Antecedentes
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women is a coordinator for The United Nations Joint Programme on Gender Equality (UNJPGE) - a five year programme (2010-June 2015) that has been supported by DFID since December 2009.
The purpose of the joint programme is to address national priorities for gender equality as outlined in the Uganda Gender policy and the National Development Plan and aligned to the targets of the Millennium Development Goals.
Expected Results:
- Improved access to legal, health and psychosocial services by sexual and gender based violence (SGBV) survivors;
- Increased school participation, completion and achievement rates of girls in primary education;
- Civil society has increased capacity to advocate and demand accountability from government for delivery Government of Uganda (GoU) institutions and systems strengthened to deliver policies and programmes that promote and support gender equality and women’s empowerment;
- Delivery of gender responsive laws, policies and strategies.
UN Women stands at the center of the architecture for gender equality within the UN system. It is mandated to act as a “knowledge hub/centre” on gender equality and women’s empowerment. UN Women takes lead in generating, capturing and making available cutting edge knowledge, innovation and practice from all possible sources.
UN Women promotes learning within the organization aiming to draw upon UN Women’s own well planned, executed, documented and evaluated programmes; on-going policy and normative interventions; UN coordination efforts; and analysis on the part of UN Women and of expert partners connected to UN Women through its communities. UN Women also focuses on proven, sustainable, and scalable solutions that reverberate long after UN Women’s direct engagement ends – by means of improved documentation, knowledge and learning. In addition, this learning will circle back into improvements in UN Women’s own strategic programmatic choices and evidence based policy advocacy. All of these elements ultimately lead to increased organizational credibility, enhancing the overall ability of UN Women to open policy spaces and shape decisions; and to generate sustainable resources to advance national priorities for gender equality. It is against this background that UN Women intends to hire a specialist to spearhead of knowledge Management for the UN Joint Programme on Gender Equality which is scheduled to terminate in June 2015.
Deberes y responsabilidades
The consultant will be required to perform the following roles under the UN Joint Programme on Gender Equality:
- Define and implement a knowledge management approach for the UN Joint Programme on Gender equality aimed at enhancing knowledge sharing and delivering of planned results;
- Ensure editorial management and content scheduling of all online/web spaces (internet, intranet, extranet, etc.) for the Joint Programme;
- Promote knowledge sharing within the UN Joint P rogramme on Gender Equality implementing partners;
- Provide guidance to the implementing partners on how to integrate knowledge management in their work;
- Keep up to date on latest developments in all outcome areas and takes advantage of all mechanisms for contextualizing and sharing that knowledge;
- Promote and communicate on new knowledge generated /provide visibility of the UN Joint Programme on Gender Equality through knowledge management;
- Proactively engage with partners in developing innovative knowledge-based services and build capacity of partners to interact with new knowledge-sharing systems and lead knowledge exchanges;
- Innovate and engage on new technology (multi-media) opportunities to receive, capture and share knowledge;
- Initiate and manage internal messaging and public advocacy on knowledge sharing developments and achievements, including by ensuring that content on websites and other communication material is creative and current;
- Address impediments to sharing information and the flow of knowledge, facilitate demand and supply of knowledge;
- Develop online tools, surveys and other pilot projects, including those oriented toward collaboration and learning,
- Provide advice, technical assistance and backstopping for the improvement of knowledge management with UN Joint Programme on Gender Equality partners;
- Provide knowledge management training/coaching and mentoring to implementing partners;
- Cataloguing Knowledge Management products, developing a system/database for documenting and cataloguing the Knowledge Management produced by the UN Joint Programme on Gender Equality partners;
- Participate in proof-reading, data-checking and providing comments on draft chapters and sections of the reports as required,
- Collaborate with communications team to document research results, facilitate multi-stake holder dialogue on research results and ensure policy recommendations emerging from the dialogues taking forth.
Deliverables:
- Conduct training workshop for implementing partners on reporting and Knowledge management;
- At least 3 knowledge products for each of the 4 Outcome areas of the UN Joint Programme on Gender Equality;
- Comprehensive annual report for the UN Joint Programme on Gender Equality;
- Compendium of best and promising practices.

Habilidades y experiencia requeridas
Education:
- The ideal candidate will have a Master’s degree in Information Management, Knowledge Management or other related field;
- Familiarity with Information/Knowledge management issues in the UN system and civil society.
Experience:
Minimum of 8 years progressively responsible experience in developing, implementing and managing content/knowledge management systems.
Language:
- Knowledge of English is mandatory;
- Knowledge of any other UN language is an added advantage.
Evaluation Criteria
Individual consultants will be evaluated based on the following methodology:
Cumulative analysis
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable; and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. Example 70%-30%.
Technical Criteria: 70 points.
Financial Criteria: 30 points.
Only candidates obtaining a minimum of 49 points (70% of the total technical points) will be considered for the Financial Evaluation.
Technical Criteria – Maximum 70 points
- Criteria A: Relevance of Education – 10 points;
- Criteria B: Special skill (excellent communications, professionalism, language, etc.). - 5 Points;
- Criteria C: Relevance of experience in conducting similar assignment – 25 points ;
- Criteria D: Description of Approach/ Methodology to complete the assignment– 30 points.
