Historique

Context: Over the past ten years, the situation in Kosovo has evolved dramatically. Beyond the immediate peacekeeping needs - critical after the conflict of 1999 – reconstruction of houses and infrastructure has been achieved, democratic institutions are in place and a legislative framework exists as a foundation for the development of a market economy. However, serious challenges remain to be met. Institutions are still young and fragile, unemployment runs high and private investments are made in non-productive areas.
 
Mission: UNDP's energies in Kosovo are directed to restoring confidence amongst Kosovo's key stakeholders. UNDP strives to achieve its goal through programmes that target security and rule of law, job creation, sustainable assistance to minorities and returns, and strengthening local institutions at the central, municipal and community level. Using its flagship publications, the Kosovo Human Development and the Public Pulse -Reports, UNDP Kosovo seeks to better understand the local needs and it targets its interventions to meet these needs, particularly the ones of the most vulnerable in the society. All the UNDP programmes are designed within one single aim: to contribute to a meaningful long-term development process, which should become self-sustainable.
 
Vision: UNDP works very closely with the Government and the Civil Society and in partnership with the international community to bring solutions that would help meet the identified challenges and address the needs and hopes of the Kosovar people, with a special concern for the most vulnerable groups. UNDP's efforts in Kosovo aim at contributing to a bright future for Kosovo and its integration in the region and in the European structures.
 
The Office: UNDP Kosovo is staffed by a mix of local and international employees, with various expertise and experiences. They work to support UNDP flagship programmes such as:

Project Background:

UN Women, the United Nations Development Programme (UNDP), and the European Union, have partnered in a joint programme that pilots a model for EU/UN collaboration on women, peace and security matters in three post-conflict locations. This programme aims to build upon UN Women’s institutional expertise in women’s empowerment and gender-sensitive post-conflict programming, UNDP’s extensive field presence and programming on gender equality, and the European Union’s political leverage and access to decision-making processes.
The goal of this two-year programme is to ensure greater participation of women in peace building and post-conflict planning. To advance towards this goal, the capacity and coordination of the relevant EU and UN institutions and actors will be strengthened, and regular spaces for dialogue with women’s civil society will be established following up on the model established in 2010 with the Open Days on Women, Peace and Security. Some key results of this programme will include the elaboration and adoption of country-specific strategies for the implementation of the EU Comprehensive Approach on 1325 and 1820, the formalization of local coordination mechanisms between the UN and the EU on Women Peace and Security matters, and support to civil society organizations and women leaders to participate in peace building and post-conflict planning processes, conduct inter-ethnic peace dialogues, gain access to peace building funds and micro-grants, and lead high-visibility advocacy initiatives. UN Women is Project leading agency and main responsible for the implementation while UNDP’s role is to deliver on the three activities as per set work plan:

  • Mapping of all activities/initiatives on women, peace and security by the United Nations, the European Union and the EU Member States and will collate in a database for use by UN, EU and participating NGOs;
  • Dialogues with Men’s, Women’s and youth groups in 9 targeted municipalities and will involve safety community committees and relevant municipal staff;
  • Development and dissemination of programme knowledge product that will include a review of the impact (positive or negative) on WPS of selected EU cooperation projects, and an analysis of the drivers of and obstacles to change (including political and economic constraints).

 

 

Devoirs et responsabilités

 Under the supervision of the Gender  Programme Associate, the intern will:

  • Support PRGC and Gender Programme Associate during the implementation of EU/UNW/UNDP joint project Enhancing Women’s Participation in Peace building and Post-Conflict Planning in Kosovo (UNSCR 1244);
  • Assist in the preparation of field visits, special events, coordination of meetings,  for the targeted municipalities, including the development of background materials and other relevant reports and documentation as per work plan of the project;
  • Assist the work of the PRGC Team in implementing and monitoring activities under the programme guideline for the  Municipalities targeted and for the implementing partners within the project framework;
  • Ensure logistics are properly undertaken pertaining to the organization of workshops, seminars, events, and other activities and prepares relevant budgets and participant lists – based on the work plan and expected deliverables of the project;
  • Assist the Gender Programme Associate in the activities related to capacity-development of CSOs to monitor the implementation of Gender Action Plans in 11 target municipalities
  • Assist the Gender Programme Associate and the PRGC Team in collaborative activities with DOKUFEST related to training young women and men in filmmaking, including presentations on integrating a gender angle in their storytelling
  • Assist in drafting correspondence, reports and ensure translation as necessary;
  • Ensure close coordination and communication with UN Women staff and in line with the EU/UNW/UNDP programme communication strategy
  • In close collaboration with UN Women/ EU/UNDP communication team, assists in regularly updating the content of the UNDP website and for the quality of the content in regard to this project;
  • Assists in maintaining a photo database that contains images expressive of the issues, actions and results of the project
  • Assists the provision of administrative services
  • Assists in other gender equality and women’s empowerment related activities within the scope of UNDP work.

Qualifications et expériences requises

Education:

  • University degree in Social Sciences or related field. (MA in any social science or gender related field will be an advantage);
  • Ability to analyze and apply Women Peace and Security concepts to the local development field;
  • Ability to work in multi-cultural environment;
  • Good knowledge of Kosovo’s political context and challenges;
  • Previous experience as a volunteer at local, national or international levels is a distinct advantage.
  • Enrolled in a degree programme in a graduate school (second university degree or higher) such as social science or related field at the time of application and during the internship (if a candidate is graduating before the internship period begins, they are no longer eligible); and
  • Not have graduated prior to the beginning of the internship.

Experience and skills:

  • Possesses solid understanding of human development with focus on gender equality and women’s empowerment with a strong commitment to poverty reduction;
  • Excellent computer skills (MS Office);
  • Experience in Statistical Package for Social Sciences (SPSS or/and STATA) is an advantage

Languages:

  • Proficiency in English both written and verbal is essential
