Background

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. In line with its 2014-2017 Strategic Plan, ensuring that women and girls live free from violence is one of the key strategic priorities for UN Women. In addition to its programmatic and normative work in this area, as part of its coordinating function to lead and coordinate the work of the UN system in the area of gender equality and women’s empowerment, UN Women also hosts the global and regional UNiTE Secretariats and also serves as the Administrator to the UN Trust Fund in Support of Actions to Eliminate Violence against Women.

Launched in 2008, the United Nations Secretary-General’s UNiTE to End Violence against Women Campaign calls on governments, civil society, women’s organizations, the private sector, the media and the entire UN System to join forces to end violence against women and girls by 2015, with a focus on five main outcomes:

  • Adoption and enforcement of national laws to address and punish all forms of violence against women and girls in line with international human rights standards;
  • Adoption and implementation of multi-sectoral national plans of action that emphasize prevention and are adequately resourced;
  • Establishment of data collection and analysis systems on the prevalence of various forms of violence against women and girls;
  • Establishment of national and/or local campaigns and the engagement of civil society in preventing violence against women and girls and supporting victims of violence against women and girls; and
  • Systematic efforts to address sexual violence in conflict situations.

Launched on 25 November 2010, Asia-Pacific UNiTE is the regional component of the UNiTE Campaign, aimed at strengthening efforts and partnerships to end violence against women and girls in the Asia-Pacific region.  The Regional UNiTE Secretariat is housed within the UN Women Regional Office for Asia and the Pacific.

Duties and Responsibilities

Under the direct supervision of the UN Women Regional Programme Manager, Ending Violence against Women, the Programme Officer will perform the following tasks:

Support regional advocacy and strategic partnerships for social mobilization to prevent Violence against Women and Girls (VAWG), in partnership with youth, sports and media sectors: including

  • Build and maintain close relationships with current and potential strategic partners of the UNiTE campaign, with a focus on partnerships with regional youth, sports and media organizations, to build capacity of key stakeholders and raise public awareness for the prevention of VAWG;
  • Coordinate the preparation, implementation and monitoring of the Asia-Pacific UNiTE Secretariat Annual Work Plan;
  • Prepare, review and/or coordinate substantive documents/reports, briefs, speeches, presentations and other materials on Asia-Pacific UNiTE strategies and results as needed.

Support the effective functioning of the Asia-Pacific UNiTE Campaign secretariat by serving as the campaign coordination focal point for UN agencies and regional partners, including:

  • Build and maintain strong relationships with key inter-agency and partner staff, including in supporting the design and/or implementation of joint UN programmes and events in the area of VAW;
  • Respond to requests from inter-agency colleagues for information, inputs, and coordination assistance regarding VAW in a timely manner;
  • Schedule regional inter-agency AP UNiTE meetings and prepare minutes of the same, following up on agreed action points as required;
  • Represent the AP UNiTE Campaign in relevant external events and meetings as needed.

Coordinate knowledge management (knowledge-building and -sharing) for Asia-Pacific UNiTE in the area of VAW, including: 

  • Support an enhanced regional knowledge base on VAW, including by analyzing regional trends and key national-level priorities, successes and challenges related to VAW, as well as supporting the implementation of regional-level studies and research in this area;
  • Ensure adequate documentation and monitoring of campaign results, lessons learned and promising approaches in preventing and responding to VAW in the Asia-Pacific region;
  • Facilitate and contribute to South-South knowledge-sharing and dissemination within and beyond the region, through meetings, capacity-building workshops, publications and online and other communications;
  • Maintain regular contact with concerned project/programme staff in UN Country Teams for exchange of information, actively contributing to relevant inter-agency knowledge-sharing systems;
  • Support the preparation of project/programme field visits and missions related to VAW and UNiTE, including by identifying major meetings and preparing agendas and briefing documentation, and undertake such field visits as required.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Gender and Development, International Relations, Public Administration, Law, Human Rights or related field.

Experience:

  • At least 5 years’ relevant experience at the national and international levels, with a focus on providing management support and coordinating the design, implementation and monitoring of development programmes and/or campaigns;
  • Demonstrated experience in organizing advocacy, public outreach and/or strategic partnership initiatives, preferably within a development or social marketing context;
  • Strong personal commitment to human rights and gender equality;
  • Experience advocating with/building the capacity of young people a distinct advantage;
  • Experience in the use of computers and office software packages;
  • Required. Experience in social media/web/audiovisual production an advantage;
  • Familiarity with the UN system would be an advantage.

Language: 

  • Fluency in spoken and written English and Thai required.
