Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the center of all its efforts, UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality translate into action. UN Women supports improved UN coordination and accountability mechanisms, and up-scales the quality of support provided to Member States in addressing national gender equality priorities.

UN Women has placed emphasis on strengthening its country presences in order to provide stronger and more coherent support to Member States’ priorities and efforts, building effective partnerships with civil society and other relevant partners to effectively deliver on gender equality.

In Mozambique, UN Women’s work encompasses interventions in the areas of ending violence against women, gender responsive planning and budgeting, women’s leadership and participation, women’s economic empowerment and peace and security. The work takes place at central, provincial and district level. The main partners are government institutions at the central, provincial and district levels, media and civil society organizations.

Through technical assistance, capacity building and advocacy UN Women assists a wide range of national partners and other development stakeholders to put in place the policies, laws, services, adequate resources, implementation, monitoring and accountability mechanisms and capacities to unlock rapid national progress in attaining national and international commitments to women and gender equality.

The functional analysis of the Mozambique CO indicates, among other things, that there is a need to establish systems and structures within the CO to facilitate knowledge management and dissemination. The purpose of these terms of reference is therefore to recruit an experienced Advocacy, Monitoring, Evaluation and Reporting Officer. The incumbent will work as part of the Programme team under the overall guidance of the Country Representative and the direct supervision of the Deputy Representative.

 The incumbent will technically support the programme’s team in ensuring systematic monitoring and evaluation of the country programme, including putting in place effective Advocacy, Communication and M&E systems, preparing donors’ progress reports, supporting mid-term and final evaluations of projects/programme and drawing lessons learned. She/he will monitor and evaluate results and impacts of the Country Office Programme; assess the delivery and accountability of the partners; develop effective systems to support partner NGO’s work, growth and sustainability of their Gender initiatives; provide guidance to UN Women Mozambique for decision making on necessary amendments and improvements of the Programme; and build capacity of partners and key staff of UN Women Mozambique staff on Communications and M&E. The incumbent promotes a client-oriented approach consistent with UN Women rules and regulations.

Duties and Responsibilities

Under the overall supervision of the Representative, the incumbent shall assist in the outreach messaging and communication products to better contribute to gender equality and the implementation of UN Women’s mandate in Mozambique.

Promotion of the visibility of UN Women in Mozambique

Development and implementation of a Communication Strategy and Action Plan for the Country Office, including:

  • Drafting of  the strategy and action plan documents;
  • Development/production/management of communication, outreach and advocacy instruments and tools (website, social media, podcasts, newsletter …);
  • Integration of advocacy and communication strategies into all aspects of programme activities;
  • Coordination of actions and strengthen visibility of gender equality issues at national, provincial and district levels;
  • Coordination with other UN agencies, broker support for gender equality/women’s rights’ activities and contribute with inputs to the UN Communications Working Group;
  • Support the development and submission of resource mobilization proposals in relevant areas;
  • Constant alignment of communication strategy implementation with corporate standards;
  • Liaison with communication colleagues across the organization and ensure visibility at regional and global levels.

Implement the communication action plan in relation with the programme and activities, including:

  • Organize and conduct the communication component of project activities/events including drafting the major background notes, agreeing the terms of participation with partners, media relations, preparing talking points, invitations, press-releases;
  • Advocates for the achievement of UN Women’s mandate and key objectives and mobilizes public opinion, media and partners
  • Promotes and maintains public information campaigns;
  • Circulates relevant information to different audiences (governments, UN System, civil society, academia, media networks, private sector, etc.) through, existing networks, the website and the media;
  • Organizes press-conferences, interviews, press tours and other events with media involvement.

Advocacy, external relations and public outreach

  • Establish and maintain relationships with other UN agencies, government, media, civil society organizations and academia;
  • Ensure systematic flows of information on gender issues among different actors in the country namely CSO’s, Government, UN Agencies, International Partners and donors;
  • Develop and disseminate information-communication tools  that ensure a deeper understanding of UN Women’s mandate and its work;
  • Participate in the UN Communication Working Group;

  • Set up and maintain an updated database of the office’s contact.

Country Programme MER (Monitoring, Evaluation and Reporting)

  • Proactively assess trends and identify emerging issues at the country level of relevance to the mandate of UN Women;
  • Use corporate monitoring and oversight tools to identify areas which need improvement for the CO;
  • Contribute to regular assessments of the country strategic and implementation plans and identify lessons learned and areas of emphasis to underpin consistently improved programming and future Strategic Plan development;
  • Support availability of credible baseline information to inform programming and annual work planning;
  • Support quality control in the implementation of high quality, results-based, rights-based and relevant country programmes and projects in line with corporate guidelines and consistency with corporate policies and strategies;
  • Contribute to the preparation of UN Women mandated country reports and consolidated progress reports;
  • Actively contribute to all the M&E activities of the different initiatives, including but not limited to M&E plans, researches or midterm / final evaluation.

Contribute to the development and implementation of the knowledge strategy and products

  • Support the documentation of experiences and lessons in relation to projects, activities and events;
  • Produce knowledge products - written and visual material related to programme activities and results (storytelling, podcasts …)
  • Support to publications by the country office;
  • Identify and ensure dissemination of lessons and best practices  from other stakeholders actions and coordination of learnings (in the context of ONE UN and beyond) maintaining an updated repository for easy reference;
  • Manage the process of collecting and disseminating lessons learned on gender equality and women's empowerment strategies in the country and contribute to UN Women's knowledge management efforts;
  • Contribute to the development and maintenance of global, regional and national knowledge networks and practices;
  • Establish systems and structures within UN Women CO to facilitate knowledge management.

Required Skills and Experience

Education:

  • Master degree or equivalent in public relations, communication, journalism, and development studies, gender studies, international relations or related areas.

Experience:

  • Minimum 5 years of relevant experience in public relations, Communication, publishing or advocacy; experience with International Organizations and UN an asset;
  • Demonstrated experience in designing and implementing communication and/or media outreach strategies and plans in support of  corporate goals;
  • Experience in the usage of computers and office software packages;
  • Experience in handling of web-based  communications (social media);
  • Demonstrated experience in developing content that clearly communicates development ideas for media, web, print production and audio-visual productions;
  • Experience with public information campaigns;
  • Experience in support knowledge management and MER strategies;
  • Experience or familiarity with the United Nations and/or international Organizations will be a distinct asset.
