Background

The United Nations Millennium Declaration was adopted in 2000 by world leaders, committing their countries to a new global partnership to reduce extreme poverty and setting out time-bound goals on meeting the needs of the world’s poorest. These goals, to be achieved by 2015, formed the basis for what are now known as the eight Millennium Development Goals, which have been broken down into 21 quantified targets that are measured by 60 indicators.
 
As was outlined in the report of the Secretary to the General Assembly in September 2011, the UN system’s process of developing a new framework post-2015 is likely to have the best development impact if it emerges from an inclusive, open and transparent process with multi-stakeholder participation. For the past 9 years, the UN Millennium Campaign has led UN efforts to build partnerships with civil society, private sector and citizens to contribute to the achievement of the MDGs. This has been done through the use innovative communications campaigns, advocacy, social mobilization and policy dialogue. The focus has been to seek to influence policy, the generation, allocation and effective use of resources, ways of working and the democratic governance environment to accelerate the progress toward MDG achievement. 
 
In this regard, the UN Millennium Campaign is taking the lead in designing and implementing a strategy for outreach to stakeholders; both within and outside the UN including key leaders across civil society. Our post-2015 outreach is an attempt to bring the voice of citizens, civil society and the myriad of other stakeholders directly into the debates and conversations that will shape the development agenda. 
 
MY World 2015, a global options survey, has been designed and developed to ask citizens what would make the most difference to their lives and that of their families. It will be disseminated through different channels to ensure both scale (to create political and media traction) and representativeness (for credibility of the results). It is envisaged that MY World will continue to 2015 and help to develop an engaged constituency to strengthen accountability for the next development agenda.

The World We Want 2015 is an innovative online platform created by the United Nations and civil society to amplify people's voices in the process of building a global agenda for sustainable development. Curating global conversations and feeding into the post-2015 discussions, the “World We Want 2015” platform (WWW2015) steers discussions on the post-2015 agenda and enhances civil society’s participation to ensure that people’s voices are taken into consideration when drafting the new development agenda. It is a unique online space that applies innovative techniques to data mining and visualization, thereby displaying data in a people friendly format. The WWW2015 platform hosts official UN and civil society open consultations for post-2015 and consolidate civil society input to policy-making. Led by the Policy and Strategy Group for WWW2015, formed by various civil society organizations and UN institutions, the platform is facilitated by UN Development Group (UNDG) and managed by the UN Millennium Campaign (UNMC).
  
Given this continuous push and building upon the expertise of the UNMC Project Consultant is expected to support the UNMC team, under the guidance of the Policy Strategy Group co-Chairs, in communicating WWW 2015 news and updates through social media engagement, more specifically through LinkedIn, blog contribution, Facebook and twitter. The consultant will liaise with WWW2015 civil society and community partners in communications matters. Under the supervision of the MY World Project Manager, the consultant is also expected to support in mobilizing Chinese constituencies to increase the number of people taking the MY World survey through supporting the build up of partnerships within the UN and with organizations in China. Finally, the consultant is expected to be actively promoting the MY World 2015 survey and motivated in providing substantive support to the campaign through engagement with regional partners, CSO outreach, student and campus mobilization and/or social media engagement with special emphasis in Asia and China.

Duties and Responsibilities

Functions / Key Results Expected:
 
The consultant will be co-reporting to the My World 2015 Project Manager and Lead UNMC/Policy Strategy Group co-Chair. And specifically on social media messaging, s/he will be working closely with the communication consultant. The Consultant is expected to contribute to the following results:

MY World 2015 Responsibilities:

  • Support the organization of MY World partner events and meetings/teleconferences.
  • Support the production of tools and materials for MY World partners.
  • Promoting MY World 2015 in China through online and offline outreach with partners, including coordination with third-party technology partners; 
  • Provide support with the coordination with other UN Communications teams in China engagement;
  • Provide design and layout support, including support to the UNMC’s communication team in the rolling out of various campaign efforts; 
  • Create visual reports using MY World data;
  • Provide communications and implementation support for MY World 2015 events targeted to media and social media;
  • Support the engagement of new and existing partnerships in Asia as focal point.

World We Want 2015 Responsibilities:

  • Lead on World We Want 2015 and provide support to other campaign social media channels, (blog, twitter, YouTube, LinkedIn and Facebook) to communicate key messages, highlight achievements, promote events and activities and work with team to ensure the dissemination of activities across social media platforms, in disseminating toolkits and preparing communications internally and externally;
  • Promoting World We Want 2015 and its Trends in China through online and offline outreach;
  • Maintaining centralized repository storage of World We Want 2015’s communication material (pictures, video, etc.);
  • Coordinating all World We Want 2015 social media sites;
  • Organizing and manage materials and posts on all World We Want 2015 social media; 
  • Bringing social media and technology partners together around post 2015 choices, web platforms, and social media accounts; 
  • Writing and arranging the World We Want 2015 communications memo for Policy Strategy Group members; 
  • Supporting in creating visual reports using World We Want 2015 data;
  • Writing World We Want 2015 weekly blog stories and events press releases;
  • Undertake a process documentation of World We Want 2015 .

Deliverables:

  • Management of all communications material submitted by World We Want 2015 Policy Strategy Group members and partners;
  • Engagement of MY World and World We Want 2015 partners in Asia Pacific and China through preparation of mobilization material, communication, methodology and coordination; 
  • Maintenance of all World We Want 2015 social media sites; 
  • Active promotion of MY World and World We Want 2015 in China by building partnerships;
  • Updated Blog content on blog.myworld2015.org and press releases on worldwewant2015.org/peoplesvoices.

Required Skills and Experience

Education:

  • Master's Degree or equivalent Advanced Degree in international affairs, international development or related fields. 

Experience:

  • 2+ years experience in public relations, communications and community outreach preferably with the international organizations and/or public sector, experience in China is a plus
  • Understanding of political and economic issues in the region of intervention; 
  • MS Office skills; Generally excellent computer skills; 
  • Experience in the use of computers and office software packages (MS Word, Movie Editing, Excel, etc.), good knowledge and experience in handling of web based information management systems and web design is an additional asset. . 

Language:

  • Fluency in English and Chinese; 
  • Any other language is an asset.
