Background

Introduction:

Malaysia started preparing the Third National Communication (TNC)  and Biennial Update Report (BUR) for the United Nations Framework Convention on Climate Change in June 2014 under the UNDP/GEF enabling project “Third National Communications to the UNFCCC and Biennial Update Reporting for Malaysia”.

The goals and objectives of this enabling project are the following:

  • Assist Malaysia in meeting reporting requirements under Article 12 of the Convention and at the same time strengthen the country capabilities for the implementation of climate change reporting activities in a continuous manner;
  • Strengthen the technical and institutional capacities of Malaysian institutions to implement the Convention, as well as to assist the government to integrating climate change issues into sectoral and national development priorities in a more efficient way; and
  • Support Malaysia’s  Biennial Update Reporting.

The TNC/BUR project would take the national communications and biennial update report process a step further and would represent a strategic tool to integrate climate change considerations into sector policies and programs, as well as building on and linking to the already ongoing initiatives. The proposed project would look at the integration of climate change policies and measures with policies, strategies and programs of actions currently underway. As a result the TNC/BUR would create a key tool for decision makers at all levels by providing them with in depth mitigation and adaptation assessments and with continuous and solid climate data that would inform the policy design process.

The first BUR is scheduled for submission to the UNFCCC by December 2015.  The contents of the BUR report shall follow the guideline contained in UNFCCC Decision 2/CP17 Annex III – UNFCCC biennial update reporting guidelines for Parties not included in Annex I to the Convention.

The TNC/BUR project team consists of the National Project Director (NPD), the National Project Manager (NPM) and 6 Technical Working Groups. One of the 6 Technical Working Groups is the Technical Working Group on Mitigation. The Technical Working Group on  Mitigation has been assigned the responsibility for preparing the Mitigation Chapter for the BUR.

Duties and Responsibilities

Scope of work:

This consultancy is to seek the services of a consultant to assess mitigation actions and develop the mitigation chapter for the first BUR under the supervision and guidance of the Technical Working Group on Mitigation through its Chairperson. He/She shall report to the TNC/BUR National Project Director and TNC/BUR National Project Manager on a regular basis.

He/She will undertake the following tasks:

  • Collect and compile information and data on the  list of mitigation actions  as identified by the Technical Working Group on Mitigation.

Analyse the data and information collected on:

  • Actions that result in a deviation from the BAU Scenario;
  • How the mitigation actions are or could be measured, reported and verified (MRV).

Organize the collected data according to the type and scope of the mitigation activities, including:

  • The type of activity;
  • The scale of the activity;
  • The means by which emissions are reduced or avoided;
  • The extent of deviation from the BAU scenario;
  • The measurement activities
  • The means and modality of reporting; and
  • The means and modalities of verification.

Summarize the data in tabular format that is clear, conscise and comprehensive; Prepare the Mitigation Chapter of the first BUR that include:

  • Introduction;
  • Mitigation Assessment;
  • Description of Mitigation Actions in Tabular Format;
  • Measurement, Reporting and Verification (MRV);
  • International market mechanisms;
  • Conclusion.

 The write-up for the MRV  part of the chapter shall be drafted in consultation with the Technical Working Group on MRV. For scope 1 to 4, a study report shall be made upon completion of those scope.

Methodology:

The consultant will employ a number of investigative, analytical and consultative methods and tools to complete his/her tasks:

  • Data/Information collection from public domains, reports and official documents;
  • Desk research;
  • Interviews with key stakeholders (Ministries/Agencies/Departments/Owners and Beneficiaries of Programmes of initiatives/programmes);
  • Stakeholder consultations through ad-hoc meetings, and meetings of the Technical Working Group on Mitigation and its five Sub Working Groups (Energy, Industrial Processes, LULUCF, Agriculture and Waste) and the Technical Working Group on MRV;
  • Help facilitate a stakeholder’s consultation workshop to prepare the Mitigation Chapter.

Handling of data information and documents:

  • All data, information and documents obtained under this assignment is the property of the Government of Malaysia and be treated as strictly confidential;
  • No such information shall be used by the Consultant for any other purpose other than the preparation of the Mitigation Chapter for the BUR unless  with written permission from Ministry of Natural Resources and Environment Malaysia  and UNDP;
  • All soft and hard copies of the data, information and documents must be returned to the Division of Environment Management and Climate Change, Ministry of Natural Resources and Environment Malaysia  upon completion of this assignment.

Expected Output:

  • Mitigation Chapter for the BUR that includes a tabular compilation of  the mitigation actions;
  • A study report covering tasks 1 to 4 under the Scope of Work.

Duration:

  • The consultancy will require 5 man-months to be completed in 8 months starting from 16th November 2014 to 15th July 2015.

Deliverables & Timeline:

  • The Consultant shall be responsible for the delivery, content, technical quality and accuracy of the reports in accordance to the following timeline;
  • All activities shall be reported and deliverables to be submitted to the TNC/BUR National Project Director, Ministry of Natural Resources and Environment through the TNC/BUR National Project Manager.

Deliverables (Timeline):

  • Submission of  work plan and methodology - By 15th Dec  2014;
  • Submission of first draft of the Mitigation Chapter for the BUR - By 15st Mar 2015;
  • Submission of final draft of the Mitigation Chapter for the BUR -  By 30th  Apr  2015;
  • Submission of final study report - By 15th July 2015.

Terms of Payment:

The fee is payable upon satisfactory completion and acceptance of the deliverables by the Ministry of Natural Resources and Environment Malaysia and UNDP Malaysia. Breakdown and schedule of payments are as follows:

  • 10 % upon  satisfactory submission and acceptance of work plan and methodology;
  • 30 % upon satisfactory submission and acceptance of first draft of the Mitigation Chapter for the BUR;
  • 30 % upon satisfactory submission and acceptance of final draft of the Mitigation Chapter for the BUR;
  • 30 % upon satisfactory submission and acceptance of the final study report.

Required Skills and Experience

Education:

  • Minimum Master’s degree, preferably in environmental science,  climate change or a relevant subject;
  • Bachelor’s degree with more than 10 years of experience in climate change mitigation can be considered in lieu of the Master’s degree.

Experience:

  • At least 8 years experience in climate change mitigation;
  • Experience in implementation of programmes that have mitigation benefits is an advantage;
  • Prior experience either through involvement in the National Communications for UNFCCC process or similar is an advantage.
  • Minimum 8 years of relevant professional experience in GHG emission reduction, climate change mitigation in the energy including trasport, industrial processes, LULUCF, agriculture and/or waste sectors;
  • Demonstrated previous experience on greenhouse gas (GHG) emission reduction analysis or initiatives, climate change mitigation and/or other relevant areas in Malaysia is a requirement;
  • Possess  deep and comprehensive understanding of greenhouse gas (GHG) accounting, including activities that  produce, reduce, or avoid GHG emissions, or that sequester atmospheric GHGs;
  • Have a broad understanding of business-as-usual (BAU) scenarios and their determination;
  • Have a clear understanding of how mitigation scenarios result in reduced emissions and emissions that deviate from the BAU scenario.

Language:

  • Excellent command of  spoken and written English.
