Loan Management Unit (LMU), UNDP-Iraq is to facilitate loan funded development projects in Iraq by providing capacity building and technical support to the Government of Iraq (GoI). The support will target procurement and financial management during the project implementation. In addition, the LMU will act as the Fiduciary Monitoring Agent on behalf of GoI and Japan International Cooperation Agency (JICA).
The key project implementation activities in ODA loan, such as procurement, project management and financial management, are initiated and undertaken by concerned ministries and agencies of GoI. JICA and GoI need to ensure that the project implementation is undertaken in an accountable, transparent and efficient manner in line with JICA guidelines and procedures and that all loans are properly used for purpose of achieving each project’s objectives. As one adequate and sound monitoring mechanism to ensure accountability, transparency and efficiency in project implementation and usage of loan money, in particular for the activities related to procurement and financial management, GoI, GoJ and JICA agreed to establish a joint Monitoring Committee (M/C) to meet on a quarterly basis.
LMU is appointed by JICA with the endorsement of GoI to play the role of the Support Unit to the M/C. LMU monitors and verifies the fiduciary compliance, including procurement and financial management and physical verification of the activities and report to JICA and the M/C. Also, to accelerate project implementation, LMU identifies any bottlenecks and obstacles related to implementation of the projects and give guidance and advice to the implementing line ministries in order to resolve these issues. This process will contribute to the capacity development of the PMTs under each implementing line ministry. LMU has the dual roles of (i) supporting JICA’s monitoring capacity and the M/C’s activities to ensure that projects are implemented in a transparent and accountable manner in accordance with JICA’s rules and procedures; and (ii) supporting GoI, especially Project Management Teams established in implementing ministries of GoI (PMTs), to strengthen its capacity to implement the projects in line with international standards and to execute the loan through technical and procedural support.
Devoirs et responsabilités
Under the direct supervision of the Team Leader of LMU, the Assistant Programme Officer is responsible in cooperating with the Expert in Basra for coordinating with PMTs in southern part of Iraq (Al-Basra, Misan, Dhi Qar and Al-Muthan’na), the number of projects can be seven. The Assistant Programme Officer should comply with the provisions of the UNDP–JICA Project Agreement for Partnership Services for Support Unit to the Monitoring Committee on the Japanese ODA Loan Project (Fiduciary Monitoring Agent) and the ToR of the Support Unit. The Assistant Programme Officer is specifically responsible for the following:
- Prepare site-visit monitoring reports and minutes of meeting for the projects under the ODA Loan;
- Conducting missions inside and outside Iraq;
- Assist in the establishment of the communication mechanism to efficiently and effectively report to LMU on the activities and actions of LMU;
- Assist in establishing, developing, and maintaining LMU’s activities in southern part of Iraq and coordinating with PMTs, the implementing ministries/agencies and local governments;
- In close consultation with LMU, jointly develop draft guidelines to establish PMTs;
- Advise and guide PMTs to implement the recommendations in effective and efficient manners;
- Ensure the smooth and timely implementation of ODA Loan projects through assisting the LMU in identifying obstacles and bottlenecks, and support PMTs, the competent GoI and local governments in solving them;
- Assist in arranging necessary meetings with PMTs and local governments to update the progress of the project implementation on behalf of the LMU and prepare the minutes;
- Ensure the proper and timely submission of the procurement and financial reports from implementing line ministries/agencies;
- Facilitate project site visits in close consultation with LMU;
- Facilitate in the capacity building by the LMU for PMTs, implementing line ministries/agencies;
- Any other support required to ensure the smooth and timely implementation of ODA Loan projects;
- Coordinate with the assigned project staff within the LMU to share the updated information when required;
- Participate in the M/C to be held in Baghdad on a quarterly basis.
- Assist the administration of LMU.

Qualifications et expériences requises
Education: Bachelor’s degree in Business / Public Administration/Economics or Engineering.
(Master’s degree will be considered an asset).
Experience: A minimum of 2 years of relevant professional experience in project management, and Contract Management.
Working experience in the infrastructure development project would be a great asset.
Working experience of project management with international financial institutions or an international development agency would be considered as important assets.
Language Requirements: Fluency in English and Arabic .
