Background

As an extension of the UNDP Regional Bureau for Africa, the UNDP Regional Service Center for Africa (RSCA), based in Addis Ababa, Ethiopia, serves UNDP’s 46 Country Offices in Africa and implements UNDP’s regional programme on the continent. It provides on-demand policy and programme advisory services to its country-based and regional clients. Critical to the RSCA’s service-centred mandate and work is an effective and efficient process of (1) establishing, prioritizing and responding to the demand of its clients in a timely and transparent manner; (2) tracking its services both quantitatively and qualitatively; and (3) generate on-time management information for continuous learning and service improvement.

Duties and Responsibilities

The RSCA is seeking an international consultant with relevant experience and expertise in IT system design, business process management and reporting. The consultant will be expected to:

  • Review and analyze the current online service tracking system against RSCA business needs and requirements going forward;
  • Modify the structure of the current RSCA service tracking system to ensure full alignment with the programmatic priorities and reporting requirements of the UNDP Strategic Plan 2014-2017;
  • Enhance the current RSCA service tracking system through a seamless, online integration (workflow) of key business processes such as travel authorizations, claims and payments;
  • Simplify the current RSCA service tracking system and related administrative processes through a significant reduction in currently paper-based process steps and interfaces;
  • In this regard, develop user-friendly interfaces and transparent business processes, which can be monitored easily and transparently, based on clear accountabilities;
  • Develop a web-based portal for RSCA services, which through an automated registry system, captures requests for services from the point of request entry to the completion of services, inclusive of clearly established user and data entry rights.
  • Design comprehensive and aggregate management information and reporting tools, which capture the volume, type, quality and cost of services provided;
  • Explore the suitability and feasibility of developing a web-based RSC services application (“app”) to facilitate mobile communication and access to information.

  • A proven track record and hands-on in IT systems design and engineering, focused on online tools and platforms;
  • Strong analytical skills;
  • The ability to transform complex processes into practical and integrated online tools;
  • Good working knowledge of UNDP IT systems, tools and applications;
  • Creative and user-and solution-oriented approach in transforming paper-based processes to online processes;
  • Demonstrable SharePoint Development Skills;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Highest standards of integrity, discretion and loyalty.

Required Skills and Experience

Academic Qualifications:

  • Master’s Degree in IT/Information Science/Computer Engineering or a Bachelor degree of the same area of discipline;

Years of experience:

  • 7 years of work experience with IT/Information Science/Computer Engineering or with a Bachelor degree of the same with 10 years relevant work experience;

Language and other skills:          

  • Fluency in English, conversational knowledge of French is an asset.
