and to UNDP (UNDP Sub-Office in Solomon Islands.

Required Skills and Experience

Education:
  • Master’s degree in ICT, Public Administration, Business Administration, Political Science.

Experience:

  • At least 7 years progressive experience working in election operations.

Language:

  • Fluency in written and spoken in English.
