Background

The Ministry of Health and Family Welfare (MoHFW)  under the flagship National Rural Health Mission introduced Rashtriya Bal Swasthya Karyakram (RBSK) as structured health screening of children for early detection and management of defects at birth, diseases, deficiencies and developmental delays including disabilities – “the 4Ds”.

RBSK is the first step towards attaining Universal Health Coverage through comprehensive, universal, equitable childhood screening and management for all children (birth-18 years). It is expected that 2.4 million children between the ages of 0-18 years will be screened across the country.

The programme focuses on birth defects which contributes to almost 10% of total new born deaths and 4% of under 5 mortality, their identification and quality management based on current scientific evidence at zero cost to the families. This would involve training ASHAs, Medical Officers, Nurses, and Mobile Health Teams including AYUSH doctors. Another new area of focus is management of developmental delays and disabilities which affects 10% of children below the age of 6 years through providing a District Early Intervention Centre (DEIC) at each of the districts in the country.

The Governments of India and Norway have entered into a partnership to work together toward the attainment of the Millennium Development Goal 4 (MDG 4) that aims to reduce child mortality worldwide. The objective of Norway India Partnership Initiative (NIPI) is to provide catalytic support that would make a strategic and sustainable difference to the rapid scaling up of quality child health services under the National Health Mission (NHM) in select states that contribute the highest number of child deaths.

NIPI completed the first phase of operation in 2012 in the focus states of Madhya Pradesh, Orissa, Bihar and Rajasthan. It has started phase-2 of its operations to coincide with the new National Health Mission plan (NHM) (2013-2017).

UNDP - NIPI New-born project is providing technical support to the Ministry of Health and Family Welfare, Govt. of India to roll out the Rashtriya Bal Swasthya Karyakram (RBSK). The Technical support include development of operational guidelines outlining the major programme management aspects, training manuals for screening and management of different diseases, creating a cadre of master trainers at national level, guidelines for establishment of DEICs etc.

Presently, the States under the directions of MoHFW are implementing RBSK with varied intensity, understanding and experience. The complexities in rolling out of the RBSK nationwide with multiple dimensions of its management and the lack of experience in India and globally, necessitate intensified and systematic efforts.

Duties and Responsibilities

Technical Officer (Dental Conditions) NIPI New Born Project, Rashtriya Bal Swasthya Karyakram will be responsible for the following:

Under the direct supervision of Divisional Commissioner (CH&I), MoHFW and technical guidance of Senior Technical Adviser, the Technical Officer (RBSK- Dental) will be responsible for the following tasks:

Technical assistance in development of:

  • Field level screening tool for Block Mobile Health Teams under RBSK;
  • Standard treatment protocols at the facility level;
  • Guidelines for follow up (including referrals) on common dental conditions at the community level;
  • Protocols of treatment and follow up in consultation with expert group on diseases identified by Ministry of Health and Family Welfare, Government of India ( MoHFW, GoI).

Undertake capacity building activities and act as resource person to create a cadre of master trainers on the subject of common dental condition in children;

Technical assistance in setting up dental clinic at the District Early Intervention Centres for treatment and management of dental diseases;

Develop training tools/manuals on common dental conditions, completion of IEC/ BCC booklets for oral hygiene, oral habits, harmful effects of tobacco use etc.;

Technical assistance in preparation of tools/indicators to monitor and evaluate different programmes under the RBSK;

Assist in forging convergence with other line departments, especially Water, Sanitation and hygiene on incidence and prevalence of fluorosis and on other common dental conditions common in children.

Knowledge and Skills Required:

Specific Technical Knowledge Required:

  • Good knowledge of National and State programme policy, procedures and guidelines in RMNCH+A under NRHM;
  • Technical knowledge of new born and child health and development;
  • Good knowledge of field systems and processes under NHM.

Other Skills and Attributes:

  • Proven ability to conceptualize, innovate, plan and execute large scale training programs;
  • Understanding of social mobilization and behaviour change communication, especially at community level.

Required Skills and Experience

Education:

  • Minimum Bachelor in Dental Surgery (BDS);
  • MDS would be an advantage.

Experience:

  • Atleast five years of professional work experience at the national/state level in field of public health, especially in dental care;
  • National/State level experience in policy-cum-programme development, monitoring & implementation of primary health care programmes including experience in field-based management and implementation of Newborn and child survival and development initiatives;
  • Demonstrative experience in developing training resource materials, IEC materials on public health with focus on Newborn care;
  • Ability to write scientific papers for presentations/publications would be an advantage;
  • Experience in conducting and felicitating clinical studies will be an added advantage;

Language:

  • Excellent knowledge of written and spoken English is required;
  • A good working knowledge of local language of the duty station will be an asset.

Remuneration package is INR 15,26,100 /- per annum  (taxable).  UNDP also offers additional benefits which include medical insurance coverage and limited pension reimbursement for contract holder and encourages work life balance to its employees.
