DSRSG/RC/HC’s office in Haiti
The mandate of the Office of the DSRSG/RC/HC is (a) to ensure a coherent, integrated approach between the United Nations Country Team, MINUSTAH, the Office for the Coordination of Humanitarian Affairs (OCHA) and humanitarian partners, in the planning and implementation of the UN development and humanitarian mandate, and (b) to ensure coordination with the United Nations Country Team, MINUSTAH sections, Humanitarian Country Team and major donors in matters concerning good governance, development and humanitarian activities, in a way that is supportive of national priorities, that strengthens national leadership and institutional capacities and is inclusive of civil society participation in national decision-making processes.
The DSRSG/RC/HC in Haiti coordinates the operations of the UN agencies, funds and programs, and is directly responsible for MINUSTAH’s Civil Affairs Section, Child Protection Unit, and the HIV/AIDS Unit. The DSRSG/RC/HC is also entrusted with the overall responsibility to move the aid effectiveness agenda forward, leading the group of the main donors in Haiti - the G12+.

Project Description:
The Office of the Deputy Special Representative of the Secretary General/Resident Coordinator and Humanitarian Coordinator in Haiti will coordinate the publication of the joint UN report five years following the earthquake of January 2010 and organize a programme of commemoration events for January 12th 2015 (including a wide-ranging press pack and media visits etc.).
Scope of Work:
Writing & Editing
- Compile inputs from UN agencies, funds and programmes, and MINUSTAH sections for the UN Annual Report;
- Supervise translation of original English/French versions of the UN Annual Report into English/French;
- Draft and edit the UN Annual Report in English and French;
- Oversee production (art direction) and publication of UN Annual Report in English and French versions;
- Draft and edit media kit – to include UN Annual Report, fact sheets, wide-ranging photographic material and devise social media activity detailing progress - (including the possible development of an app for smart phones) – for international and local use before, during, and after the 12th January 2014 commemorations;
- Perform other duties as may be assigned.
Event Organizations
- Organize (and take part in) a visit to Haiti of 'international' journalists (from at least three different European countries) to demonstrate progress made since January 2010;
- Work with UN Video Units to compile and edit a 'show reel' of footage that illustrates post-earthquake progress and organize screenings of same in appropriate venues (to be identified by consultant in consort with coordination officers of the DSRSG/RC/HC and MINUSTAH PIO) in both Port-au-Prince and provinces;
- Incumbent should propose a series of other operations to mark the earthquake’s 5th commemoration – including the production of a major commemoration event and launching competitions or out-reach activities amongst Haitian professionals and school-aged children throughout Haiti to further underline post-earthquake progress;
- Work closely with the DSRSG/RC/HC and PIO office of MINUSTAH to develop, launch and ensure the successful outcome of such activities to commemorate the actual day of the earthquake - January 12th 2010;
- Be prepared for travel to Haiti as and when required;
- Perform other duties as may be assigned.
Expected Outputs and Deliverables:
- UN Annual report in English and in French available for the 12th of January 2015;
- media kit – to include UN Annual Report, fact sheets, wide-ranging photographic material and devise social media activity detailing progress - (including the possible development of an app for smart phones) – for international and local use before, during, and after the 12th January 2014 commemorations;
- Coordination of visits of international and national medias in order to raise awareness on UN achievements in support of national counterparts.
Institutional Arrangement:
- The incumbent will work under the direct supervision of the Coordination officer/communications focal point in the DSRSG/RC/HC in Haiti;
- He or she will also be required to liaise with MINUSTAH PIO, OCHA and coordinate operations with other UN agencies and NGOs;
- Candidate will be required to coordinate UN activities with the Haitian government - including representatives of the Prime Minister's office, and the Ministère de la Communication and other ministries (to be defined).
Duration of the Work:
- 12 weeks Emphasize the expected date of full completion, if time is of the essence, indicate the consequences of any delay;
- Start date: as soon as possible;
- End date: 31st of January 2014;
- Review of outputs and comments will occur on a continuous basis.
Scope of Price Proposal and Schedule of Payments:
All proposals must be expressed in the form of a Lump Sum Amount – taking into account the following:
- The lump sum amount must be all-inclusive;
- The contract price is fixed regardless of changes in the cost components;
- If duty travels take place, the consultant will be provided with the UN’s Daily Subsistence Allowance (DSA) rates prevailing at the time of sourcing, for the duty station and all other cities indicated in the TOR as part of duty travel destinations;
- Include in its initial payment the actual cost of the IC’s travel to arrive at the designated Duty Station.
Recommended Presentation of Offer:
- Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
- Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
- Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment;
- Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs.

Qualifications et expériences requises
Education:
- Graduate degree in international affairs, communications, journalism, or any other relevant field.
Experience:
- The incumbent is required at least 5 years of experience in the field of communications and/or journalism;
- Prior experience working for the United Nations is necessary;
- Knowledge and experience of working in Haiti would be an asset.
Language requirements:
- Fluency in French and English.
Criteria for Selection of the Best Offer:
The offers will be evaluated in the following manner: Combined Scoring method – where the qualifications and methodology will be weighted a max. of 70% (with 50% for qualifications and 20% for methodology), and combined with the price offer which will be weighted a max of 30%.
