Background

The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors. (GA document A/64/588 of 6 January 2010).

The Chief of Staff position is located centrally in the Office of the Executive Director, UN Women and reports to the Executive Director. The Office of the Executive Director, UN Women is responsible for managing and ensuring the provision of substantive support to intergovernmental processes on gender equality and the empowerment of women on a global level. The Office of the Executive Director is responsible for providing vision, strategic planning and establishing priorities, leading the senior management team, leading advocacy as a global voice for women, ensuring coordination in the UN Common System, providing overall management and oversight and ensuring accountability to governance bodies.

Duties and Responsibilities

Within the relevant delegated authority, the Chief of Staff will be responsible for the following duties:

Strategic and advisory role on corporate planning/reporting, policy formulation and inter-agency relationship:  

  • Provide authoritative strategic advice and guidance to the Executive Director and the Senior Management Team on the vision, mission, mandate and operations of UN Women; 
  • Participate in the development of UN Women objectives and related policy formulation, development and implementation overall strategic planning and development of resource mobilization and business developments to achieve UN Women objectives;
  • Serve as focal point for interagency relationships and issues by attending meetings, taking notes and drawing conclusions on the political implications in UN Women and opportunities for interventions, partnerships, diplomacy, etc., which would require the active and direct intervention of the Executive Director;
  • Undertake coordination across the three pillars of UN Women on budgeting, strategic planning and corporate reporting.

Advisory services:

  • Advise the Executive Director on innovation and/or change management programmes, direction, etc., based on a review and evaluation of UN Women institutional performance and efficacy;
  • Serve as a member of the Executive Director’s Senior Management Team and provides advice and counsel in UN Women strategic discussion and development and policy setting;
  • Review and ensure quality control and high-quality standards of all outputs and communications that emanate from the Executive Director or are produced by the Bureau and Division heads in terms of quality, political impact, substance or presentation; that reports are clear, objective and based on comprehensive data and meet required standards before completion to ensure they comply with relevant mandates.

Representation and external relations:

  • Ensure active and open communication to and from the Executive Director’s office and keeps the Executive Director informed of critical issues requiring intervention, decision internally and externally;
  • Anticipate and respond to major policy and operational issues, under the direction of the Executive Director and in close consultation with the Senior Management Team;
  • Participate in international, regional or national meetings and provides programmatic/substantive expertise/information on gender equality issues;
  • Participate in or lead taskforces, working groups and meetings in support and on behalf of the Executive Director.

Administrative management of the Office of the Executive Director: 

  • Manages the Executive Director’s compact with the Secretary-General, to ensure objectives are met;
  • Supervise the overall functioning of the Office of the Executive Director, providing leadership and direction to the staff;
  • Provide managerial leadership and oversight to ensure the effective and efficient delivery of the UN Women mandate;
  • Report to legislative and oversight bodies on budget/programme performance or on programmatic/substantive issues as appropriate;
  • Promote a healthy working environment where staff members are provided with clear objectives, goals, direction, guidance and appropriate tools to enable them to meet their responsibilities effectively and efficiently.

Required Skills and Experience

Education: 

  • Master’s degree (or equivalent) in one or more of the following disciplines: gender issues, social sciences, business administration or management, public administration or other related fields. 

Experience: 

  • Over fifteen years of progressively responsible experience that combines strategic and managerial leadership in administration, business management, planning and operations in a large international and/or corporate organization preferably in the United Nation system and its organizations.

Language Requirements: 

  • Written and oral proficiency in English is required;
  • Working knowledge of another UN language is desirable.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
