Antecedentes
UNDP in Bosnia and Herzegovina aims to advance human development and decrease regional disparities by tackling the most pressing local and rural development challenges. Through its Rural and Regional Development Sector, UNDP targets: improving local government capacity to plan, identify priorities and deliver results; stimulating economic recovery through entrepreneurial activity, job growth and investment, increasing the competitiveness of local producers and income generation; strengthening local priority infrastructure; delivery of social services to vulnerable populations, and the sustainable use of natural resources and energy efficiency.
As part of its Rural and Regional Development Programme, UNDP implements a broader Local Governance (LG) Programme comprising, among others: a) the Municipal Training System Project (MTS), which is aimed at developing and instituting a sustainable model for training of local government employees in BiH in order to bring about improvements in the quality of services provided to citizens and b) the Integrated Local Development Project (ILDP), which aims to support the further consolidation of the local strategic planning system in BiH by enhancing its vertical integration within the higher government strategic and financial planning frameworks and supporting a critical mass of local governments to apply a harmonised approach to strategic planning and effectively manage local development processes in partnership with their communities.
Within its second project phase, the MTS Project, which is foreseen to last from March 2012 to December 2015, will place strategic attention on strengthening of the structures and functions of the Training System for Local Self-Government Employees in BiH, as defined within the Training Strategies for Local Government Employees 2011 – 2015. The project will support the participatory design, affirmation and application of capacity development policies, complemented by relevant systemic tools. Furthermore, support will be provided to the design and delivery of priority training programmes for local government employees and officials, within the framework of both entity Strategies and according to the development needs of BiH local governments. Efforts will also be placed to improve the enabling environment, credibility and visibility of the Training System for Local Self-Government Employees, more particularly in terms of support to development of the training market and promotion of the public training mechanism country-wide.
The project is primarily funded by the Swedish International Development Agency (Sida) and implemented by the UNDP BiH, while the responsible national partner is the BiH Ministry of Justice. Other key project partners are the FBiH Ministry of Justice, the RS Ministry of Administration and Local Self-Government, the Civil Service Agencies and both entity Associations of Municipalities and Cities.
Deberes y responsabilidades
Under the direct supervision of the MTS Deputy Project Manager and overall guidance of the LG Team Leader, the core functions of the LG Specialist will include the following:
- Technical advice and capacity development support to the Training System in the process of strengthening its core structures, functions and policies;
- Technical advice and contribution to the preparation and implementation of priority training programmes and related technical assistance to local governments throughout BiH;
- Technical support and advice in creating the training systems’ enabling environment, partnership building and visibility;
- Support gender mainstreaming within the project.
Additionally, the incumbent will facilitate knowledge building and knowledge sharing in the CO.
1. Technical advice and capacity development support to the entity training systems in the process of strengthening its core structures, functions and policies
- Provide technical support and guidance to the Local Government Training System structures in design and delivery of priority training programmes to local governments as per the annual work cycle;
- Provide technical support to the Local Government Training System structures and oversight in conducting a comprehensive training needs assessment of local government employees and elected officials in BiH;
- Provide support in evaluation of implementation of the Entity Training Strategies for Local Government Employees 2011 – 2015 and their subsequent revision, liaise with relevant stakeholders at the operational level and engage in related promotional activities;
- Support the deployment of the financial sustainability mechanism for the long-term funding of the training systems by public resources, support and quality assure the process;
- Coordinate/provide support in organising training, meetings, conferences and other events.
2. Provide technical advice and contribution to the preparation and implementation of priority training programmes and related technical assistance to local governments throughout BiH
- Provide support to the UNDP LG Programme and relevant institutional partners in the development of training curricula, plans and the delivery of priority training programmes;
- Coordinate and support capacity development activities and design and delivery of technical assistance to local governments, including training and targeted assistance on mainstreaming disaster risk reduction into their existing integrated local development strategies and operational frameworks, taking into account the existing standardised methodology for integrated and inclusive local development planning in BiH (MiPRO);
- Support capacity strengthening of relevant stakeholders in the area of HRM to enable them to guide, assist and advise local governments on HRM issues, and specifically on the development and implementation of annual training programmes; Support the complementary activities of other UNDP local governance projects in relation to HRM strengthening.
- Interact closely with and support other local governance team members towards synergetic and consistent local governance capacity development assistance.
- Coordinate/provide support in organising training workshops, technical assistance sessions, conferences and other events.
3. Technical support and advice in creating the training system’s enabling environment, partnership building and visibility
- Provide support to the Training System on global networking and promotion, including support in design and wide sharing of information on Training System products, training programmes and results and achievements;
- Support the development of the training market in BiH and, provide technical advice to the Training System structures in strengthening and building professional linkages with local training providers and in sharing of training know-how, methodologies and innovations;
- Perform other related duties as required by the MTS Deputy Project Manager.
4. Support gender mainstreaming within the project
- Support the MTS Project and the Local Governance Programme in mainstreaming gender equality in the project implementation;
- Ensure that all project documents prepared by the incumbent are written using gender sensitive language;
- In the preparation of meetings/consultations/trainings ensure gender balance of participants as much and possible.

Habilidades y experiencia requeridas
Education:
- Postgraduate degree in public administration, economics, law, political sciences, social sciences or related field;
- University degree with at least two additional years of qualifying work experience may be accepted in lieu of the postgraduate degree.
Experience:
- At least 3 years (5 years with University degree) of relevant work experience;
- Proven record of theoretical knowledge and practical experience in the area of local governance, capacity development or human resources management in BiH;
- Proven record of theoretical knowledge and practical experience in the area of local development strategic planning and management, including PCM.
Language Requirements:
- Fluency in English and local languages, with excellent drafting and presentation skills.
