UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
In response to calls from gender equality advocates for increased accountability for implementation of gender equality commitments in economic policies and financing decisions related to aid and domestic resources, UN Women is implementing the programme Increasing Accountability in Financing for Gender Equality (2012-2015) funded by the EU and Spain. The programme aims at increasing the volume and effective use of aid and domestic resources to implement national commitments to gender equality and women's empowerment. The programme is being implemented in 15 countries (Ethiopia, Haiti, Honduras, Jordan, Kyrgyzstan, Nicaragua, oPt, Senegal, Ukraine, Cameroon, Tanzania, Nepal, Peru, Bolivia and Rwanda) in close partnership with the European Commission (EC), ITC/ILO building on the results of collaboration in the area of gender responsive budgeting and aid effectiveness carried out over the past years.
In Jordan, the programme will focus on support national efforts on:
- Support the efforts of national partners in the development of the Strategy on Gender Equality with defined targets, financing and implementation arrangements aligned with the Medium Term Development Framework;
- Strengthening capacities of CSOs, women’s organizations, parliamentarians and the media to participate in planning and monitoring of sectoral budgets, and to demand accountability for gender equality;
- Strengthening capacities of government partners and donor organizations on development and aid effectiveness and incorporation gender priorities in sectoral plans and budgets.

Objectives of the Assignment:
Under the direct supervision of the project manager, the consultant will have to undertake the following tasks, which include, but not limited to:
- Conduct gender responsive analysis /Mapping study of donor aid and commitment to gender equality and women’s empowerment( from 2012-2014) considering 2012 as a baseline;
- Assess the volume of aid to implement national commitments to gender equality and women’s empowerment;
- Asses to which extent gender is integrated in donor policy documents formulated during the implementation of the programme;
- Asses to which extent gender is integrated in donor’s policy dialogue;
- Asses to which extent gender indicators are included in performance assessment/joint reviews carried out by donors;
- Asses to which extent gender is included in joint reviews, TOR’s/reports and performance assessment frameworks;
- Assess to which extent gender responsive aid is discussed in donor’s group on budget support;
- Asses to which extent gender equality experts participate in donor conferences on financing and to which extent their recommendations are incorporated;
- Assess to which extent gender expertise is utilized by bilateral and multilateral donors for the design of joint needs assessments ,evaluations ,joint review,project documents,and PAF’s;
- Present the findings of the study to different stakeholders (Governmental, Non-Governmental &donors) as requested;
- Document the experiences and lessons learned on donor practices to achieve gender equality;
- Conduct a validation workshop to discuss the results of the study and draw recommendations;
- Incorporate the comments after the validation workshop;
- Submit to UNWomen a final approved study;
- Conduct three awareness meetings/workshop with main donors on Gender and GRB to increase and influence the donor's commitment to gender and women issues.
Work and Deliverables:
- Submission of a first draft of the Mapping study;
- Submission of the final approved Mapping study;
- Submission of a report on experiences and lessons learned on donor practices;
- Submission of a summarization of all produced reports in a presentation form;
- Submission of training reports.

Qualifications et expériences requises
Education:
- Advanced degree (preferably PhD) in in economics, international development, public administration, international relations or a related discipline.
Experience:
- A minimum of 5 years of progressively responsible experience at national and international levels, dealing with gender equality, local development, public administration and social policies with specific expertise on gender responsive budgeting (GRB) and public finance;
- At least two years proven record of working /collaborating with donors on issues related to gender and drafting reports or assessments;
- At least 4 years proven experiences in drafting reports and conducting assessments;
- Proven experience in working with international organizations.
Language:
- Excellent knowledge of English oral/written is required. Knowledge of Arabic is an additional asset.
