Background

The “Enhancing Greater Metro Manila’s Institutional Capacities for Effective Disaster/Climate Risk Management towards Sustainable Development” (known as GMMA READY Project) is funded by AusAid through UNDP and with OCD NDRRMC as implementing agency aimed at reducing the Greater Metro Manila Area’s vulnerability to natural hazards and increase its resilience by enhancing the institutional capacities of the concerned local government units, relevant national government agencies, academic institutions and civil society organizations to manage disaster and climate change risks in these areas. The rationale of this initiative and focus is the need to address the high vulnerability to natural disasters considered inherent in the Greater Metro Manila due to the geographical location of these areas and the fact that GMMA has a highly dense and fast-growing population; and thus, associated problems related to unsafe settlements and infrastructure are projected to increase if not addressed properly. The Philippines is one of the countries with the highest vulnerability to hydromet-related natural hazards. Moreover, with the projected rate of increasing climate change, the risk of meteorological disasters is also expected to increase.

Duties and Responsibilities

Duties and Responsibilities as socio-economic sector consultant

  • Determine the vulnerability and risks of the soci-economic sector, including existing resources and infrastructure vis-à-vis the impacts of past, present and future climate change in the cities of Marikina, Pasig and San Juan;
  • Identify and characterize current and future adaptation measures;
  • Develop a system of prioritizing the adaptation strategies through an integrated adaptation assessment;
  • Develop a menu of adaptation (and mitigation) measures for the socio-economic sector outlining constraints, barriers and opportunities;
  • Provide the V&A reports (map ready) for the three cities; and
  • Develop capacities of implementing partners (climate and disaster risk reduction units of the LGUs of the 3 cities ) in terms of climate-smart planning, implementation and monitoring and evaluation ( specifically , the use of V&A tools and methodologies) through mentoring workshops;

Duties and Responsibilities as Lead Consultant:

  • Facilitate the presentation of the V&A Methodology to concerned IP/RPs of GMMA READY, concerned national government agencies such as DOH, NEDA, other experts and target LGUs;
  • Work closely with the concerned divisions of PAGASA for the needed information/data for the V&A;
  • Provide technical and administrative support to the consultant for the Health Sector and ensure the coordinated implementation of V&A in the cities of San Juan, Pasig, and Marikina and the achievement of set targets and deliverables;
  • Take the lead in developing the capacities of implementing partners ( health officials and staff of the 3 cities) in terms of climate-smart planning , implementation and monitoring and evaluation( specifically, the use of V&A tools /methodologies) through training or mentoring workshop;
  • Provide advice to the project partners to resolve implementing issues and concerns;
  • Facilitate the presentation of V&A on Health and Socio-economic Sector results to IP/RPs, concerned national government such as DOH, NEDA and target LGUs;
  • Integrate the V&A ( Health and Socio-Economic Sectors) per city;
  • Provide the integrated V&A reports/outputs for each of the three cities and a V&A documentation report.

Required Skills and Experience

Education:

  • Advanced university degree in social work and development, social sciences, public administration or other relevant fields.

Experience:

  • At least 5 years of progressively responsible professional experience in DRRM/CCA programmes and development work;
  • Extensive trainings on DRRM/CCA and familiarity with international standards;
  • Experience in conducting V&A assessment is an advantage;
  • Ground exposure in development and implementation of gender responsive DRRM/CCA policies, programmes and structures, with specific focus on DRRM/CCA governance issues;
  • Those who demonstrate familiarity with the UN system and managing donor-financed projects will be given preference.

Language:

  • Fluent in English and Tagalog.
