Background

UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP's Regional Bureau for Europe and the CIS (RBEC) with its Regional Service Centre located in Istanbul serves countries in Central and Eastern Europe and the former Soviet Union. There are also other outposted UNDP units collocated at the Regional hub in Istanbul. The Regional Service Centre (RSC) is UNDP’s main knowledge and advisory hub for the countries in Eastern Europe and the CIS. RSC will host more than 100 staff from different countries around the globe. Some international staff members are interested in taking Turkish language classes in the premises of the RSC (till the end of 2014 – Eminonu area; since January 2015 – Sisli district) during 2014-2015. Turkish language courses for UNDP staff are essential for their proper settling in and living in Istanbul. It is important for them to understand the language and gain the knowledge quickly, that is why an intensive methodology should be applied by a teacher.

Objectives of the assignment:     
Objective of the assignment is for UNDP international staff to quickly learn Turkish language for everyday use.  

Duties and Responsibilities

Group Turkish language classes coordination and delivery to the RSC

  • Number of groups will be defined based on the interest from staff. Initial plan is for 2-3 groups. Max group size – 10 persons;
  • Each session will consist of 60 min. It is expected that there will be approximately two classes per week considering that these would be held in a certain time (time schedule to be agreed separately); 
  • Interested staff may be divided up into proficiency level groups as some staff may have basic Turkish language skills;
  • If needed an initial testing may be included for the creation of groups (it is important to note that some of the groups may be larger than the others, the number of students would be agreed according to their language proficiency level).

Individual Turkish language classes coordination and delivery to the RSC

  • Number of classed will be defined based on interest from staff (estimated from 1-2 classes per week), each session will consist of 60 min.

Regular reporting to RSC Learning Manager on attendance, planning and progress 

 

Competencies

  • Extensive experience in delivering Turkish language classes to non-native speakers;
  • Excellent communication and teaching skills;
  • Experience in handling diverse groups of people having busy work portfolio.

Required Skills and Experience

Education:

  • At least Bachelor degree  in social sciences is required. University (Bachelor or Master) degree or post graduate degree in education and  linguistics is an asset;

Experience:

  • Minimum 5 years of experience in teaching Turkish to English speaking foreigners;
  • Certification/diploma/degree in teaching Turkish as a foreign language is an asset. 
  • Background in adult education.

Language skills:

  • Professional fluency in English language and native Turkish language.

 

Evaluation of Applicants:

Applicants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) Having received the highest score out of a pre-determined set of weighted technical (P11 desk reviews and interviews) and financial criteria specific to the solicitation. 

Only those individual consultants who obtained at least 70% of points in each of the steps of the process will be considered for financial proposal evaluation.

Technical Criteria - 70% of total evaluation – max. 70 points:

  • Criteria A (education) – max. points: 10;
  • Criteria B (years of teaching Turkish to foreigners)- max. points: 10;
  • Criteria C (quality of proposal of methodology for organizing the classes) – max. points: 5;
  • Criteria D (qualification as certified teacher for teaching Turkish to English speakers)  - max. points: 10
  • Criteria E – (relevancy of the background knowledge and experience in adult education) max. points:  5 
  • Criteria F – interview  (Communication skills) – max. points: 10 points, 
  • Criteria G – interview  (Technical skills) – max. points: 20.

Financial Criteria - 30% of total evaluation – max. 30 points

  • Financial Proposal* - all-inclusive hourly rate (incl. all associated costs and taxes) in TRY for the tasks defined in this announcement specifying a) cost of one lesson (60 mins) for a group, b) cost of one lesson (60 mins) for an individual.

*Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of services...). 
Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner. 

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
