Antecedentes

UNDP works to support inclusive and sustainable growth through initiatives that address local economic development along with other intervention areas. Among the initiatives that support local economic development, UNDP works on local tourism as a means to strengthen local development and competitiveness.

UNDP Turkey and Ministry of Culture and Tourism have implemented community –based and cultural tourism initiatives in cooperation since 2007. Based on the experience, expertise and networks established through these initiatives, UNDP and the MOCT decided to expand their current cooperation in strengthening national and local capacities on sustainable/community-based tourism with a programmatic approach through implementation of different projects. Currently, implementation of two different projects namely Future Lies in Tourism Support Fund (funded by Efes Pilsen) and Capacity Development for Community-Based Tourism has been approved. It is anticipated that the community-based tourism program may include new projects in the future.

The community-based tourism initiatives of UNDP and the MOCT aim at strengthening national capacities and local capacities for sustainable community-based tourism as well as contributing to the local economic development.

Community based tourism initiatives will be addressed under the Local Socio-Economic Development Cluster (LSED) under the Inclusive and Sustainable Growth (ISG) Portfolio. For an effective and result-oriented day to day implementation of the projects of community-based tourism program in a timely manner, a Project Associate will be recruited. The Project Associate will directly report to the UNDP Cluster Manager under the overall supervision of the Portfolio Manager and the National Project Coordinators assigned at the National Implementing Agency which is currently Ministry of Culture and Tourism (MoCT). The Project Associate will be responsible for both currently approved sustainable/community –based projects as well as the newly improved and designed projects designed under the scope of program.

Summary of Key Functions

  • Support to the implementation of the Community-Based Tourism Projects in an effective and timely manner
  • Support to maintaining of strategic and operational partnerships between UNDP and Ministry of Culture and Tourism and the donors as well as other relevant institutions for smooth implementation of the projects and the delivery of the expected results
  • Support to development of new initiatives in the area of Sustainable-Community Based Tourism

1. Support to ensuring the implementation of the Community-Based Tourism Programme Projects in an effective and timely manner through following tasks and duties :

  • Providing administrative, operational and logistical support for the achievement of the outcomes of the projects in a timely manner;
  • Ensuring that all relevant documentation of the projects is properly filed;
  • Preparing correspondences relating to the implementation of the projects;
  • Maintaining data on projects’ expenditures;
  • Controlling the expenditures of the projects and ensure adequate management of the financial resources provided;
  • Preparing financial reports to be submitted to project management and donor when required;
  • Issuing the project-related payments and ensuring that all payments are proceeded in a timely manner in line with the UNDP’s financial rules and regulations;
  • Participating workshops, meeting, missions in the project field when needed;
  • Making logistical arrangements for the missions of the project team, consultants and any other relevant actors to the project field;
  • Acting as the key focal point for the day to day implementation of the projects, with specific focus on the Future Lies in Tourism Fund, funded by Anadolu Efes;
  • Making program-related translations when needed;
  • Proving input on the terms of references for the services and goods that will be required for the smooth implementation of the project when required;
  • Taking all necessary steps for the contractual procedures for the procurement of the goods and services as well as Individual Contracts are taken place in line with UNDP’s rules and regulations;
  • Providing required inputs on the preparing result-oriented, top quality progress reports in a timely manner and submitting them to the Project Management;
  • Ensuring that all relevant documentation for the realistic substantial or administrative amendments and/or budget revisions and following that all relevant documents are submitted for Government’s signature on time and in accordance with the established financial procedures-

2. Support to the establishment of the strategic and operational partnerships between UNDP and Ministry of Culture and Tourism and the donors as well as other relevant institutions for smooth implementation of the projects and the delivery of the expected results through following tasks and duties:

  • Support to the establishing the coordination and information flow between UNDP, the MOCT, the donors (Anadolu Efes, etc.) and other relevant institutions on project activities and results achieved;
  • Support to ensuring that relevant monitoring tools such as monitoring missions, progress reports and Steering Committee meetings are used as per the project document provisions;
  • Support to the preparing the briefs , memos, meeting minutes, web site updates as needed;

 3. Support to development of new initiatives in the area of Sustainable-Community Based Tourism

  • Support Cluster and portfolio manager’s programming work in the area of Sustainable Community-based Tourism;
  • Provide support in preparation of the project documents, budgets and Concept Notes of the newly developed programmes and projects;
  • Support in identifying and building on the existing programmes, initiatives and networks in the area of Sustainable Community-based Tourism.

Impact of Results

The key results have an impact on the overall success of the programme and reaching UNDCS/ CPD goals. In particular, the key results have an impact on the smooth and effective implementation of the projects on a timely manner.

Habilidades y experiencia requeridas

Education:

  • Bachelor’s Degree in Public Administration, Business Administration, Economics, Political Sciences, Social Sciences or related field.
  • Demonstrated academic background in regional development, planning, tourism management, culture is an asset

Experience:

  • At least 6 years of Professional experience
  • At least 4 Years of professional experience in administrative support functions
  • At least 3 years of specific experience in project/programme management in the area of development
  • Experience in the use of computers and office software packages,
  • Experience in handling of web based management systems.
  • Prior working experience with government institutions is an asset.
  • Prior experience in monitoring and evaluation of development projects is an asset.
  • Prior experience in grant management/monitoring is an asset
  • Prior working experience with international organizations is an asset
  • Previous academic studies and/or previous experience on community-based tourism initiatives in Turkey is an asset

 Language Requirements:

 Fluency in English and Turkish.

  • Professional experience gained in an international setting is considered international experience,
  • Experience gained prior to completion of undergraduate studies is not considered professional experience

Incumbent will be duty-stationed in Ankara but may be requested to travel to project sites. The incumbent will be trained by relevant UNDP personnel on UNDP’s POPP, and utilization of the ATLAS (UNDP’s corporate ERP system).
