Antecedentes
UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We work in four key areas of development: Democratic Governance, Poverty Reduction and Millennium Development Goals (MDGs), Conflict Prevention and Recovery, and Environment and Climate Change.
With funding support from the European Union, UNDP is initiating a project aimed at supporting the Supreme Court to strengthen the rule of law and enhance public trust in the judicial system by increasing the transparency, integrity and accountability of the judiciary and the quality of justice services provided to the people.
The project is supporting the Supreme Court in the implementation of its Blueprint for Judicial Reform 2010-2035 through the achievement of four results:
- Enhanced internal and external oversight mechanisms of the judiciary;
- Enhanced knowledge and skills of judges & court staff and strengthened capacity of the Supreme Court Training Centre;
- Enhanced human resource and organisation management via integrated human resource and performance management databases, an effective implementation of advanced human resources policies and a strengthened Judicial Reform Team Office (JRTO); and
- Enhanced Case Management System and procedures of the judiciary to improve transparency, quality of case data and decisions and timeliness of case handling.
Organisational Context
The Senior Technical Analyst (STA) will be responsible to support the Project in providing technical guidance and advice for the effective implementation of the project and achievement of the planned results. Likewise, s/he will also facilitate and promote coordination and collaboration with other actors such as donors and stakeholders in the sector.
Under the overall guidance of the Democractic Governance and Poverty Reduction Unit (DGPRU) Head and day-to-day supervision by the Programme Manager – Access to Justice, Participation and Representation (APR), the STA will contribute to the development of project work plans; expenditure and project implementation monitoring; provision of policy advice and technical support to both UNDP and the Supreme Court; support the CTA/Project Manager in providing guidance and direction to the project management team and other consultants/experts; ensure submission of required internal reports reports to the donor, and co-ordination with other project working in relevant areas; ensure knowledge management and external communications of the project are effectively and efficiently planned and implemented.
Deberes y responsabilidades
1. Supporting the CTA/Project Manager for proper oversight of project activities and results :
- Support CTA in providing advice to plan the activities of the Project and monitor progress in achieving results at the output, outcome and impact levels;
- Together with the CTA/Project Manager develop an effective monitoring and evaluation systems for regular reporting to national stakeholders and development partners;
- Support CTA in providing advice and direction on strategic and policy issues and
- Ensure gender sensitive activities are integrated in the programme plan and implementation strategy;
- Timely report on project status and provide strategic and policy advice to the Project Board on required follow-up and/or corrective actions in consultation with CTA ;
2. Provision of technical guidance for the overall management and administration of the project: :
- Support CTA in providing technical advice in developing baseline indicators for project monitoring and evaluation;
- Ensure coordination among different components of the project;
- Provide technical advice on justice and rule of law issues with a view to build national capacities and strengthening the rule of law;
- Support the delivery of the project;
- Provide technical input in the integration of cross-cutting issues, such as gender and human rights into project design, monitoring and evaluation;
- Support the CTA on the policy advice and technical support to government and other partners on justice sector reform focusing on the following results
- Povision of analysis to enable CTA finalize the strategic policy advice to government counterparts, donors and other partners on issues related to the rule of law, justice sector coordination, and access to justice, legal aid and human rights;
- As required, represent the project in national/international fora/discussions on rule of law;
- Provide analysis, data, presentation on substantive matters in connection with the preparation of Government and UNDP policy notes, statements, etc., for important events (e.g. donor coordination meeting, forums, international conferences, etc.);
3. Support the Project in knowledge management and external communication to build the capacity and knowledge of national counterparts:
- Provide analysis on based on best practices and lessons learned from the project for organizational sharing and learning as well as external information;
- Actively participate in UNDP knowledge and learning events and take advantage of best practices and lessons learned that are available in the region and globally;
- Create a culture of knowledge sharing and learning in the project;
- Timely implementation of recruitment plan to
- Support capacity and knowledge building of national counterparts through on- the job training, knowledge sharing workshops, publications and organization of study tours;

Habilidades y experiencia requeridas
Education:
Master or Bachelor’s degree in law.
Experience:
- Minimum with 7 years of relevant experience for candidate with Bachelor Degree or 3 years’ relevant experience for candidate with Master Degree in providing management advisory services, hands-on experience in democratic governance/justice sector and establishing inter-relationships among international organization and national governments.
- Solid experience on and skills in analytical work, programme/project development in the areas of development and providing technical and policy advice to governments.
- Working experience and networking with the justice organizations, CSOs, universities.
Language Requirements:
Fluency in written and spoken English and Indonesian is an absolute necessity;
Other Requirements:
- Demonstrated knowledge in programme and projects management.
- Understanding of government systems.
- Strong knowledge of justice sector reform, rule of law, and access to justice issues.
- Hands-on experience projects and programmes implementation.
- Experience in team management and leadership.

- Full time availability and travel for project management duties is essential.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of spreadsheet and database packages, and handling of web based management systems.
- Good knowledge about rules, procedures of UN/UNDP will be highly desirable.
